The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. This position has the opportunity to coordinate and facilitate strategic planning initiatives, including the City’s Age-Friendly Action Plan, and partner with internal Departments/programs and community organizations to provide services to the older adult community, and further strengthen community resilience.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must attend evening and weekend meetings as required.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.

THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. Community Outreach: Summer Youth Volunteers Project Plan 

The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience managing high school aged volunteers that will support a variety of summer camps and programs throughout the district.  

Key duties 

• Be primary point of contact for Summer Youth Volunteers. 

• Assist with volunteer orientation and ongoing training sessions throughout the summer. 

• Oversee volunteer schedule. 

• Track volunteer hours logging. 

• Create program completion documents. 

• Assist with planning end of summer recognition event. 

Key deliverables will be: 

• Maintain volunteer hour tracking and create end of summer recap report. 

• Complete summer training and check-in reports. 

• Create and distribute volunteer completion certification with hours totals for all summer volunteers. 

• Report any concerns from staff and volunteers or development opportunities for volunteers through regular check-ins.

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Park Ranger series responsible for performing a variety of routine maintenance for District parks and open space areas and facilities.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Park Ranger in that the latter provides enforcement of land use laws and regulations and serves as a Peace Officer under the California Penal Code.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Performs a variety of support duties for District parks and open space areas and facilities, including, but not limited to, assisting Park Rangers, visitor services, interpretation services, and camp services.

11. Inspects facilities and grounds for safety and security; identifies and reports hazardous conditions and facility maintenance needs to supervisor.
12. Follows safe working practices and makes appropriate use of related safety equipment as required.
13. Performs administrative tasks, such as attending meetings and training, preparing reports, monitoring expenditures, and maintaining records.
14. Assists with District special events as needed.

Must possess:  mobility to work in various parks and open space areas; strength, stamina, and mobility to perform medium to heavy physical work, to work around machines, to climb and descend ladders, to operate a variety of tools and equipment, and to operate a motor vehicle; vision to read printed materials and a computer screen and to distinguish colors in wiring; hearing and speech to communicate in person and over the telephone or radio.  Frequent walking in operational areas to identify problems or hazards.  Finger dexterity needed to access, enter, and retrieve data using a computer keyboard and/or calculator and to operate tools and equipment.  Incumbents in this classification bend, stoop, kneel, reach, and inspect work sites.  Incumbents must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
 
ENVIRONMENTAL ELEMENTS

The Position

The City Manager’s Office is currently seeking a highly motivated candidate to fill a MA I/II position to help support the City’s state and federal legislative affairs and communications activities.

The Urban Forestry Division of the City of Fremont has two paid internships available for immediate hiring.  Through a variety of tasks and duties, interns will gain well-rounded, first-hand work experience and observational knowledge in the fields of urban forestry management and municipal administration.

The Role

The role consists of assisting city staff in the preservation, maintenance, and sustainable growth of Fremont’s urban forest. Examples of division responsibilities include program administration, tree assessment, community outreach and education, grant management, data collection and analysis, contracts and vendor management, project management, as well as other related responsibilities.

Examples of duties that may be assigned to interns include processing data through the city’s GIS- based tree data management system, reviewing and processing permit applications, developing and supervising tree planting initiatives, conducting public outreach and education, providing technical expertise, completing field work and assessments, Urban Forestry Management Plan implementation, and other duties as assigned.

With assistance from city staff and resources, this role will be expected to achieve International Society of Arboriculture (ISA) arborist certification before the term ends.
