Job Description

Under general supervision, the Tool Room Mechanic and Custodian is responsible for keeping, issuing, receiving and repairing tools and equipment utilized by the Airport’s Custodial Services unit; preventing minor losses through the safeguarding of tools and equipment; and keeping records of items received, issued and on hand; performs related duties as required.

1. Inspects tools and trouble-shoot equipment used in the cleaning maintenance program at San Francisco International Airport 
2. Maintains and repairs tools and equipment including assembly, disassembly, cleaning, ordering new parts and reassembly, including electrical and mechanical equipment.
3. Performs safety checks on tools and equipment.
4. Checks on tools and equipment returned for defective parts; orders replacements of supplies and stock items as required.
5. Repairs/replaces hoses, belts, electric plugs and electrical extension cords, on/off switches and replacing equipment fuses.
6. Repairs/replaces various wheels, filters, squeegee assemblies and squeegees on equipment.
7. Maintains custodial equipment through assisting/training staff regarding regular maintenance of janitorial equipment.
8. Performs and maintains custodial preventive maintenance program.  
9. Provides data to update tool and equipment repair database.  
10. Provides input regarding necessary replacement cycles and inventory of necessary repair parts.
11. Works in cooperation with current vendors and other repair facilities with regard to repair of larger pieces of cleaning equipment.

Nature of work requires some physical effort and dexterity in the use of fingers, limbs and body; intermittent exposure to working conditions where minor injuries may occur.

Requires completion of eight (8) years of elementary school, supplemented by at least one (1) year of experience in general mechanical maintenance and repair work; or an equivalent combination of training and experience.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. • Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Ability to converse in Spanish is preferable
• Valid California Driver’s License

What You'll Do

The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

Generally, the Senior Civil Engineer supervises, assigns, reviews, and participates in the work of staff responsible for performing professional and technical engineering services in the design and management of public works capital improvement projects, private development, permitting and other services, ensuring high work quality and adherence to established policies and procedures.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including management of the most complex engineering projects or exercising lead direction over lower-level staff.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The responsibilities and duties of the Senior Civil Engineer may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing professional engineering services in the design and management of public works capital improvement projects.
• Establish schedules and methods for providing engineering services, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
• Participate in the development of policies and procedures, monitor work activities to ensure compliance with established policies and procedures, and make recommendations for changes and improvement to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives and implement approved policies and procedures.
• Perform the more technical and complex tasks of the work unit, including management and administration of construction and professional services contracts.
• Supervise and participate in the work of lower-level engineering staff in the preparation of project plans, specification, cost estimates, and contract administration for capital projects.
• Supervise and participate in the inspection of capital projects, ensure compliance with applicable codes and regulations and provide resolutions to construction problems.
• Prepare and/or review professional civil engineering designs for assigned projects utilizing a variety of computer software programs, perform detailed calculations and computations, and prepare and/or review the adequacy and accuracy of computations, preliminary layouts, and design work from field and survey data.
• Review and approve changes to approved plans and specifications and process a variety of permits.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Participate in the selection of technical engineering staff, provide or coordinate staff training, work with employees to correct deficiencies, and implement discipline procedures.
• Participate in the preparation and administration of assigned engineering program budget, submit budget recommendations and monitor expenditures.
