Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs.  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

QUALIFICATIONS

Education: Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience:  Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate:  Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.
 

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.
• Maintains all work areas, special tools and equipment used in performing maintenance function, in a clean and orderly manner.
• Operate a forklift and other equipment/vehicles safely.
• Interacts on a regular basis with vessel operations personnel.

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

The County of Yuba is currently accepting applications to establish an eligibility list for the flexibly staffed position of Elections Clerk I-II in the Elections Division within the Clerk-Recorder’s Office for both Extra Help and Full Time positions. Family Programs: Under general supervision, this assignment supports the After-school Recreation Program, and After-school LEAD. Duties also include developing and directing weekly lesson plans and activities.

We have exciting internship opportunities available at the City of Millbrae’s Public Works Department.  The Public Works Department is looking to hire two (2) interns for the Engineering Division. This is an open-ended internship without a specific term. The working schedule is to be determined based on business needs and candidate availability, and no more than 1,000 hours in a fiscal year.

The Engineering Division interns would be working on various infrastructure projects, such as streets, sewer, bridge/structural, permitting, and document management.  Interns will assist the engineers by writing reports or conducting field visits to solve construction issues.  Interns would report to the Senior Engineers located at the Corporation Yard at 400 East Millbrae Avenue.

SUMMARY:  Under close supervision, performs a variety of entry-level administrative tasks and special projects; assists in the coordination of administrative activities and analysis of department systems and procedures; and performs related work, as required.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines: 

Proof of enrollment in a college or university OR recent graduates with paid or volunteer work experience, which demonstrates the ability to successfully perform the duties of the position.  Major course of study may be in one of the following areas: Business Administration, Public Administration, Accounting, Architecture, Computer Science, Engineering, Urban Planning, Human Resources, Communications, Recreation Administration, OR a related field of study. Education and experience will be evaluated based on the actual position.

Knowledge of: 

• Principles and practices of public administration and organization applicable to a local agency.
• Administrative techniques; statistical practices and methods of graphic presentation.
• Modern office methods, practices, procedures, and equipment, including personal computers and modern software and spreadsheet programs.
• Elements of business writing and proper use of English, vocabulary, spelling, punctuation, and grammar.

LICENSE AND CERTIFICATION REQUIREMENTS:

Possession of a valid Class "C" California driver's license. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.
