THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.

• Land surveying principles and practices as applied to preliminary location, property, construction, precise traverse, and precise leveling and topographic surveys.

• Operating surveying instruments and in making accurate field observations.

• Effectively supervise the work of members of a land survey party.
• Learn and effectively apply City policies, procedures and practices related to land survey work and to interpret legal descriptions.

• Read and interpret maps and complex property descriptions.
• Make a check calculations and resolve discrepancies in surveying data.

You have:  
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:   Three years of increasingly responsible survey experience related to public works design and construction at least one year of which included responsible survey instrument work.
 
Education:  Equivalent to an Associate of Arts Degree in Surveying, Civil Engineering or a closely related field from an accredited college or university and completed course work in algebra, geometry, trigonometry and drafting.  

License:   Possession of a valid Class C California Driver's License. Possession of a California L.S.I.T. or Land Surveyor's License.

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Clerk will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

THE POSITION

Assistant and Associate Engineering Technicians perform office and field engineering functions in connection with public works activities. THE DEPARTMENT:

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

THE POSITION

Under general direction, this Supervisor will perform responsible professional and technical work in promoting, organizing, and supervising a comprehensive maintenance program within the Public Works Department and will organize, schedule, and supervise the work of employees engaged in work; and does related work as assigned.

This multi-position middle management level classification performs work in several functional areas and is distinguished by its core responsibility for supervising employees, programs and activities within the Public Works or Parks and Recreation Department. This recruitment is for a Supervisor in the Public Works Department's Fleet Services.  The work is performed under general direction and incumbents may provide support for inter-divisional programs and functions. This classification has full supervisory responsibility for staff at different locations and has full administrative and fiscal responsibility for specific programs and/or projects.  Incumbents perform professional level activities and have considerable latitude for independent decision making in choosing methods of developing and implementing approved procedures.

The County of Yuba is currently accepting Full-Time applications for the position of Office Assistant. The current vacancy exists in the Probation Department.
