Definition: Under general supervision, the Maintenance Worker performs a variety of unskilled, semiskilled, and skilled manual tasks and related work as required in the water, streets, storm, facilities and collection system divisions of Public Works Utilities and Operations.

Essential Duties: The Public Works Maintenance Worker duties include:

• Operating jack hammers to break up concrete sidewalks, curbs and gutter asphalt roadways, storm drains, and street light bases.
• Mixing and finishing cement including sidewalks, curbs, gutters and containment walls.
• Using appropriate equipment to apply traffic paint and maintain and fabricate street signs.
• Performing heavy labor, shoveling and lifting, in the construction and repair of sewers, streets, water and storm drain lines and services.
• Performing in and responding to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services.
• Operating small trucks with manual or automatic transmissions, two-ton dump trucks, personnel hoists, and tamping equipment.
• Helping construct forms, boxes, fences, walls, and barricades.
• Performing cleaning and minor maintenance of buildings and facilities.
• Keeping simple records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Using construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment.
• Cleaning City easements and right-of-ways of weeds, trees and debris.
• Read water meters.
• Must maintain a thirty-minute response time to the job site, in order to answer after hours and weekend service calls as required.

Special Requirements: Vision, hearing and physical ability adequate to obtain and maintain a CALIFORNIA "Class B" Operator's License and operate in high vehicle traffic areas and construction sites; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, carrying and/or handling up to one hundred (100) pounds. Work in confined spaces and wear protective garments. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater. Ability to report to work at any hour of the day or night as required during a disaster or other emergency situation. MUST maintain a thirty-minute response time to the job site when answering after hour and weekend service calls. Shall be a second responder to support supervisors in emergencies. Carry communication equipment after work hours.

Minimum Qualifications:
Knowledge of: Basic construction techniques; basic building maintenance and repair; asphalt and cement finishing techniques; general tools used in construction or maintenance work; construction, repair and maintenance.

Ability to: Think and act quickly in emergencies; judge situations and people accurately; understand and carry out oral and written directions; meet standards of adequate physical stature, endurance and agility; establish and maintain cooperative relationships with fellow workers.

Education: High School Diploma or GED.

Experience: At least one year full-time or four years part-time experience in semiskilled construction maintenance work.

License: Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record and within six (6) months of hire, must possess and maintain a Class B California Driver's License with required air break endorsements. Those assigned to the Water Division within one (1) year must possess and maintain a Class D-2" Water Distribution Certificate from the California Department of Health Services. Those assigned to the Collection Division, within one year must possess and maintain a California Water Environment Associations (CWEA) Grade I Collections Certificate.

DEFINITION

Provide the highest level of care, treatment, and transportation for all patients in an expedient and safe manner as specified by City of Sanger Fire Department and Central California Emergency Medical Services policy, procedures, processes, and protocols. EXAMPLES OF DUTIES

Incumbents perform the full range of paramedic duties under general supervision. Duties are performed under emergency conditions.

The Chief Building Official plans, organizes, supervises and reviews the activities of the Building Inspection Division; participates in code interpretation, plan checking, issuance of permits, and field inspections; and performs the most technically complex tasks within the Division. The ideal candidate will possess strong supervisory skills to lead a team of experienced building professionals. He/she will be an individual who is trustworthy, approachable, honest, and ethical. A Chief Building Official who will create a teamwork-oriented environment that emphasizes cooperation, accountability and responsiveness is sought. Candidates must possess equivalent to a bachelor’s degree in architecture, structural engineering, civil engineering or a closely related field, five (5) years of experience similar to that of a Building Inspector with at least two years of supervisory experience, and Certification by the International Conference of Building Officials as a Combination Building Inspector.

The Organization

The City of Lathrop incorporated in 1989 and operates in a Council-Manager form of government. The Building  Division

The Building Division is part of the Public Works Department  and is responsible for serving the public by ensuring that the safety depicted by the current adopted California Codes and the Lathrop Municipal Code are enforced during the construction, use, occupancy and maintenance of buildings and structures, and all of their various components. This is accomplished by providing examination of plans, calculations and specifications, inspections of all aspects of on‐site construction and providing staff to perform and manage the building permit process. Staff carries on this service after permits are issued and finalized by maintaining plans and documents for future inquires.

The Permit Technician Position

The Permit Technician performs a wide variety of technical and administrative support duties for the Building Division.  Under the general direction of the Chief Building Official, or designee, the incumbent provides information to the public related to the application processes, plan review processes, fees, and policies and procedures.

Essential Functions

Job responsibilities include but are not limited to the following:

• Provides information to homeowners, builders, engineers, developers, architects and the public; serves as the initial public contact for the Building division by phone or at the counter; answers general questions regarding building functions and explains building ordinances, procedures and requirements; assists and advises the general public in matters relating to building requirements, status of submitted projects.
• Checks building plans and issues building permits for minor residential additions and alterations; approves small project plans and issues over the counter permits; reviews applications for completeness and accuracy; verifies contractor’s licenses, construction bonds, and insurance coverages; calculates plan check and building permit fees for plans submitted for review based on the type of construction and square footage, or by evaluated cost; collects fees and issues receipts for various applications, registrations and licenses; inputs data into automated information systems.
• Receives residential, commercial building and development permit applications and plans; opens plan review files; coordinates with other departments and follows up on permit status as necessary; receives, logs, and distributes development plans for plan checking; inputs plan review information from all departments into automated system; updates and generates required reports; maintains and retrieves files and documents for all permit areas; reviews corrected plans for conformity with requirements; calculates fees and submits documentation for permit issuance.

Qualifications & the Ideal Candidate

POSITION

To perform a variety of semi-skilled and routine electrical construction, maintenance, repair and testing work.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

OTHER JOB FUNCTIONS

Perform electrical inspections. Read and review electrical prints and diagrams, and modify and update as required. Answer emergency calls and perform emergency repairs.  Meet all assigned Standby Program requirements and take standby duty, if required.  Perform related duties as assigned.

QUALIFICATIONS

Education:

High School diploma or equivalent.  Completion of a recognized apprenticeship program in the electrical or instrumentation trade is highly desirable.

Experience:

One (1) year of recent experience in electrical/electronics/instrumentation installation, maintenance or repair.

License and Certificates:

Possession of a valid California Driver's License required upon hire.  Possession of a valid International Municipal Signal Association (IMSA) Traffic Signal Level I Technician Series certificate and Work Zone Safety Level I certificate prior to permanent appointment.

BUILDING OFFICIAL

DEFINITION: Under general direction from the Community Development Director, manages, directs and coordinates the activities of the Building & Safety Division; oversees and renders interpretations of a comprehensive set of municipal building codes to ensure construction complies with applicable codes, laws and ordinances; coordinates plan check and building inspection activities with other divisions and departments; and outside agencies; represents Building & Safety on the Development Advisory Board; responds to the most difficult inquiries and complaints by the public; attends meetings and makes presentations, prepares reports, memoranda, letters and other forms of correspondence; and provides highly complex staff assistance to the Community Development Director. Exercises direct supervision over professional, technical and clerical staff.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Recommend goals and objectives; assist in the development and implementation of policies and procedures.

EDUCATION: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil/structural engineering, architecture, business administration or a related field.

LICENSES/CERTIFICATIONS: Possession of, or ability to obtain, an appropriate, valid California Driver’s License. Possession of International Code Council (ICC) certification as a Building Plans Examiner or Building Inspector is required. Possession of ICC certification as a Certified Building Official or obtain within 1 year.
