 The Accounting and General Services Specialist III position is in the Community Action Department. This position performs a variety of highly complex technical para-professional administrative duties including lead and/or supervisory duties in support of one or more of the following functional areas; facilities management, fiscal and accounting; department administrative or department projects, or programs, that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area; and performs related work as assigned. The Accounting and General Services Specialist III classification differs from the level II classification, which is the journey level in the series and does not provide supervision or handle highly complex administrative support duties. This position is full-time and is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Maintains routine and highly complex administrative, accounting, personnel, payroll, and/or fiscal records.
• Maintains journals and general ledgers of financial transactions and prepares analytical reports on revenues and expenditures.
• Enters data into computer systems and maintains information systems database; processes transactions, assesses and validates data, compiles documentation, reconciles reports.
• Reviews, verifies, and processes documents related to department activities including budgets, contracts, grants, claims, legislation, purchasing, and other specialized documents based on area of assignment.
• Verifies and reconciles various information, reports, journals or related fiscal and statistical data.
• Prepares presentations, general and technical correspondence, develops forms, tracking systems, databases, and spreadsheets.

The Position
In general, the Supervising Custodian is responsible for planning, assigning, monitoring, and evaluating the work of a group of custodians engaged in cleaning and general maintenance of County buildings, offices, institutions, and other facilities.
 
The ideal candidate will have 3-5 years of recent custodial/janitorial experience in a large institution, including one year in a supervisory role. They should possess extensive technical knowledge of modern custodial equipment and cleaning methods, along with basic computer skills.

This ideal candidate also is an effective communicator who builds trust, motivates a cohesive team, and works alongside them to foster a results-driven attitude. They are a critical thinker who goes beyond routine tasks, maintains a meticulous approach to cleanliness, and ensures a professional environment. They take the initiative to address issues like dirty walls or door handles without being asked and inspire their team to do the same. Strong customer service skills and a warm, friendly demeanor are essential.
 
The current vacancy requires working an evening shift from 4:00 PM to 12:30 AM PST. There may be occasional weekend shifts as well.

Qualifications

License:

• Possession of and ability to maintain a valid California class C driver license or its equivalent.

• A typical way to qualify is three years of experience performing custodial/janitorial work.

POSITION

Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties.  Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director.  The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. Management Analyst I - This is the entry level class in the Management Analyst series.  Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series.  Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

• Compiles data and assists in developing recommendations on the formulation of policy, procedure, staffing, and organizational changes; participates in the installation of new and revised programs, systems, procedures and methods of operation.
• Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and/or operational problems.
• Assists in the process of identifying City wide or Department-wide information system needs, including computer hardware/software and training programs.
• Researches and/or assists in the preparation, analysis, and administration of the department operating and/or capital budget.
• Researches, develops, reviews, and prepares grant applications, including monitoring existing programs for compliance with regulations.
• Represents the City in intra-departmental, community, and professional meetings.

• Tracks expenses to ensure compliance with the budget.

Management Analyst I and II:

Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field

Experience

Two (2) years of experience comparable to that of a City of Woodland Management Analyst

Knowledge of a second language is highly desirable.

EDUCATION AND EXPERIENCE

• One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

Desirable Qualifications:

Receive, track/monitor and investigate public staff municipal codes and ordinances, standards, health and safety and other complaints.
• Conduct review of discretionary planning applications for design review, exceptions, tree removal, and other related requests.
• Serve as the City’s staff liaison to various groups (i.e., Orinda Historical Society)
  Basic mathematical principles.

• Proficiency in GIS mapping.
• English usage, spelling, vocabulary, grammar and punctuation.
• Working knowledge of modern office equipment and procedures, including the use of a variety of software applications.
• Principles and procedures of record keeping.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. Assigned duties in this classification are routine tasks requiring no experience or limited experience. Employees at this level perform a limited range of duties under immediate supervision in accordance with established guidelines and procedures and are not expected to perform with the same independence of supervision and judgment on matters related to Town guidelines and procedures as Level II/III.

Employees at this level receive immediate supervision from a manager designated by the City Manager and functional supervision from higher level Maintenance Workers. Incumbents may provide limited direction to less experienced employees in this classification or to seasonal workers.

Minimum Qualifications

• Experience and Education: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be completion of high school or the equivalent and one year of experience in maintenance related work.
• License: Possession of a valid, appropriate State of California Driver’s License.

Knowledge & Skills

Knowledge of:

•  Basic skills in landscape maintenance, carpentry and plumbing, mechanics.
• Tools and equipment used in public works maintenance and construction.
• Safe work practices.
