The City of Livermore is currently accepting applications to fill one (1) Mechanic vacancy and one (1) Senior Mechanic vacancy in the Fleet Services Section of the Maintenance Division.

Mechanics at all levels perform maintenance and repair services on heavy/light City vehicles/equipment, such as fire trucks, automobiles, construction equipment, street sweepers, lawn mowers, stationary generators; and perform other duties as assigned.

The Mechanic is a journey level classification in the Mechanic series. The Mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures.

The Senior Mechanic is an advanced journey and lead level position classification in the Mechanic series and may be distinguished from those in the Mechanic class by the broader range of responsibilities and leading a crew. Senior Mechanics provide lead direction and training to section staff.

The City of Vacaville is accepting applications for the position of Legal Services Manager in the City Attorney's Office. Currently, one (1) vacancy exists but this recruitment will also establish an eligibility list to be used for any future vacancies over the next 12-month period.

The Legal Services Manager oversees the administrative and legal support staff and operations of the City Attorney's Office. This role manages legal service processes and projects and coordinates with outside counsel, consultants, agencies and courts. The Legal Services Manager is responsible for ensuring efficient office operations and effective legal services delivery to City departments, City Council, and City Commissions. Duties within this role include, but are not limited to: 

• Develop and oversee policies and procedures and efficient workflows for litigation and claims served on the City, including City department and staff notification, preparing/reviewing correspondence and templates for legal documents, establishing calendaring systems and working closely with in-house attorneys, outside counsel, and the City’s third-party claims administrator.  
• Manage and oversee “Legal Files,” the City Attorney’s Office’s law office management software program, including establishing proper naming conventions, ensuring proper identification of files and documents and accurate data entry, calendaring relevant claims and litigation dates and deadlines.
• Daily management of the “City Attorney General Mailbox” including reviewing and responding to email requests and distributing items to the appropriate office staff.
• Oversee and manage the City Attorney’s Office budget, review and approve/distribute invoices, reconcile invoices regularly and serve as contract manager for the office’s service and supply contracts.
• Direct involvement in recruiting and hiring administrative support staff including preparing or assisting with application information, reviewing submitted applications and participating on interview panels.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

This recruitment will create an eligible list that will be used by various Library divisions to fill future temporary and/or career positions in the next 12 months.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from college or university with a Master's degree in Library Science and three (3) years of experience as a professional librarian. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Other requirements include the ability to travel to various locations within and outside the City of Berkeley to meet the program's needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must be able to work evenings and weekends.

In addition to the qualifications above, the ideal candidate will have lead or supervisory experience.

A valid California driver's license is desirable. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record. Must be able to work evenings and weekends.

The City of Berkeley is seeking a Senior Public Health Nurse who is passionate about working with community members and partners! In this role, you will take an equity-focused approach to supporting good health for families and individuals across the lifespan.

The Senior Public Health Nurse will provide health consultations and case management in a multidisciplinary team for families facing complex health challenges. In addition to providing consultations and trainings for community based organizations and providers, this position will also lead initiatives to enhance professional development for a team of nurses and support program planning for Public Health Nursing services.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:
Equivalent to graduation from a four year college or university accredited by the National League for Nursing, with major course work in nursing, and two (2) years of public health nursing experience. 

Other requirements include:

• Possession of a valid California Registered Nurse License

• Possession of a valid California State Public Health Nursing Certificate

• Willing to work evenings or weekends

Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

• Work closely with homeowners and businesses to achieve compliance.
• Interpret ordinances, policies and procedures, and code enforcement concepts.
• Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.
• Coordinate actions with other departments or jurisdictions.
• Prepare reports, legal documents, and letters.
• Prepare case information and present evidence at appeal hearings and other legal proceedings.
• Inspect and investigate land use, and site and environmental conditions.
