The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

The Maintenance Worker I will support the basic preventative maintenance of the air conditioning work group. This position reports directly to the Air Conditioning Supervisor for various daily assignments. Working under immediate supervision and working with HVAC Staff and/or independently in mechanical rooms and on rooftops would be a regular occurrence.

Typical duties include but are not limited to:

• Performs preventive maintenance functions on Exhaust Fans, HVAC Package units and Air Handlers.
• Clean HVAC Cooling Towers and Mechanical Rooms.
• Install V-belts on HVAC Equipment.

The HVAC SHOP maintains all City-Wide Facilities, including Police Buildings. The San Jose Police Department requires all civilians working at their facilities pass a background check and obtain a Civilian Police Badge. This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Special Requirements

Selection Process

Automotive Service Workers and Equipment Service Workers are assigned to the Vehicle and Equipment Services Section of the Department of Public Works. The Vehicle and Equipment Services Section maintains, inspects, services and repairs County motor vehicles including buses, trucks, equipment, Sheriff's vehicles and motor pool vehicles. Service and repair stations are located in Redwood City and San Mateo.

Automotive Service Workers perform a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service-related duties such as pumping gas, changing oil, etc.

Equipment Service Workers perform a variety of semi-skilled maintenance and repair work on road construction equipment and vehicles which includes the full range of lubrication and basic repair services for construction equipment and a full range of repair and maintenance work for small equipment such as chain saws and landscaping equipment.

In addition to the knowledge, skills and abilities required for this position, the Ideal Candidate will have:

• At least one year of verifiable professional work experience in Automotive and/or Equipment Services and experience with hybrid and basic computer diagnostic. Automotive Service Excellence (ASE) certification is preferred.

Incumbents are expected to advance to the Automotive Service Worker II level after gaining experience and demonstrating the required proficiency. Salary $26.93 - $33.68 Hourly
• Automotive Services Worker II is the journey level class in this series, responsible for performing a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service related duties such as pumping gas and changing oil. Incumbents are expected to advance to the Automotive Service Worker III level after completing all required training and certification and gaining experience and demonstrating the required proficiency for the higher-level class. Employees must complete basic classroom training on electrical, braking, air conditioning, heating, suspension and cooling systems and the repair of hybrid and alternate fuel vehicles; and on-the-job training administered by the department, which includes exposure to various aspects of auto diagnostics and repair. Knowledge of:

• Methods, tools, materials and equipment used in servicing diesel, gasoline and electric powered road and maintenance and construction equipment.

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. Duties may include, but are not limited to, the following:

• Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.

• Implements and manages the agenda production process including maintaining a deep knowledge of the agenda management software and process; training staff in the use of the software and process; and assists in deploying consistent agenda practices across the organization; coordinating with other departments on agenda content; enforcing work product standards and holding departments and higher classifications responsible for meeting standards and deadlines; and producing the agenda and agenda packet per state law and city requirements.
• Manages the publication of legal and public notices, for all Council bodies, in accordance with City, State and Federal law, and filing, indexing, certifying, processing for recordation, and safeguarding of all City Council proceedings.
• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.
• Attends City Council meetings with the City Clerk to assist with operating the audio / visual / agenda / voting system and take minutes as required.  Responsible for after Council action including producing and maintaining official City records and documents in good order such as resolutions, ordinances, contracts, deeds, correspondence, inter-agency notifications and minutes.
• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.

The Deputy City Clerk receives general supervision from the City Clerk or higher level personnel and exercises direct supervision over management and administrative staff.
