About the Division

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. The Big Lift, a collective impact initiative that seeks to increase kindergarten readiness and improve third grade reading proficiency in San Mateo County, is recruiting to fill one Intern Fellow II vacancy.
 
The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions.
