The Office of the City Manager provides strategic leadership that supports the Mayor and City Council in making public policy decisions and ensures the organization delivers cost-effective services that meet the needs of our community with the highest standards of quality and customer service. The City Manager's Office also serves to guide fiscal and change management, the building and development of our workforce, and the development of long-term, data-driven strategies to invest in the City's future. The City Manager is supported by an Assistant City Manager and five Deputy City Manager positions.
The City Council has identified the following four focus areas, while the City Manager has directed an additional five focus areas aimed at ensuring organizational health and improving service delivery to the community:

City Council Focus Areas

Increasing Community Safety. Enhance public safety through responsive services, preventative measures, and community engagement to safeguard life, property, and the environment. Key programs include field patrol, crime prevention, youth intervention services, and Vision Zero traffic safety.

Reducing Unsheltered Homelessness. Implement comprehensive strategies and supportive services to decrease the number of individuals experiencing homelessness and improve quality of life. Key programs include homelessness prevention, outreach, case management, interim housing construction and operations, and homelessness concerns.

Cleaning Up Our Neighborhoods. Clean and maintain the City's shared spaces and resources through proactive and community-driven blight reduction, beautification, and code enforcement services. Key programs include illegal dumping, anti-graffiti, encampment trash services, community code enforcement, and SJ311.

Attracting Investment in Jobs and Housing. Catalyze the City's growth to encourage a strong economy, robust housing, healthy neighborhoods, and vibrant downtown. Key programs include planning and permitting, development services, business outreach and assistance, and business district management.

City Manager Foundational Strategic Support Focus Areas

Delivering Excellent Customer Service. Ensure reliable, empathetic, and solutions-oriented customer service to meet the needs and expectations of customers as they access and navigate City services. Key programs include citywide Customer Relationship Management system implementation, customer service network, and mandatory customer service training.

Closing Racial Inequities. Implement policies and programs to eliminate racial disparities and foster an inclusive, equitable community for all people to thrive. Key programs include budgeting for equity, racial equity action plans, and mandatory racial equity training.

Structurally Balancing the General Fund. Ensure long-term financial stability by aligning revenues and expenditures to sustainably balance the City's budget on an ongoing basis consistent with City Council and community priorities.

Driving Organizational Performance. Deliver equitable community outcomes, effective program performance, and efficient operations through continuous improvement, transparency, and accountability. Key programs include City Service Area performance updates, Focus Area dashboards, and community indicator disaggregation.

Making San José a Great Place to Work. Cultivate a supportive and dynamic work environment that attracts, retains, and grows talented and motivated employees. Key programs include hiring and retention, recruitment process modernization, and workforce learning and development.The Office of the City Manager is currently seeking to fill a full-time Deputy City Manager position.

The annual salary range for this position is up to $342,687. In addition to the abovementioned compensation, this position receives an approximate five percent (5%) ongoing non-pensionable compensation. The final candidate's qualifications and experience will determine the actual salary.

The position of Deputy City Manager serves as a key advisor to the City Manager regarding matters related to the administration of the City and assists in the formulation and execution of complex policies and programs to fulfill the goals and objectives of the organization. The position will be responsible for a portfolio of departments related to one or more City Service Areas to assist the City Manager in coordinating, engaging, and monitoring departments, carrying out City Council policy direction, and ensuring service delivery goals. The position will also be the executive sponsor for one or more of the City's focus areas, ensuring appropriate attention and coordination to make significant accomplishments toward these priorities. The position will represent the City Manager in various intergovernmental and community activities and meetings, including coordinating the work of one or more standing City Council Committees to provide the City Council with information and recommendations for matters under consideration.

While candidates may be generalists, the City Manager's Office is seeking an experienced public administrator who would strengthen its expertise and bandwidth in the areas of public safety (i.e., fire and police) and strategic support (e.g., human resources, information technology, etc) services, cross-agency and interdepartmental collaboration, as well as delivery and alignment of policies and programs that have shared service delivery methods.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.

Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.

• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.

DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digesters, centrifuge, chlorinators and valves to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and control panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases, and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records and shift logs; assists in the training of other plant operators, makes operating decisions in the absence of supervisory personnel; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electrical motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in the water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant, make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electric motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Experience: One year of experience in mechanical maintenance and/or water quality control plant operations.

Physical requirements: Moderate, and sometimes strenuous exertion required, including sustained walking, bending, climbing and lifting.

Education: Graduation from high school or equivalent.

License: Possession of a State Water Resources Control Board Grade I Operator's Certificate; possession of a valid Class C California Driver's License (including acceptable driving record).

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Power Resources Division.

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Supports the preparation, issuing, and evaluation of solicitations related to Energy, Resource Adequacy and Renewable Energy Credits.
• Assists with the evaluation of pre- and post-release solicitation materials for long-term energy projects such as stand-alone and collocated energy storage, wind, and solar resources.
• Assists in the management, analyzing, and enforcing of power contracts, including long-term energy contracts through development, construction, and operation.
• Assists in the management and resolution of matters related to resources performance within the California Independent System Operator's energy and capacity markets.
• Supports SJCE Scheduling Agent, particularly focusing on stand-alone and collocated storage and renewables, based on SJCE's internal strategies and policies.
• Conducts primary research related to SJCE obligations within the CAISO, CPUC, and other regulatory frameworks with particular focus on matters related to stand-alone and collocated storage, and renewable energy assets.
• Participates in completing analysis and prepare procurement plans, including managing consultants, and developing procurement strategies.
• Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
• Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.
