The Wastewater Collection Systems Worker performs a variety of routine to skilled work in the construction, modification, maintenance, and repair of City infrastructure, including wastewater collection, stormwater and drainage, and related systems. The successful candidate will use and operate a variety of manual and power tools and light to heavy power-driven equipment to perform skilled and specialized work on drainage, collection, and related systems, and appurtenances, and perform related work as required. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by the pool of qualified applicants.

The department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Regulatory Compliance and Policy Division.

The ideal candidate is a skilled and highly motivated individual, with creative problem-solving skills, the ability to learn quickly, and the desire to work both independently and collaboratively. Good judgment, initiative, and cooperation with other staff and outside stakeholders are assets to this position. Under general direction of the Deputy Director, this position will be responsible for supporting the division's engagement in state regulatory affairs to protect and advance San José policy, business, and community interests.

Typical duties of this position may include, but are not limited to:
• Monitor, review, interpret, and explain to a variety of audiences regulatory proposals and other policy issues with an eye toward impact on SJCE and its customers.
• Respond to compliance and data requests by gathering relevant data, drafting reports, and receiving approvals within designated timeframes.
• Support the preparation of comments, position papers, testimony, and the like related to a variety of technical regulatory proceedings impacting SJCE energy procurement, energy management, and electric rates.
• Work independently and with stakeholders to influence state policy.
• Build and maintain stakeholder relationships including non-profit, business, and government entities, and where appropriate build regional and statewide coalitions to support the interests of the department.
• Work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before state agencies as required.
• Represent SJCE in work with other CCAs and with SJCE's state trade association
• Manage a portfolio of regulatory proceedings and/or compliance reporting, including tracking issues, analyzing potential impacts, engaging with stakeholders, and communicating with other internal divisions.

DESCRIPTION

The District is recruiting for the position of Human Resources Technician I/II in the Human Resources Office. Please note that this is a temporary position expected to be 12 months in duration, not to exceed 06/30/2025.
  

DEFINITION
Under general supervision, provides technical and administrative support work in a variety of Human Resources functions, including benefits, onboarding/offboarding and other human resources programs.

 

Examples of Duties for this Position

• Assists in the administration of employee benefits and leaves, retirement and health insurance programs; informs and advises employees regarding these programs: contacts insurance carriers and third-party administrators involved with the District's programs to resolve problems and answer employee questions.
• Processes District personnel actions and benefits in District’s Human Resources Information Systems or other computer software programs.
• Conducts new employee orientations and offboarding and provides information regarding District programs and policies.
• Maintains and updates personnel files, procedures, forms and records.

Education and Experience:

A typical way to obtain the knowledge and skill is:

Human Resources Technician I: Equivalent to three years of general clerical support or office assistant experience.

Human Resources Technician II: In addition to the above, one year of experience in personnel support work. Completion of some college level coursework in public personnel administration is desirable.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent. 

Experience: One year of experience in general maintenance or construction. 

Licenses, Certificates, Registration: 

• Possession of a valid California Class "C" Driver’s License and maintain license and a good driving record.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

The Program Manager will direct the work of the staff in these units and support the team in the fulfillment of their duties in these program areas including their communication with employees, managers, insurance carriers, medical personnel, lawyers, and vendors. This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
• Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.
• Public-sector insurance practices and policies.
• Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.
• Information systems applications relative to the administration of leave requests.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. CCFD is supported by 91 FTEs and a FY2023-24 operating budget of $33.14 million. 

CCFD seeks a hands-on human resources professional with a solid foundation in public sector personnel management. This knowledgeable individual will have a well-rounded background and understanding of the various human resources disciplines, with particular strength in labor relations. The HR Manager will oversee recruitment and selection, labor and employee relations, employee training and development, performance management, classification and compensation, benefits, leave management, and Workers’ Compensation administration.
