The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Controller's Division Manager for the Finance & Administration Division.

The person hired for this position will manage the Finance & Administration Division and provide staff support, financial guidance, administration, and leadership within the Controller's Office.

The Finance and Administration Division Manager will assist in the development, implementation and interpretation of administrative policies and procedures, provide complex financial support to senior level management, and oversee day-to-day administrative support functions including preparation of department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and Popular Annual Financial Report (PAFR).

Candidates for this position should have experience managing fiscal and administrative staff and perform accounting/fiscal functions such as preparation of budgets, financial reports, and fiscal policies, purchasing, contract administration, Cost allocation Plan, Schedules of Expenditures of Federal Awards, and complex financial analysis. More specifically, fiscal duties will include, but not be limited to overseeing the preparation of department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and Popular Annual Financial Report (PAFR).

Examples Of Duties

Duties will include, but are not limited to:

• Organize, direct, and coordinate Controller’s Office’s administrative, and operational activities.
• Prepare, review, and submit the Controller's Office operational budget and performance measures and coordinate budget activities with the County Manager's Office.
• Coordinate, review, and submit Countywide SB90 State Mandates claims to the State Controller's Office.
• Coordinate, prepare and submit Countywide Cost Allocation Plan to the State Controller Office.
• Develop productive hour rates and Indirect Cost Rate for the Controller’s Office’s SB 90 claims.
• Coordinate and compile the Countywide Schedule of Expenses of Federal Awards for Single Audit Report.
• Review the Measure K journal entries and P-Card journal entries Manage Controller’s Office Accounts Payable and Safety Inspection
• Preparation of Controller’s Award winning Popular Annual Financial Report (PAFR).
• Develop the Division’s procedures handbook for implementation of county policies.
• Maintain budgetary and fiscal controls, perform cost-benefit analyses, and provide forecasts of revenues and expenditures.
• Monitor Controller’s Office contracts including request for proposals and negotiation of contracts with vendors.
• Represent the department on personnel matters to the Human Resources Department
• Conduct special financial analysis.
• Provide excellent customer service to departments, which includes managing the relationships with external and internal vendors/customers.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: Bachelor's Degree in Business or Public Administration or a related field.

Experience: Three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division.

THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

Chief Assistant City Attorney

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

Accountant I

This is the entry-level classification in the Accountant Series. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.

The City of Sunnyvale is searching for a Budget Manager in the Department of Finance. The Budget Manager is a division-level manager responsible for developing, administering, and overseeing the City's sophisticated Operating and Capital Budgets and Twenty-Year Financial Plans. The City of Dixon is looking to fill one full-time position for a Maintenance Worker I/II in the Public Works Department and to create an eligibility list for future use. This position performs a variety of semi-skilled tasks related to the maintenance and repair of the City's parks, buildings, streets, storm drain ponds and related facilities; to perform related duties as assigned.

DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of computer systems and greater overall experience.

Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

EXAMPLES OF DUTIES

MAINTENANCE WORKER (Full time)

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. • Perform a variety of maintenance work in the construction, maintenance and repair of streets, parks, sewers, storm drains, curbs, gutters, sidewalks, parking meters and other public facilities.
• Operate power‑driven equipment such as skip loaders, dump trucks, water trucks and fork lifts.
• Break out old concrete work such as curbs, sidewalks, and gutters.
• Cut and prepare streets for patches, spread premix and oil, and rake asphalt.
• Replace, repair, couple, test, and backfill sewer lines.
• Clean and maintain basic tools used on the job.
• Paint traffic directional markings, such as crosswalks and safety loading zones.
• Fabricate, install, repair and replace street signs.
• Operate heavy power‑driven equipment on a relief or training basis.
• Water, mow, weed, trim, renovate, and fertilize grass and other landscaped areas.
• Rake leaves, clean walks, fields, courts, and other facilities.
• Spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers.
• Plant, trim and/or remove trees, flowers, and shrubs. 
• Load trimmings on trucks for disposal.
• Pick up rubbish and litter materials and perform general grounds cleaning.
• Operate power mowers, edgers, sewer rodders, and other hand-operated and power tools in the performance of maintenance and repair activities.
• Drive vehicles as required and assist in routine care and upkeep of such vehicles.
• Assist in moving and installing park and recreational equipment.
• Install, maintain, and repair sewer system mains, sprinkler systems, pipes and facilities.
• Inspect, maintain, and repair parking meter devices.

GENERAL PURPOSE:
