The Office of the City Manager provides strategic leadership that supports the Mayor and City Council in making public policy decisions and ensures the organization delivers cost-effective services that meet the needs of our community with the highest standards of quality and customer service. The City Manager's Office also serves to guide fiscal and change management, the building and development of our workforce, and the development of long-term, data-driven strategies to invest in the City's future. The City Manager is supported by an Assistant City Manager and five Deputy City Manager positions.
The City Council has identified the following four focus areas, while the City Manager has directed an additional five focus areas aimed at ensuring organizational health and improving service delivery to the community:

City Council Focus Areas

Increasing Community Safety. Enhance public safety through responsive services, preventative measures, and community engagement to safeguard life, property, and the environment. Key programs include field patrol, crime prevention, youth intervention services, and Vision Zero traffic safety.

Reducing Unsheltered Homelessness. Implement comprehensive strategies and supportive services to decrease the number of individuals experiencing homelessness and improve quality of life. Key programs include homelessness prevention, outreach, case management, interim housing construction and operations, and homelessness concerns.

Cleaning Up Our Neighborhoods. Clean and maintain the City's shared spaces and resources through proactive and community-driven blight reduction, beautification, and code enforcement services. Key programs include illegal dumping, anti-graffiti, encampment trash services, community code enforcement, and SJ311.

Attracting Investment in Jobs and Housing. Catalyze the City's growth to encourage a strong economy, robust housing, healthy neighborhoods, and vibrant downtown. Key programs include planning and permitting, development services, business outreach and assistance, and business district management.

City Manager Foundational Strategic Support Focus Areas

Delivering Excellent Customer Service. Ensure reliable, empathetic, and solutions-oriented customer service to meet the needs and expectations of customers as they access and navigate City services. Key programs include citywide Customer Relationship Management system implementation, customer service network, and mandatory customer service training.

Closing Racial Inequities. Implement policies and programs to eliminate racial disparities and foster an inclusive, equitable community for all people to thrive. Key programs include budgeting for equity, racial equity action plans, and mandatory racial equity training.

Structurally Balancing the General Fund. Ensure long-term financial stability by aligning revenues and expenditures to sustainably balance the City's budget on an ongoing basis consistent with City Council and community priorities.

Driving Organizational Performance. Deliver equitable community outcomes, effective program performance, and efficient operations through continuous improvement, transparency, and accountability. Key programs include City Service Area performance updates, Focus Area dashboards, and community indicator disaggregation.

Making San José a Great Place to Work. Cultivate a supportive and dynamic work environment that attracts, retains, and grows talented and motivated employees. Key programs include hiring and retention, recruitment process modernization, and workforce learning and development.The Office of the City Manager is currently seeking to fill a full-time Deputy City Manager position.

The annual salary range for this position is up to $342,687. In addition to the abovementioned compensation, this position receives an approximate five percent (5%) ongoing non-pensionable compensation. The final candidate's qualifications and experience will determine the actual salary.

The position of Deputy City Manager serves as a key advisor to the City Manager regarding matters related to the administration of the City and assists in the formulation and execution of complex policies and programs to fulfill the goals and objectives of the organization. The position will be responsible for a portfolio of departments related to one or more City Service Areas to assist the City Manager in coordinating, engaging, and monitoring departments, carrying out City Council policy direction, and ensuring service delivery goals. The position will also be the executive sponsor for one or more of the City's focus areas, ensuring appropriate attention and coordination to make significant accomplishments toward these priorities. The position will represent the City Manager in various intergovernmental and community activities and meetings, including coordinating the work of one or more standing City Council Committees to provide the City Council with information and recommendations for matters under consideration.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

QUALIFICATIONS

Environmental Compliance Inspector I:

Education: High School Diploma or equivalent.  Specialized training or coursework in the water pollution control field is highly desirable.

Experience: One (1) year of experience in working with mechanical equipment and basic water or wastewater chemical and bacteriological processes is desirable.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  A Grade I Environmental Inspection Certificate issued by California Water Environment Association is required within 12 months.

Environmental Compliance Inspector II:

Education: High School Diploma or equivalent, supplemented by specialized training or coursework in the water pollution control field.

Experience: One (1) year of experience in the operation of a Pretreatment program. One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs is desirable.

Licenses and Certificates: Grade I Environmental Inspection Certificate issued by the California Water Environment Association required upon hire. Must obtain a Grade II Environmental Inspection Certificate issued by the California Water Environment Association within 12 months of appointment.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.

To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. The Ideal Candidate will have previous experience working in a laboratory or related position.  Candidate will be familiar with the principles and practices necessary in the operation of a Water Pollution Control Facility and have completed previous coursework in chemistry, microbiology, mathematics and other relevant fields.  The Ideal Candidate will be organized, flexible, hardworking, and have the ability to communicate clearly and concisely, both orally and in writing.  Candidate will be detail oriented, have excellent time management skills, have the ability to maintain accurate records, be a cooperative team player, and bring a positive, professional attitude to workplace.

Laboratory Technician I:

This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:

This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS

Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance to laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:

Education:  High School Diploma or equivalent supplemented by related college level coursework.
Experience:  One (1) year experience in a laboratory or related position is desirable.
License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:

Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.
Experience:  Two (2) years of general laboratory experience is preferred.
License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

The Associate Engineer classification is the third level of the engineering series and typically requires minimal supervision in the design, review, and management of projects. Incumbents of this class are typically supervised and provided lead direction and training by a Senior Engineer.

The Public Works Department is recruiting to fill an Associate Engineering position in the City Facilities Architectural Services (CFAS) division, MEP Section. CFAS division MEP section is responsible for the project management and delivery of capital projects for buildings, parks, libraries, public safety facilities and various cultural facilities.

The ideal candidate will possess a high level of professionalism, excellent customer service skills, and a supreme work ethic. These positions require excellent judgment, initiative, perseverance, integrity, organizational skills, flexibility and written and verbal communications skills.

Typical duties include, but are not limited to:

• Prepares and/or reviews designs, improvement plans, estimates, specifications, and contract documents for capital improvement projects, private development projects or other engineering related projects that are prepared by subordinates and/or consultants engaged by the City or by private developers.
• Reviews and responds to Request for Information (RFIs) and submittals, negotiate change orders, and review pay applications.
• Manages projects, i.e., oversees, controls, and guides the project.
• Negotiates, prepares and manages consultant agreements and/or construction contracts.
• Supervises staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination and disciplinary recommendations.
• Supervises the collection and analysis of field data and prepares recommendations.
• Responsible for interfacing with the public, consultants, contractors, other City departments/sections, and other agencies, and is responsible for timely response to the stakeholders' requests and concerns on projects.
• Coordinates with construction inspectors and attends field meetings to resolve problems arising in the field during the construction of a public improvement project.
• Prepares clearly written and effective reports and Council Memos.
• Tracks and manages project costs using appropriate tools and resources.
• Responsible for permitting, managing, and designing capital projects.

Additional responsibilities specific to the CFAS MEP Section positions:

Associate Engineer (Mechanical - MEP section):

• Able to review and comment on the various mechanical and/or plumbing engineering designs provided by the City's consultants.
• Able to provide mechanical and/or plumbing engineering analysis, calculations, and designs conforming to the California Mechanical and/or Plumbing Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve HVAC and plumbing systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving the upgrade/replacement of chillers, cooling towers, heat pumps, air-handling units, circulation pumps, ventilation equipment, plumbing equipment, piping/valves, etc.

Associate Engineer (Electrical - MEP section):

• Able to review and comment on the various electrical engineering designs provided by the City's consultants.
• Able to provide electrical engineering analysis, calculations, and designs conforming to the California Electrical Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve electrical systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving building power, lighting, generators, UPS, fire alarm systems, microgrids, EV chargers, etc.
