We are seeking a creative, dynamic, and passionate Deputy Human Resources Director to join our Human Resources team. This position requires high-level strategic direction while also engaging in day-to-day operations to ensure successful implementation and management of initiatives and programs. The Deputy HR Director will oversee talent development, occupational health & safety (OH&S), and risk management to formulate and implement innovative strategies that enhance City-wide employee training and development, safety, and risk mitigation. The successful candidate will be responsible for fostering a culture of continuous learning, high performance, professional development, employee well-being, and safety.

This position will work closely with City leaders to incorporate performance improvement principles into the organization’s cultural, environmental, risk management, and succession strategies to enhance overall job performance and service to our community.
Primary Responsibilities
As an integral member of the Human Resources leadership team, this position will contribute insights and expertise on a broad range of Human Resources disciplines and issues. This role includes managing a team of Risk, Safety, and Talent Development Analysts to ensure effective risk management, municipal claims processing, worker's compensation, insurance, occupational health and safety (OH&S) and talent development programs and initiatives.
This multi-faceted role includes the primary oversight of the following:
Talent Development
- Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
- Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
- Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
- Increase organization utilization and integration of the employee Learning Management System.
- Coach and support supervisors and managers in employee learning, talent development, and performance management.
- Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.
Risk & OH&S
- Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
- Collaborate with cross-functional teams to proactively manage and reduce risk.
- Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
- Oversee claims data, loss experience, and OH&S performance.
- Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
- Manage the risk and OH&S function budgets and programs.
