MANAGEMENT ANALYST

THE POSITION:

The City of San Rafael Fire Department is hiring for the position of Management Analyst – Fixed Term/Full-Time.  Under administrative direction, this position assists with business functions and related administrative support for assigned fire department related services and programs; plans, analyzes, directs, reviews and evaluates department functions and administrative activities; manages multiple contracts for services; represents the Fire Department at meetings and performs related work as required.  Fixed-Term appointments may be made for up to a three-year period.  Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position. 

The incumbent in this position will assist the Fire Chief and Command Staff by providing day-to-day administrative and non-safety support and will be responsible for assisting with budget development and management, financial administration and reporting, revenue allocation, purchasing, contract administration, data collection and visualization for internal and public audiences, and program and service evaluation.  This position will provide coordinated support, consultation, and services to department operations and multiple contracts for services.    

DUTIES/RESPONSIBILITIES: 

• Provides assistance with fiscal and general business activities of the department.
• Develops and implements departmental goals, objectives, policies, procedures and work standards, particularly in the areas of finance, administration, human resources, capital assets, facilities, and contract services.
• Directs the preparation and administration of department and contract budgets, financial administration and reporting, revenue allocation and recovery, and grant administration.
• Makes presentations regarding plans and programs at public meetings; acts as a liaison and represents the department in meetings with city councils, elected officials, other agencies, governments, special interest groups, and private entities; and develops community contacts.
• Reviews and evaluates the effectiveness of program and service delivery; implements improvement plans to ensure maximum efficiency within such resources.
• Plans, organizes, administers, coordinates, reviews and evaluates day-to-day activities of assigned programs, which may include those which support divisions of a technical nature.
• Confers with safety operations to identify department and community needs; and oversees customer service initiatives.
• Directs or conducts special projects and a variety of analytical and feasibility studies; leads teams and committees considering system-wide issues and plans.
• Performs other duties as assigned.

QUALIFICATIONS:

• Knowledge of principles and practices of program development and management, including design, implementation and evaluation, and resource management.
• Knowledge of principles, practices, and procedures of administrative operations, including budget development and administration, basic labor relations concepts, auditing and reconciling financial documents, and accounting and automated financial record keeping.

• Knowledge of applicable federal, state and local laws, codes, regulations, and reporting requirements, including state and federal laws and regulations related to public agency construction and maintenance programs and confidentiality of patient records and personally identifiable information.
• Knowledge of grant management and compliance requirements for State and Federal grants.
• Knowledge of research methodology, policy development, report writing and basic statistical techniques. 
• Ability to recognize consequences of proposed actions and implement recommendations.

• Graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field AND
• Three (3) years of progressively responsible analytical, administrative or managerial experience.
• Municipal government experience is desirable but not necessary.
• Valid CA driver’s license.

Position Description

The District has one open, full-time position for Financial Management Analyst in the Administrative Services Division. Interested persons must submit a completed District application and supplemental questionnaire responses to the Human Resources Department no later than the filing deadline.

Definition                                                                       

Under general direction of the Finance Manager, the Financial Management Analyst is responsible for providing and responding to technical inquiries and information requests related to the financial operations and processes of the District, performs research and analysis, and complex budgeting functions including: assisting with intra-district department changes in finance processes, procedures and policies; provides training and guidance on budget preparation, monitors, reconciles, and highlights areas of concern; conducts financial, statistical, and analytical studies; prepares and assists in the preparation of budget, financial reports, and statements; treasury management functions; develops integrated revenue/expense analyses, projections, and reports; performs financial forecasting and reconciliation of fund balances; performs related duties as required. 

Distinguishing Characteristics

The Financial Management Analyst is a professional, senior-level position of the Finance Department under the Administrative Services Division. This is a single incumbent, mid-management classification characterized by the performance of a full range of professional and technical support, consultation, and complex analysis of budgetary and financial transactions. This position exercises judgment in the interpretation and application of related laws, regulations, practices and procedures.

This position differs from the Finance Analyst by its technical and specialized knowledge in finance and budget and by the assignment of supervision over technical or professional staff and lead responsibilities, if required.  Incumbents may also be requested to act in the absence of the Finance Manager when needed.  In addition, this position will support district-wide insurance review as needed.

In addition, this position will perform district-wide insurance review to evaluate different insurance policies to determine the associated risks involved in the District’s contracts and agreements.  This includes collecting and analyzing all the necessary insurance certificates and endorsements prior to issuing purchase orders to vendors.  Experience in this area is preferred, but not necessarily required as required training will be provided. However, strong analytical and problem-solving skills are required.

Examples of Duties

Duties may include, but are not limited to the following:

• Serves as a liaison to all other departments and management by providing professional and technical expertise required to manage fiscal resources appropriately.
• Prepares and maintains a wide variety of financial records and information; ensures compliance with the Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP). Regularly analyzes the District’s budget and financial information, and reports to Finance Manager areas of concern and recommended actions to address these areas of concern.
• Assists Finance Manager in assessing and processing financial transactions and managing financial operations within the District; recommends process improvements to ensure integrity and timeliness of financial transactions.
• In the absence of the Finance Manager, may assume responsibility of the Finance Manager if required.
• Coordinates and assists with the development, preparation and implementation of the two-year operating and capital budgets by performing statistical analysis of cash flow; monitoring and evaluating budgets and cash flow for appropriateness to ensure fiscal solvency and accountability.
• Assists with the annual financial and grant audit, and preparation of Comprehensive Annual Financial Report (CAFR) to comply with legal obligations of the Finance Department.
• Assists with preparation of the annual State Controller’s Financial Transaction Reports and the Statement of Indebtedness to comply with California State regulation.
• Analyzes financial system needs and identifies methods to manage information and procedures with greater efficiency and reliability. Analyzes the flow of information system data and develops internal procedures for staff to facilitate the timely and accurate entry of financial records.
• Participates in strategizing systems solutions and provides on-going technical guidance in the general use of reporting using the financial system.
• Assists with analyzing operational cash flow management, including forecasting cash needs and  daily cash management.
• Maintains effective communication with staff regarding financial matters; provides information and technical support in the development and revision of policies and regulations; assists in the development of procedures; reviews proposed contracts for adherence to District policy, state laws and regulations.
• Provides support to District staff as a fiscal advisor when necessary. May train, coordinate, and or review the work of staff and provide recommendations to the Finance Manager, if needed.
• Researches and analyzes financial data as requested by the Finance Manager; reconciles and identifies financial discrepancies; resolves financial inquiries from District staff and recommends solutions.
• Prepare, collect and update data needed to renew the District’s annual insurance policies.
• Review and evaluate insurance requirements for contracts and agreements; and
• Performs other related duties as required.

and;

•      Four (4) to Five (5) years of related experience in budget/accounting/finance/analysis and/or any combination of education and training which demonstrates ability to perform the duties as described,

•      Demonstrated increasingly responsible experience in budgetary analysis and complex accounting procedures,

and;

•      Prior successful experience working in public accounting and/or public agencies.

and;

•      One year of lead or supervisory experience in public accounting and/or public agencies is desired.

PHYSICAL DEMANDS AND WORKING CONDITIONS

ABOUT THE POSITION

Under general direction of the Administrative Services Manager, this position performs professional and technical work of a confidential nature in the areas of payroll administration, general accounting, public employee retirement (CalPERS) reporting, workers’ compensation, and benefits administration. This position assists with the day-to-day accounting and financial operations of the District, including accounts payable functions, bank reconciliations and deposits, maintenance of accounting and payroll records, and other tasks as assigned.

TYPICAL DUTIES

DEFINITION

CLASS CHARACTERISTICS
The City Clerk is a mid-management position that is responsible for performing, overseeing and supervising the functional operations of the Agenda Management, Records Management, Elections, and Political Compliance programs of the City, as well as the operations of all areas within City Clerks responsibility. Works independently while using tact and discretion. MINIMUM QUALIFICATIONS

Experience
Five years of progressively responsible experience performing tasks common to programs carried out by a City Clerk, with experience working in a government setting or working for boards or commissions desired.

Education/Training
Equivalent to a high school diploma supplemented by administrative support courses. An AA degree in business or a related field and a Certified Municipal Clerk is desired.

Knowledge of:
City organization and departmental relationships, programs, services and other functions; government codes, city policies and procedures, ordinances, laws and other applicable governing documents; modern office practices and procedures; and data processing methods and procedures including proficiency with software applications, and operation of standard office equipment.

The Sonoma County Library is seeking a customer service oriented individual with solid communication, team building, and problem solving skills to serve as an Accountant in its Budget and Finance department.

• Collects, assembles, analyzes and interprets data relating to division operations including policies, functions, organizational structures, forms and procedures, and equipment costing; prepares narrative and statistical reports and makes recommendations in connection with these studies.
• Coordinates, trains, and provides lead direction to staff assigned to the Budget and Finance Section; may provide lead direction and work review to Human Resources Section staff.
• Prepares operating manuals, policies and procedures, and work flow charts.
• Uses a variety of standard office equipment, including a computer and various financial spreadsheet and word processing software, as well as specialized accounting software.
• Performs other duties as assigned. 

 
MINIMUM QUALIFICATIONS:  
 
Education and Experience: Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, accounting, finance, or a related field; and two (2) years of experience performing professional-level work related to accounting, budgetary analysis, general administration including budget preparation, and/or fiscal analysis.  
 
 
SALARY RANGE:   $33.06 – $41.30 per hour plus benefits

CLASS CHARACTERISTICS 
This is a journey-level class that is responsible for gathering, preparing, and analyzing data relative to budget processes, organization, and operational functions.  Incumbents perform the full range of routine and complex departmental accounting and record-keeping programs under only minimal supervision.  Responsibilities require the use of tact, discretion, and independent judgment.  Normally receives general instructions, with detailed instructions provided on complex new assignments and initiatives.  Has internal and external contact on a regular basis. Incumbents at this level work independently within established procedures and guidelines, exercising judgment and initiative.  Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.  This class is distinguished from Division Manager, Administrative Services in that the latter is responsible for the oversight and management of the entire Administrative Services Division, made up of the Budget and Financial Services Section, Facilities Services Section, and Human Resources Section, and is responsible for policy development and regular strategic planning with the Library Director and other members of the Library management team.

THE POSITION:

The City of San Rafael is hiring for the temporary position of Facilities Repair Worker in the Public Works Department.  This is a full-time temporary position working 37.5 hours per week under general supervision.  Duties include, but are not limited to: performs carpentry, plumbing, interior remodeling, painting, and a variety of other work in the maintenance and repair of City buildings, structures and facilities.

QUALIFICATIONS:

Ability to use and operate basic hand and power tools.  Ability to make basic arithmetical calculations.  Ability to understand and follow oral and written instructions with a minimum of supervision as well as communicate and work cooperatively with others.

EDUCATION AND/OR EXPERIENCE:                       

Graduation from high school or equivalent.  Must have excellent reading and communication skills; prior experience in the construction trades is desirable but not required.  Must be capable of heavy manual labor, including the ability to lift and carry up to 50 lbs. and frequently lift and/or move up to 100 lbs. Must be able to show proof of eligibility to work.  Must possess a valid California driver’s license.
