THE POSITION

General Purpose:
This Recreation Aide position will be assigned to the Family Programs area assisting Recreation Leaders in providing support for the After-School Recreation program.
 
Supervision Received and Exercised:
Receive general supervision from a Recreation Coordinator and may receive technical and/or functional supervision from a Recreation Leader or Program Specialist.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this classification.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Assist in leading recreation activities in program areas such as preschool, playground, parks, teens, sports, special events, and senior citizen activities.
• Assist in carrying out recreational activities appropriate to a variety of locations such as playgrounds, parks, community centers, pre-school classrooms, school sites, and sports facilities.  
• Assist in leading activities in areas such as arts and crafts, games, sports, music, drama, and nature study.
• Assist in setting up, taking down, and cleaning up recreational facilities; as assigned, open and close facilities as scheduled for use, and secure the facility upon leaving.
• May provide minor first aid to recreation program participants and/or perform related first aid/emergency techniques.
• Exercise precautions necessary to ensure the safety of recreation program participants and spectators.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Set up furniture or equipment for activities scheduled and see that it is in proper condition and is replaced after use.
• Monitor activities of facility users for appropriate and safe conduct.
• Clean up after facility users and set up for subsequent activities; sweep and mop floors as required, empty trash receptacles throughout the facility, as necessary; keep restrooms and kitchen clean and well stocked with paper towels, tissues, etc.
• Collect fees from public swimming pool patrons and aquatics class registrants, and issue pool passes.
• Complete daily attendance and cash receipt report forms.
• Answer the telephone, provide information to callers and write messages, as needed.
• Assist customers at the front counter. 
• Perform general clerical work such as issuing receipts, photocopying, and filing; complete and submit required forms and reports.
• Clean and sanitize workstation and equipment.
• Assist in conducting preschool class activities in areas such as arts and crafts, games, music, or story time.
• Notify appropriate City staff regarding necessary repair and/or replacement of play areas/related equipment.
• Perform other duties as assigned.

The Position:
This is a journey level accounting technical class and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Employees at this level are fully aware of the operating procedures and policies within the work unit and receive general supervision from an assigned supervisor or manager. Positions in this class may exercise technical and functional supervision over assigned staff.

Job Responsibilities: 

• Performs specialized technical and highly detailed work in the preparation, reviewing and processing of financial bank statements and other related documents.
• Assists in providing instruction to other department employees regarding specialized procedures and requirements.
• Administer the Citywide electronic payments program and assist with processing web payments.
• Preparing staff reports and other communication related adoption and implementation of new payment methods.
• Reviews various documents and reports related to area of assignment for accuracy, completeness and compliance with departmental policies, laws and other regulations.
• Prepare monthly spreadsheet of credit card/merchant services transactions and request journals to charge respective departments.
• Calculates and reconciles special assessments.
• Provides information to City employees and others that requires the use of judgment and the interpretation of policies, laws, rules and procedures related to area of assignment.
• Monitors, review and reconcile electronic banking systems (Bank of America, CashPro, Check 21) and internet payment processors/gateways across the City’s enterprise system platforms.
• Reviews and reconciles electronic payment activity with bank statements, the City’s financial management system and credit card transactions related to payments and disputes.
• Coordinates billing processes with other departments and acts as the department contact for credit card machine.
• Resolving technical challenges among the various system components (payment platform, gateway, bank, enterprise system vendors, City IT systems).
• Sets up and monitors accounting ledgers related to area of assignment.
• Reviews and corrects project accounting time sheets and error reports.
• Adjusts journal entries to properly record financial transactions.
• Ensures data integrity of ledger related reports.
• Maintains City investment and debt service portfolios including receipts and statements, broker confirmations, account analysis statements and interest payments.
• Builds and maintains positive working relationships with co-workers, other City employees and the public, using good principles of customer service.

Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.
• Paint, sandblast, or otherwise remove graffiti from public properties; paint interiors/exteriors.
• Attend technical and safety on-the-job training sessions; carry out what is learned in the classroom/tailgate training on the job; fill out accident reports if involved in an accident.
• Operate and maintain a variety of hand and power tools used in landscaping, carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skiploaders, mowers, sandblasters, and trailers.
• Inspect irrigation systems; repair and renovate the systems by rebuilding and/or installing timers, clocks, wires, pipes, joints, valves, and heads.
• Control weeds throughout the City.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

Join us as a Community Service Officer (CSO) in the Berkeley Police Department! In this role, you will have the opportunity to perform a wide range of duties, both in office support and in the field, to support various police functions. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.
• Must be physically able to perform the work including lifting heavy objects and controlling violent individuals, and possess the knowledge, skills and abilities for the successful completion of duties assigned to the position.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

EXAM PROCESS

The exam process will include, but is not limited to: 

• Application review for minimum qualifications and required documents
• Written Exam: POST PELLETB
• Performance Exam: Physical Abilities Test (PAT)

The written exam and performance exam will be administered on the same day. See the job announcement for upcoming City of Berkeley exam dates. 

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
