The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

The City of Berkeley invites you to apply for the position of Traffic Maintenance Worker I in the Public Works Department! In this role you will have the opportunity receive on-the-job training in traffic maintenance. You'll learn to paint and install traffic control markings on pavement as well as design, fabricate, install, repair and maintain traffic warning signs, parking signs and other signs.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is: 
Equivalent to graduation from twelfth grade and six months of work experience as a laborer in construction or maintenance work.

OTHER REQUIREMENTS:

• Must possess a valid California driver's license and have a satisfactory driving record.
• Must possess sufficient strength and stamina to lift and carry objects weighing up to 60 pounds and to perform sustained physical labor.
• Must be willing to work out of doors in all weather conditions and to work with exposure to heavy traffic.
• Must be willing to work overtime and off-hours shifts in emergency situations. 
• Possession of a Level I IMSA Sign and Pavement Markings Certificate within 6 months of hire. 

THE POSITIONS

The City of Livermore is currently accepting applications to fill one (1) Mechanic vacancy and one (1) Senior Mechanic vacancy in the Fleet Services Section of the Maintenance Division.

Mechanics at all levels perform maintenance and repair services on heavy/light City vehicles/equipment, such as fire trucks, automobiles, construction equipment, street sweepers, lawn mowers, stationary generators; and perform other duties as assigned.

The Mechanic is a journey level classification in the Mechanic series. The Mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures.

The Senior Mechanic is an advanced journey and lead level position classification in the Mechanic series and may be distinguished from those in the Mechanic class by the broader range of responsibilities and leading a crew. Senior Mechanics provide lead direction and training to section staff.

THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.
• Bridge Preventive Maintenance Program for 19 city bridges
• Manage other city asset programs such as pavement rehabilitation, sidewalk, ADA ramps.

Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.

• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
