The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

(Streets and Streams, Parks, Building Facilities and Motor Pool)

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.

THE POSITION

The Water Resources Operator Trainee performs duties engaging in the operation, treatment, reclamation, and disposal of wastewater; operate a variety of equipment used in the continuous operation of a wastewater treatment plant and related facilities; and performs other duties as assigned. This is the trainee level class in the Water Resources Operator series that typically has little or no directly related previous work experience. The incumbent will work under immediate supervision while learning job tasks.

Examples of duties include:

• Reads, records, interprets, and monitors meters, gauges and laboratory test results to assess system functions and determine processing requirements
• Extracts wastewater samples, performs laboratory tests, identifies the treatment adjustments, and operates direct and remote controls to implement treatment changes
• Inspects treatment plant, wells, pump stations, power generators and all related facilities and equipment to assure effective operations are maintained
• Accurately maintains records and documentation, including shift log entries
• Receives service requests and complaints from service users and the public

As experience is gained and qualifications are met, promotional opportunities to advance up to a Water Resources Operator III is possible without having to participate in additional recruitment and testing processes with the City.

This position is housed in the Mental Health division of the Health and Human Services Agency. Under general supervision, this position performs a variety of para-professional and complex duties for eligible individuals, families, and groups. If they do not already have the knowledge, this person will have the ability to learn federal, state, and local policies, procedures, laws, and regulations. San Mateo County Health, Behavioral Health and Recovery Services (BHRS) division is seeking well-qualified individuals for the position of Clinical Services Manager II – Behavioral Health Housing Interventions.  
 
This full-time permanent Clinical Services Manager II will serve as a strategic and technical subject matter expert responsible for overseeing a key emerging priority area for BHRS. The position will be responsible for successful implementation of Proposition 1 Behavioral Health Services Act (BHSA) Housing Interventions requirements and other housing-related strategies for individuals living with serious mental illness and substance use disorders. This role will lead and support BHRS teams with mapping and documenting the current state of behavioral health housing workflows, systems and processes to inform changes and decision making required to support improvement of client outcomes and increased access to permanent supportive housing. The Clinical Services Manager II will collaborate with clinical and operational leadership, data analysts, consultants, community-based providers, managed care plans, housing and homeless service providers, and other key stakeholders to ensure that implementation solutions lead to a seamless experience for the most vulnerable behavioral health clients. 

The ideal candidate will possess:

• Demonstrated expertise in implementing Housing First principles and evidence-based housing interventions to support behavioral health clients.
• A proven record of success in behavioral health program supervision and oversight
• Collaborative, hands-on leadership abilities, with capability of guiding change management, implementing new and innovative solutions, ensuring regulatory compliance, and improving clinical efficiency and client care.
• Experience collaborating effectively for system-level coordination with other county departments, housing developers, service providers, health jurisdictions, and other stakeholders.
• At least five (5) years of increasingly responsible experience in behavioral health systems, clinical operations and stakeholder engagement and coordination, including two (2) years in a supervisory or lead capacity.
• Knowledge of public sector behavioral health systems, Medi-Cal billing, and state regulatory reporting requirements is preferred.

About Canyon Vista

Canyon Vista is one of several housing projects that supports behavioral health clients.   Canyon Vista is located on the Cordilleras Health and Healing Center Campus in Redwood City.  Telecare provides onsite support for the residents, and Abode oversees property management.   Canyon Vista consists of 57 co-housing units, 27 permanent units and 28 transitional units.  The transitional units includes 15 dedicated Behavioral Health Bridge Housing units.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking an experienced and compassionate Supervising Mental Health Clinician to lead the Older Adult System of Integrated Services (OASIS) team. This is a unique opportunity to make a meaningful impact in the lives of homebound older adults living with serious mental illness. 

 

As a Supervising Mental Health Clinician, you’ll oversee a dedicated, multidisciplinary team of clinicians, nurses, psychiatrists, peer specialists, interns and vocational rehabilitation trainees who deliver field-based, recovery-oriented care throughout San Mateo County. You’ll provide clinical supervision, guide daily operations, coordinate new referrals, and ensure timely documentation and service delivery. 

In this leadership role, you’ll balance program management with direct clinical work, maintaining a small caseload and supporting staff through complex client situations and field-based crises. You’ll also play a vital part in shaping the next generation of providers by orienting resident physicians and mentoring licensed and pre-licensed staff.

The Supervising Mental Health Clinician is responsible for, but not limited to, the following:

Leadership, Supervision & Program Management

• Serve as Unit Supervisor, planning, assigning, training, and supervising interdisciplinary clinical staff, interns, and trainees.
• Complete annual evaluations and address personnel concerns.
• Plan, implement, and coordinate all unit activities and ensure program procedures comply with federal, state, and local regulations.
• Participate in administrative and leadership meetings to develop program plans and review operations.
• Maintain unit records, collect statistical data, and prepare annual program reports.
• Lead clinical meetings, coordinate complex case conferences, and ensure documentation is accurate and timely.
• Facilitate training programs for staff, resident psychiatrist, interns, and vocational rehabilitation trainees, including collaboration with the Human Services Agency on Vocational Rehabilitation Services (VRS) trainee hiring, training, and supervision.
• Coordinate clinical resident rotations with the attending psychiatrist and residency director and collaborate with the OASIS medical director.

Clinical & Case-Related Duties

• Provide individual, couples, and family therapy; conduct diagnoses; and perform clinical case management when needed.
• Provide crisis services in the field, conduct screenings for new clients and families, and assist with discharge planning and follow-up care.
• Serve as liaison for hospitalized or residential clients and collaborate with conservators when applicable.
• Maintain client documentation consistent with state and division policies.
• Process new and transfer cases, including entry-to-care and no-wrong-door procedures.

Collaboration & Community Partnerships

• Collaborate with Adult Residential Facilities, Residential Care Facilities for the Elderly (RCFE), assisted living facilities, and other older adult residential providers.
• Work with Health Plan of San Mateo, Ombudsman, Conservatorship, Rep Payee Services, Adult Day Programs, Institute on Aging, Bridges to Wellness, Upward Health, and other community providers serving older adults.
• Partner with Facilities Utilization Management, Aging and Disability Services, Adult Protective Services, Adult & Senior Programs and other service providers.
• Attend multidisciplinary meetings, including with Ron Robinson Senior Care and other assigned committees or workgroups.
• Collaborate with service providers supporting older adults connected with the Golden Gate Regional Center.

Program Operations

• Monitor and consult with contract providers to ensure compliance and resolve service issues.
• Provide both client-centered and program-centered consultation and community education to external agencies.
• Ensure coverage for Officer of the Day assignments.
• Perform related duties as assigned.

Qualifications

Licensure/Certification: Possession of a current California license in at least one of the following: Clinical Psychology, Clinical Social Worker or Marriage and Family Therapy.
 
Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

The City of Menlo Park is seeking a Public Works Supervisor - Facilities in the Maintenance Division of the Public Works department. The Maintenance Division provides many of the basic services that affect the daily lives of everyone who lives, works, visits and commutes within the City. The Maintenance Division provides support to all City departments and provides service 24 hours a day, 365 days a year to address emergencies during non-working hours. The Maintenance Division is located in the City's Corporation Yard.

Under general direction, the Public Works Supervisor - Facilities plans, organizes, assigns, supervises, and reviews the work of facilities maintenance staff within the Public Works Facilities Maintenance Division; supervises, plans, coordinates, and reviews maintenance, repair, installation, alteration, and construction activities of City buildings and facilities; improves, maintains, remodels, and renovates City buildings, facilities, and fixtures, including carpentry, plumbing, lighting, and electrical trades areas; and provides responsible technical assistance to the Assistant Public Works Director - Maintenance. The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.

Qualifications

Utility Worker I ($29.77- $37.22/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($31.40- $39.25/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one full-time vacancy for the position of Clinical Therapist II within the Mobile Crisis Care Program (MCCP). 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include evenings, weekends, daytime hours, and holidays.

The specific shift and schedule will be determined by the supervisor; however, the first one to two months of training will follow a 5-day-per-week, 40-hour-per-week schedule

Examples of shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM
• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as Clinical Therapist II on a full-time basis for the MCCP. The MCCP Clinical Therapist II will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Clinical Therapist II will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;
   

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedure;
   

• Provide crisis intervention and stabilization services to individuals, groups, and families;
   

• Identify treatment needs and make appropriate referrals for necessary services;
   

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;
   

• Work on a multidisciplinary team for crisis response.

The City of Menlo Park is seeking a Public Works Supervisor - Fleet in the Maintenance Division of the Public Works department. The Maintenance Division provides many of the basic services that affect the daily lives of everyone who lives, works, visits and commutes within the City. The Maintenance Division provides support to all City departments and provides service 24 hours a day, 365 days a year to address emergencies during non-working hours. The Maintenance Division is located in the City's Corporation Yard.

Under general direction, the Public Works Supervisor - Fleet plans, organizes, and directs a comprehensive automotive and equipment maintenance and repair program for the City; supervises and reviews the work of maintenance staff responsible for the maintenance, repair, and outfitting of vehicles and equipment; performs a variety of technical tasks relative to the assigned functional area; and provides responsible technical assistance to the Assistant Public Works Director - Maintenance. Positions at this level use considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Assistant Public Works Director - Maintenance in that the latter has management responsibility for all public works maintenance services and operations of the City.
