The city of Santa Clara Water & Sewer Utilities serves the City of Santa Clara, California. Our mission includes providing customers with a dependable supply of safe, potable water, environmentally sound wastewater collection, treatment, and disposal, as well as recycled water for approved uses. The Position: 

The City of Santa Clara Water and Sewer department has an opportunity for a position of As Needed Engineering Aide. Job responsibilities include, prepares scaled and dimensioned plans based on sketches prepared by engineering personnel, maintains records of as-builts and updates existing Utility maps and records utilizing ESRI-based GIS applications, Maintains master map files, including such records of block maps, sewer and water infrastructure maps, and other maps, Performs computing and drafting operations in AutoCAD, involved in checking drawings of utility facilities, perform other duties as assigned.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from an accredited college with an Associate of Arts degree or higher in engineering, computer information systems, or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses.

Minimum Experience Requirements: 

One (1) year working with geographic information system (GIS) tools and systems and/or

One (1) year working with computer-aided drafting (AUTOCAD).

The Public Works Department is recruiting to fill an Associate Engineering position in the City Facilities Architectural Services (CFAS) division, MEP Section. CFAS division MEP section is responsible for the project management and delivery of capital projects for buildings, parks, libraries, public safety facilities and various cultural facilities.

The ideal candidate will possess a high level of professionalism, excellent customer service skills, and a supreme work ethic. These positions require excellent judgment, initiative, perseverance, integrity, organizational skills, flexibility and written and verbal communications skills.

Typical duties include, but are not limited to:

• Prepares and/or reviews designs, improvement plans, estimates, specifications, and contract documents for capital improvement projects, private development projects or other engineering related projects that are prepared by subordinates and/or consultants engaged by the City or by private developers.
• Reviews and responds to Request for Information (RFIs) and submittals, negotiate change orders, and review pay applications.
• Manages projects, i.e., oversees, controls, and guides the project.
• Negotiates, prepares and manages consultant agreements and/or construction contracts.
• Supervises staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination and disciplinary recommendations.
• Supervises the collection and analysis of field data and prepares recommendations.
• Responsible for interfacing with the public, consultants, contractors, other City departments/sections, and other agencies, and is responsible for timely response to the stakeholders' requests and concerns on projects.
• Coordinates with construction inspectors and attends field meetings to resolve problems arising in the field during the construction of a public improvement project.
• Prepares clearly written and effective reports and Council Memos.
• Tracks and manages project costs using appropriate tools and resources.
• Responsible for permitting, managing, and designing capital projects.

Additional responsibilities specific to the CFAS MEP Section positions:

Associate Engineer (Mechanical - MEP section):

• Able to review and comment on the various mechanical and/or plumbing engineering designs provided by the City's consultants.
• Able to provide mechanical and/or plumbing engineering analysis, calculations, and designs conforming to the California Mechanical and/or Plumbing Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve HVAC and plumbing systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving the upgrade/replacement of chillers, cooling towers, heat pumps, air-handling units, circulation pumps, ventilation equipment, plumbing equipment, piping/valves, etc.

Associate Engineer (Electrical - MEP section):

• Able to review and comment on the various electrical engineering designs provided by the City's consultants.
• Able to provide electrical engineering analysis, calculations, and designs conforming to the California Electrical Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve electrical systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving building power, lighting, generators, UPS, fire alarm systems, microgrids, EV chargers, etc.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. QUALIFICATION REQUIREMENTS

Individuals in this classification are primarily focused on enhancing the Division’s social media presence, developing all written material, performing administrative tasks, attending fairs and events to promote Recreation Services programs; and perform/ related work as required.

This position is characterized by developing new and innovative marketing collateral with limited structure or routine work. Work assignments are performed in collaboration with various divisions and levels of staff, independently, with responsibility for following through on development. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. Additionally, the position requires good written communication skills, public relations, interpersonal, and problem-solving skills and abilities. The Marketing Associate receives direction from program supervisors and management staff.

Essential Job Functions

• Design and produce effective collateral for digital and print to promote programs, events and services
• Design and produce graphics materials using computer-based and traditional methods to meet organizational standards and deadlines

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Education and Experience:

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (lead and support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City.
The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e., signals, warning beacons, regulatory signage, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements.
 
The division also focuses on multi-modal planning and implementation related explicitly to the goals and projects included with the City’s Bicycle Plan, Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, traffic control device operations, and project management and delivery is essential to success in this position.

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero);
• Conduct studies and analyses of traffic engineering projects or problems, and prepares technical reports; 
• Coordinate engineering activities with other City departments and other public agencies in the transportation related matters;
• Track and manage project budgets; 
• Manage operation of City traffic signals, intelligent transportation systems, and traffic control devices.
• Develop and review traffic signal timing parameters and coordination timing plans;
• Supervise, train, and support associate engineers; 
• Check plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure;

Water and Sewer Utilities Department

The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts.  The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future.
 
Under direct supervision, the Senior Civil Engineer performs the following duties:

• Perform high-level, fast paced engineering work relating to the permitting, design and construction of water, sewer, and other utilities projects within the City.
• Review proposed public and/or commercial utilities projects for compliance with City, County, State and Federal government construction and environmental standards, design criteria, rules and regulations.
• Be a part of a dynamic small team of engineering professionals, working on delivering projects in the Water, Sewer, and Recycled Water Utilities through their entire project life cycle, including research and design, plan review, construction, operation and maintenance.
• Assist the Principal Engineer in the planning, organizing and management of the work of the Utilities Engineering Division.
• Perform technical and administrative tasks and exercise a high degree of   independent judgment and decision making in resolving problems.

Typical Duties

Duties include, but are not limited to the following:

Under general supervision:
• Conduct studies and analyses of engineering projects or problems, and prepares technical reports on matters of public interest, including City infrastructure and transportation planning activities, public works maintenance programs, public works projects and other municipal or public facilities (e.g., storm drains and sanitary sewer systems, urban roadways, bridges, traffic and transportation system, and  public buildings)
