The City of Livermore is currently accepting applications to fill one (1) Mechanic vacancy and one (1) Senior Mechanic vacancy in the Fleet Services Section of the Maintenance Division.

Mechanics at all levels perform maintenance and repair services on heavy/light City vehicles/equipment, such as fire trucks, automobiles, construction equipment, street sweepers, lawn mowers, stationary generators; and perform other duties as assigned.

The Mechanic is a journey level classification in the Mechanic series. The Mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures.

The Senior Mechanic is an advanced journey and lead level position classification in the Mechanic series and may be distinguished from those in the Mechanic class by the broader range of responsibilities and leading a crew. Senior Mechanics provide lead direction and training to section staff.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The incumbent’s duties include reconciling accounts and ledgers, preparing financial reports, batch runs and wire transfers, tracking and maintaining manual and computerized accounting and financial records, establishing and updating vendor records, and performing related duties as assigned. The incumbent will be assigned to the Accounts Payable and Program Procurement Support responsibilities.

The Technician will have knowledge of and proficiency in: Terminology and practices of financial and account document processing and record-keeping, including accounts receivable, accounts payable, utility billing, and business licensing; Methods and techniques or preparing and maintaining records of financial transactions; Methods and techniques of researching and resolving accounting transactional discrepancies; Business arithmetic and basic accounting and financial management knowledge; Record-keeping principles and procedures; Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility; and related areas necessary to perform the essential functions of the position.

City offices operate on a 9/80 schedule. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

Qualifications – Demonstrated Knowledge and Performance in the Following Areas

• Principles and practices of financial analysis.
• Principles and practices of public agency finance, including general and governmental accounting, auditing, and reporting functions.
• Fundamentals of investment management, monitoring of assets, and required reporting.
• Cash flow management and financial projections for planning and decision-making.
• Advanced accounting and financial reporting systems.
• Advanced principles and practices of public agency budget development and administration and sound financial management policies and procedures;
• Principles and practices of effective management and supervision including planning, organizing, reviewing work, and training and evaluating staff.
• Computer applications related to accounting, budgeting, and fiscal management.
• Principles, practices, and trends of public and business administration.
• Applicable Federal, State, local, and district laws rules, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility;
• Strong communication, organizational, and leadership skills
• Experience in the water utility industry is a plus
• Knowledge of California water utility regulations and laws is a plus

Education, Training and Experience

• Bachelor's Degree in Accounting, Finance, Business or related field
• 5+ years of progressively responsible experience in finance, accounting, or auditing preferably in governmental/ municipal agency

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
