What You’ll Do

Positions in this class are responsible for lead supervision of a sanitary sewer maintenance field crew, in addition to the more complex and difficult construction, repair, and maintenance tasks. Depending upon assignment, duties may include, but are not limited to, the following:

• Lead a small crew, assign and participate in construction, maintenance and repair work, preparing material requisitions, keeping work records, and preparing reports of completed work.
• Perform repairs and maintenance on sewer lines, and a variety of valves, pipes, fittings, and related appurtenances.
• Lead and participate in the operation of a variety of equipment such as loaders, backhoes, trenching machines, compressors, sewer rodding and hydraulic flushing equipment, and TV inspection equipment.
• Locate, excavate and repair sewer lines, and storm drain facilities.
• Build and repair manholes; raise and lower manholes.
• Operate a jackhammer; pour and finish concrete.
• Operate and maintain a variety of sewer cleaning and maintenance equipment.
• Maintain routine records.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Provide information to interested citizens and ensure the safety of the public in performing sewer maintenance.
• Respond to daytime or after work hour emergency conditions such as storms, civil emergencies, and system malfunctions.
• Assist in the preparation of purchase orders (POs) and administrative reports.
• Assist and train less experienced personnel.

Under the general supervision of the Public Works Team Leader, this position performs a variety of semi-skilled work in the maintenance, construction, modification, repair, and operation of City infrastructure, including water systems, storm, and sanitary sewers, parks, streets, trees, and landscaped areas; and performs other related duties as required.  Please see the full job classification for details. EXAMPLE OF DUTIES (Sample):

• Maintains, repairs, flushes underground water distribution lines, storm, and sanitary sewer collection systems.
• Excavates and prepares potholes and excavations related to water and wastewater line repair for patching on streets and alleys.
• Cleans storm drains, sidewalks and other appurtenances.
• Repairs and replaces plumbing fixtures, as required.
• Inspects and performs routine maintenance on HVAC equipment.
• Removes concrete, builds forms and repairs sidewalks and gutters and performs other concrete work around City buildings.
• Maintains public facilities, shop areas, and other buildings in a clean and orderly condition, performing regularly assigned custodial duties.
• Performs basic remodeling to City facilities; repairs and replaces plumbing fixtures; and repairs replaces and maintains interior and exterior lighting systems.
• Troubleshoots maintenance and repair problems, and determines the materials and equipment required for repair.
• Contact residents and businesses to inform them of work to be performed.
• Maintains logs and records of work performed and materials and equipment used.

 Qualifications:

Education/Experience:

Public Works Maintenance Worker I – Equivalent to graduation from high school.  Six months of construction, maintenance or repair experience in at least one of the areas found in City work.

Public Works Maintenance Worker II – In addition to the above, two years of semi-skilled maintenance, construction or repair experience in a variety of craft areas at a level equivalent to the City’s Public Works Maintenance Worker I class.

Licenses:  

Public Works Maintenance Worker I - Must possess a valid California Class C driver’s license and have a satisfactory driving record. Must be able to obtain Water Distribution Operator I (D1) issued by the State of California within six (6) months of appointment and obtain a Water Distribution Operator II (D2) by the State of California within eighteen (18) months of appointment.  Such licenses and certifications shall be maintained during employment.

Public Works Maintenance Worker II - Must possess a valid California Class B driver’s license and have a satisfactory driving record. Must possess a Water Distribution Operator I (D1) issued by the State of California at the time of appointment.  Must be able to obtain a Water Distribution Operator II (D2) by the State of California within twelve (12) months of appointment.  Such licenses and certifications shall be maintained during employment.

Knowledge of: Maintenance principles, practices, tools, and materials for maintaining and repairing a variety of utilities, pump stations, water storage facilities, lift stations, facilities, buildings, grounds and equipment such as found in the City; the operation and minor maintenance of a variety of hand and power tools, vehicles and power equipment; safety equipment and practices related to the work; and safe driving rules and practices and basic traffic control procedures.

Skill in: Performing semi-skilled construction, modification, maintenance, and repair work on a variety of utilities, pump stations, water storage facilities, lift stations, facilities, building, grounds and equipment such as found in the City; troubleshooting maintenance problems and determine materials and supplies required for repair; skillfully and safely use and maintain tools and equipment related to the work; making accurate arithmetic calculations; reading and interpreting construction drawings and specifications; maintaining accurate logs, records and basic written records of work; and working independently or in a team situation.

Physical Demands: Must possess strength, stamina, and mobility to perform heavy physical work and use varied hand and power tools; safely drive a motor vehicle and operate heavy construction equipment; as well as lift and move materials and equipment weighing 90 pounds or heavier.  Must be willing and able to work outside in all weather conditions.

SALARY AND HOURS:

Maintenance Worker I:  $27.77 - $29.15 - $30.61 - $32.14 - $33.75 per hour.

Maintenance Worker II: $30.54 - $32.06 - $33.67 - $35.34 - $37.11 per hour. 

Appointment to this classification is normally made at the first step of these five step scales. This is a full-time 40 hours per week position working Monday-Friday, 7:00 AM – 3:30 PM.  Must be available for regular standby assignments and work emergency overtime as required.

BENEFITS: This position is eligible for benefits under the General Employees Association memorandum of understanding.  Health benefits are offered through the CalPERS Health Program.  The City contributes to a flexible benefits plan towards the cost of several health plans offered, up to family coverage for Kaiser.  The city provides paid vision through VSP, dental through a self-insured reimbursement program, long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through MHN.  Retirement benefits are provided through CalPERS: 2%@60 for Classic members, 2%@62 for New (PEPRA) members.  The City will make a contribution of 1.5% to a Deferred Compensation 457K plan with additional matching available.  Flexible health reimbursement and dependent care spending accounts are also available.  Free commuter shuttle to and from BART and Caltrain.

Maintenance Worker I - $4,647 - $5,646/monthly DOE

Maintenance Worker II - $5,241 - $6,369/monthly DOE

DEFINITION:

The Maintenance Worker I/II is a flexibly staffed position that performs a variety of semi-skilled and skilled maintenance activities and operates a variety of equipment in the construction, operation, repair, and maintenance of City sewers, streets, parks, buildings, and facilities. The Maintenance Worker I/II plants, waters, fertilizes, removes, and trims trees and maintains and repairs parks, building facilities, and adjacent areas.

SUPERVISION RECEIVED/EXERCISED: 

The Maintenance Worker I/II receive general supervision from Public Works Superintendent. May receive technical and functional supervision from a Senior Maintenance Worker.

DISTINGUISHING CHARACTERISTICS:  

Maintenance Worker I:  An entry-level class in the Maintenance Worker series that allows the incumbent to develop journey-level knowledge, skills, and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex assignments within an established procedural framework. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Maintenance Worker II, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the Maintenance Worker II class. 

Maintenance Worker II:  A journey-level class in the Maintenance Worker series. Positions in this class are flexibly staffed and are normally filled by advancement from the Maintenance Worker I class, or when filled from the outside, require prior experience in the construction and maintenance of streets, grounds or building-related facilities. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class. The Maintenance Worker II class requires that the employee demonstrate the ability to operate heavy equipment such as a backhoe. All positions assigned to this class require the ability to work independently and exercising judgment and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to a specific assignment.

The City may hire employees into the Maintenance Worker I or Maintenance Worker II classification depending on qualifications.

PARAMOUNT DUTIES:

General Maintenance 

•  Maintain a variety of records relating to vehicle and equipment inspections, and maintenance activity. 

•  Operate motorized vehicles and equipment on routine assignments in the loading, hauling, and unloading of materials and equipment.  

•  Perform routine inspection and preventive maintenance on assigned equipment. Refer defects or needed repairs to supervisor. 

•  Respond to emergency calls as necessary. 

•  Perform other maintenance duties as required.   

Street Maintenance

•  Perform required labor involved in construction and maintenance projects as part of a crew, including pavement

cuttng, pothole patching, ditch digging, storm drain maintenance, emergency storm work, and laying pipe and

backfilling.

•  Participate in concrete work such as curb, gutter, and sidewalk repair.  

•  Paint crosswalks, curbs, intersections, and repair traffic signs.   

Parks and Grounds Maintenance 

•  Rake leaves and clean walks, fields, courts, and other facilities. Perform general grounds cleaning, including picking up rubbish and paper.

•  Plant trees, flowers, lawns, and shrubs. Water, weed, trim, mow, seed, renovate turf, shrubs, trees, and flower beds.

•  Apply pesticides and herbicides to control for unwanted pests and invasive plants.

•  Remove dead, broken, and undesired branches and tops of trees using saws, axes, and other hand and power tools.

•  Install, maintain, and repair irrigation systems and drinking fountains.

•  Operate mowing equipment, edgers, sprayers, tractors, and a variety of hand and power tools and equipment used in park and landscape maintenance work.

•  Perform routine preventive maintenance on mowing equipment and hand and power tools used in the work.

 Building Maintenance

•  Patch and plaster walls; paint the interior and exterior of buildings.

•  Install, maintain, and repair restrooms, sinks, toilets, and drinking fountains.

•  Replace light bulbs and notify Superintendent of and necessary repairs to buildings and facilities.

Custodial Maintenance

•  Collect trash and garbage.

•  Dust, clean, and polish furniture, woodwork, light fixtures, and office equipment.

•  Wash windows, clean restrooms, sinks, and counters, and replenish supplies.

KNOWLEDGE, SKILLS AND ABILITIES:    

Knowledge of: 

•  Equipment, materials, methods and procedures used in maintenance, construction and repair activities or grounds,

facilities, and equipment.

•  Safe operation and maintenance of various tools and equipment.

•  Occupational hazards and standard safety precautions necessary in maintenance work.

•  Pesticide, herbicide, and fertilizer hazards, application methods, and storage requirements.

•  Applicable Federal, State, and local laws, rules and regulations.

•  Applicable national and local building and construction codes.

•  Record keeping procedures and requirements.

•  Plumbing and irrigation methods and materials.

•  Repair and replacement of minor electrical fixtures.

  Skill to: 

 •  Safely operating motorized vehicles and heavy equipment.

•  Operating a two‐way radio and other communications equipment.

•  Safely performing physical tasks for extended periods of time.

•  Safely operating a variety of tools and equipment used in street maintenance and construction, parks maintenance, and buildings and facilities maintenance.

•  Painting using brushes, rollers, and spraying equipment.

•  Performing a variety of heavy manual tasks, occasionally under severe weather conditions.

Ability to:

•  Read, understand, and carry out verbal and written instructions.  

•  Understand, interpret, explain, and apply applicable laws, codes, and regulations.  

•  Perform basic mathematics computations. 

•  Interact effectively with co‐workers, City personnel, contractors, and the public.

EDUCATION AND EXPERIENCE:    

Sufficient education and experience to satisfactorily perform the essential and important duties for this position is required. A typical qualifying background for the Maintenance Worker I position would be graduation from high school or a GED equivalent and a general knowledge of municipal maintenance practices. The minimum requirements for the Maintenance Worker II position are one year of experience performing duties comparable to that of a Maintenance Worker I and demonstrating the ability to operate heavy equipment properly and safely.

The Maintenance Worker I/II is required to use hands to manipulate, handle, feel, or operate objects, tools, or controls and reach with hands and arms. The employee in this position is frequently required to stand and talk or hear, and is occasionally required to walk, sit, climb or balance, stoop, kneel, crouch, or crawl, and smell. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.

WORKING CONDITIONS:   

While performing the duties of this position, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration.  The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and encounters the risk of electrical shock. The noise level in the work environment is usually loud.

THE POSITION

Under general direction, this Supervisor will perform responsible professional and technical work in promoting, organizing, and supervising a comprehensive maintenance program within the Public Works Department and will organize, schedule, and supervise the work of employees engaged in work; and does related work as assigned.

This multi-position middle management level classification performs work in several functional areas and is distinguished by its core responsibility for supervising employees, programs and activities within the Public Works or Parks and Recreation Department. This recruitment is for a Supervisor in the Public Works Department's Fleet Services.  The work is performed under general direction and incumbents may provide support for inter-divisional programs and functions. The Position:

This is manual labor work at the skilled level, involved in the maintenance of landscape and hardscape, including plants, shrubs, trees, water features, grounds, parking lots, athletic fields and facilities using appropriate tools and related equipment for a college district. 6. Uses common safety techniques, equipment and supplies to assure safe handling of motor and electrical equipment, supplies and chemicals, as well as the use of proper safety equipment and supplies to climb and handle trees and branches
7. Cultivates, prepares, and lines athletic fields for play
8. Grooms athletic artificial turf fields, paints and repairs benches, recreation equipment, tables, and fences
9. Operates and maintains power driven equipment such as lawn mowers, lawn edgers, clippers, rototillers, tractors, trucks, sweepers, blowers, and other grounds maintenance equipment as assigned
10. Uses hand tools to work soil and remove weeds, undergrowth and debris from college grounds and landscaped and hardscaped areas
11. Drives a motor vehicle to pick up and deliver equipment, supplies, debris, and other items
12. Uses a variety of non-restricted chemicals to exterminate weeds, insects, rodents, aphids, and other pests
13. Performs a variety of aesthetic measures, such as raking leaves; loading and unloading brush, branches, rubbish and materials; cleaning drains, culverts, stream beds, pathways, sidewalks; sweeping and maintaining parking lots and grounds; and installing, relocating and maintaining site furnishings
14. Programs, monitors, troubleshoots, and repairs irrigation systems and water features
15. Assists in campus evacuations, building lock-downs, flood and spill cleanups, and other emergency preparedness and response actions
16. Paints exterior horizontal surfaces, such as parking lot striping and curbs, as well as unoccupied structures, such as storage sheds and/or containers, and similar assignments
17. Inventories grounds and related equipment and supplies and makes recommendations for and/or executes the purchase or repair of equipment, chemicals and supplies
18. Performs other related duties as assigned

Minimum Qualifications:

• Successful training and experience in gardening and landscaping• Demonstrated skill in the use of safety procedures, equipment and supplies, including applicable chemicals• Experience in the operation of common mechanical and electrical equipment related to gardening, landscaping and grounds maintenance• Demonstrated skill in following oral and written instructions, and attention to detail• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff• Possession of a valid California Driver’s License (or the ability to obtain one) and the ability to safely drive a motor vehicle in the performance of assigned tasks

Physical Requirements:

This position requires work outdoors with exposure to climate changes, chemicals, odors and fumes; bending, stooping, kneeling, climbing ladders and stairs; working on elevated platforms; pushing, pulling, moving moderate to heavy objects; ability to operate electrical and mechanical equipment; standing for long periods of time; walking; and driving a motor vehicle in order to perform the essential functions.

4. Knowledge and skill in installing, maintaining and repairing irrigation systems and controls
5. Skill in reading, comprehending, and following oral and written instructions and directions
6. Skill in communicating effectively with people who are diverse in their academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds
7. Skill in working effectively as part of a customer service team
8. Skill in the safe operation and handling of mechanical and electrical equipment, tools, and supplies, including the driving of a motor vehicle
9. Ability to exercise good judgment in safeguarding and protecting the District, public property, and the public
10. Basic understanding of water chemical balance and treatment
11. Ability to perform moderate to heavy physical labor
