About the Position

The City Manager’s Office is recruiting for an Assistant to the City Manager position to serve as the City’s Capital Budget Coordinator.  This is an unclassified, salaried position, which means that the position is not part of the Civil Service system.  This management position is not represented by a bargaining unit.  This is a permanent at-will position with the City Manager’s Office reporting to the Deputy Budget Director.

Key Responsibilities

This position is responsible for the following:

• Manages the capital budget process, including, but not limited to, budget development, revenue and expenditure tracking and monitoring, financial status reporting, and capital revenue forecasting for approximately 50 funds at a combined annual budget of approximately $1.3 billion.
• Coordinates capital budget activities across all City departments, develops annual capital budget training manuals/instructions and leads city-wide trainings.
• Working collaboratively with City departments, solves capital budget issues and oversees capital funds management for inclusion in various budget documents such as the Annual Report, Mid-Year Budget Review, City Manager’s Budget Request and Five-Year Forecast, Proposed and Adopted Capital Budget and Five-Year Capital Improvement Program.
• Administers the Hyperion capital budgeting software system for the production of various Capital Program budget documents.
• Leads the update and administration of the organization's Hyperion capital budgeting software system; researches and understands reporting requirements and ensures that systems are modified to meet these requirements; establishes best practices for system use, and ensures that these practices are used throughout the organization; and trains departmental staff as needed.
• Coordinates memorandum review activities and provides staff support for budget/fiscal implications for all City Council memoranda.
• Monitors economic-sensitive information affecting City capital funds.
• Serves as a liaison for capital budget issues for various workgroups/committees.
• Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments. 
• Ensures alignment of the Capital Program with City Council priorities, policies, and budget principles and City Manager directives and budget guidelines.
• Authors, reviews, and edits budget documents, reports, memoranda and briefing materials.
• Studies City organizations, operations and services to make recommendations to improve quality and effectiveness of service delivery. 
• Completes high-level special projects.
• Resolves and facilitates major issues which are confidential, controversial or of major significance to the organization.
• Represents the Budget Office or City Manager’s Office as assigned at public events including community groups, City Council sessions, Committee meetings, and Planning Commission budget review.

DEFINITION
To organize, assign and review the work of assigned personnel engaged in skilled technical duties in the analysis, design, programming, testing, installation and maintenance of data processing systems, Supervisory Control and Data Acquisition (SCADA), Historical Data Repository (HDR) industrial control system equipment, networking equipment and peripherals; to perform duties requiring specialized knowledge; and to provide technical and administrative support to assigned supervisor.
 
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level in the SCADA System Technician class series.  Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, the amount of time spent performing the duties, and by the training responsibilities provided to others.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision over assigned personnel.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.
 
SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an assigned supervisor.
• Exercises technical and functional supervision over assigned technical staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Plan, prioritize and review the work of staff assigned to maintain the Environmental Utilities SCADA system, HDR, networking equipment and related equipment.
• Develop schedules and methods to accomplish assignments, ensuring work is completed in a timely and efficient manner.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide and coordinate staff training and work with employees to correct deficiencies.
• Ensure compliance with departmental Industrial Control System (ICS) Policies and Procedures.
• Review and recommend approval of project submittals and existing system upgrades, survey sites for SCADA networking equipment system implementation, conduct feasibility studies and prepare and submit related comments.
• Plan and schedule new project installations as well as repairs, maintenance, upgrades and modifications to existing equipment.
• Receive and respond to emergency service requests related to the Department’s SCADA, HDR and networking systems.
• Administer service contracts and monitor the work of consultants.
• Evaluate equipment purchases in support of repair and replacement needs.
• Troubleshoot SCADA, HDR and networking system software with respect to functionality, performance and reliability.
• Assist in the development of specifications for SCADA, HDR and networking equipment and ensure proper installation and preparation of new equipment by vendors and contractors.
• Track work orders and maintain records of maintenance and programming performed.
• Perform technical duties in support of water and wastewater treatment infrastructure systems, including testing, implementing and maintaining SCADA, HDR and networking applications and systems.
• Design, develop and verify reports from systems; prepare and submit project status reports, as required.
• Create and maintain user profiles, user permissions, system privileges, passwords and other administrative tasks, maintaining the integrity and security of assigned systems in accordance with departmental ICS Policies and Procedures.
• Monitor logs and files for evidence of problems and systems failures; expedite recovery plans as necessary.
• Create back-up and recovery plans and perform necessary backup activities at scheduled times.
• Perform the most complex duties associated with maintaining, troubleshooting, and configuring network operations related to the SCADA and HDR systems.
• Build and maintain positive working relationships with co-workers, other City employees, external stakeholders and the public, using principles of exceptional customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of technical and functional supervision and training.
• Modern operating principles of SCADA, HDR, networking and related peripheral equipment.

EXPERIENCE AND TRAINING

Experience:

Two years of responsible journey experience performing duties similar to a SCADA Systems Technician with the City of Roseville. (To independently perform skilled technical duties in the analysis, design, programming, testing, installation and maintenance of data processing systems, Supervisory Control and Data Acquisition (SCADA), Distributed Control System (DCS), computer equipment and peripherals; to operate computer equipment as required; and to develop database application and design and develop reports.)

Training:

An Associate’s degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education from an accredited college or university, preferably in computer science, electronics, or a related field.  Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate:

• Possession of a valid California driver’s license by date of appointment.

The District is seeking a Senior Resource Management Specialist to lead the physical sciences program in the Natural Resources Department. The Senior Resource Management Specialist will assess, protect, and restore archaeological and water resources, as well as contaminated site cleanup and erosion control projects on District preserves in Santa Clara, San Mateo, and Santa Cruz Counties.  Typical project work includes, aquatic habitat monitoring, identification and protection of wetland resources, identification and monitoring of archaeological resources, designing erosion control projects, overseeing contractors and consultants, environmental impact analysis, and applying for permits to resource agencies.  This position will supervise staff biologists and will direct consultants, contractors, and volunteers to assist in completing this work.  Supervisory and administrative tasks will include budgeting, project management, setting priorities, and providing guidance to multi-disciplinary teams.  The ideal candidate is organized and collaborative with excellent oral and written communication skills, understands ecological systems, and can implement land management practices accordingly.

Work Environment:  This position will operate in the Natural Resources Department at the District’s office in Los Altos, California.  In addition to working in an office setting to complete project tasks and at various venues across the San Francisco Peninsula to present information at public meetings, the Senior Resource Management Specialist will often work in the field and hike steep terrain and wildland areas with poison oak and wildlife. Fieldwork will require driving District vehicles in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry, and hiking in steep, mountainous terrain.  

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 
Equivalent to graduation from an accredited four-year college or university with major coursework in natural resource management, environmental design, geology, biology, or related field, and five (5) years of management level experience in natural resource management including at least one year of supervisory and administrative responsibility. A Master’s degree is desirable.  Professional work experience with parks and open space is highly desired.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

City of Sunnyvale Laboratory/Field Technicians work in the laboratory when assigned to the Laboratory and in the field when assigned to the Compliance Inspection group. In the laboratory, Laboratory/Field Technicians work independently under the supervision of a Senior Environmental Chemist primarily collecting and analyzing samples from Sunnyvale's Water Pollution Control Plant.  The laboratory performs a variety of physical, chemical, biological and bacteriological analyses to monitor operations and demonstrate compliance for the City's wastewater, drinking water, and industrial pretreatment programs.

In the Compliance Inspection group, Laboratory/Field Technicians work under the supervision of the Senior Environmental Compliance Inspector primarily in the field collecting samples from industries, restaurants and the sanitary sewer collection system in order to determine compliance with local and federal discharge limits. The Laboratory/Field Technician in Compliance Inspection works closely with the Environmental Compliance Inspectors to regulate dischargers.

This position requires an Associate’s degree or 60 semester units or 90 quarter units in environmental science, including courses in chemistry, biology or other related sciences, two years of experience performing field technician and/or laboratory duties and a valid California class C driver’s license with a safe driving record.

THE POSITION

Tri-City is looking for one bilingual candidate to serve as a Mental Health Specialist (MHS) whom will provide mental health support services to mentally ill and emotionally disturbed person as part of the Adult/Older Adult Full Service Partnership (FSP) Program. Water System Supervisor

THE POSITION

The City of Chowchilla is seeking a full time Water System Supervisor who, under general direction, supervises, develops, and directs the work of staff performing difficult and complex technical and administrative support related to all programs and activities of the City’s water distribution division; assists with long- and short-term project planning and overseeing the design, construction, maintenance, and operations of water utility systems, facilities, and related appurtenances and other programs; works with technical and engineering staff to monitor and maintain water quality in accordance with State requirements; coordinates assigned activities with other City departments and outside agencies for services such as meter reading and repair; provides complex and responsible support to the Public Works Director and others in areas of expertise; and performs related work as required.

Incumbents serves as the Division Manager to the City’s water distribution system. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of water quality, maintenance, and operations staff either directly or through lead workers. Incumbents are expected to independently perform the full range of water quality, maintenance and operations duties. Performance of the work requires the use of considerable independence, initiative and discretion within established guidelines. This classification is distinguished from the water worker series in that it has direct supervisory responsibilities.
