ABOUT THE POSITION:

City of Gilroy is recruiting for a seasonal Pool Cashier/Registration Assistant for the 2020 Summer Season. The main goal of the Recreation Department is to offer excellent recreation programs that provide community members with a wide-range of opportunities to celebrate life and community through people, parks, programs, and special events which are delivered by a team of employees dedicated to offering quality recreational, social, and cultural services to all Gilroy residents.

GENERAL DESCRIPTION:

Under direct supervision of the Aquatics Coordinator, Pool Manager and/or Assistant Manager, performs basic cashiering duties and varied clerical work of average difficulty as needed to facilitate swim lesson participant registration and fee collection for recreational swimming program.

Please note:

• Summer Aquatics Program would like all staff to begin employment on May 1, 2020 for training and work shifts on Saturdays and Sundays.
• Staff who are unable to begin work on May 1 will begin employment on June 8.
• Applicants who can commit to the entire season (May 1 – August 14) will be given preference.
• All staff beginning employment on May 1 must attend HR Orientation on April 27, 28 or 29.

Grants Program Manager

Pay Range/Annual: $89,981 - $112,375 (plus full benefits including CalPERS pension)

About the Position:  The District’s Grants Program has been in place since 2017, with a primary focus on augmenting internal funding with state and local sources. The Grants Program Manager is part of a two-person team, currently managing about $8 million in grant revenue. The Grants Program Manager is responsible for managing and scaling the Program; primary functions include finding, evaluating, and applying for grant opportunities, advancing the District’s funding interests through state advocacy, and ongoing compliance and administration of grant funding already received.

Further, the Grants Program Manager oversees ongoing program administration, including development and management of grant-related systems, processes, maintains a program budget, and manages program contracts. In addition, the Grants Program also manages a $250,000 grantmaking program to support local non-profit and government organizations that align with the District’s mission. The Grants Program Manager is responsible for coordinating and administering this program with support from the rest of the organization.

This position offers the opportunity to advance your professional grant program management skills while you work with an innovative, highly skilled and growing workforce. The ideal candidate will be an organized, analytical, and strategic thinker who will cull grant making opportunities and match them to Midpen needs. He or she will also be a collaborative self-starter with excellent communication skills to represent Midpen with grantmakers, while simultaneously enjoying program administration and strategic program development. The Grants Program Manager will supervise a half-time Grants and Procurement Technician, who provides program-related support.

The Grants Program Manager works closely with Midpen departments to coordinate grant writing, compliance monitoring, and reporting functions. The position will also write Board reports to request approval for all aspects of grant applications and award processes, and provide presentations to senior management, the Board of Directors, Board Committees, and constituents at public meetings. Work Environment:  The Grants Program Manager is part of the Administrative Services Department at the District’s offices in Los Altos, California, reporting directly to the Chief Financial Officer/Director of Administrative Services. Presentations at public meetings will require travel to District outposts or other locations, which may require driving in remote areas on rough roads. Ideal candidates will be comfortable driving to and working in outpost offices and other locations, as well as the urban office location.

Education and Experience:  Any combination of training and years of work experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, non-profit management, natural resources, or a related field, and at least three (3) years of experience in grant writing, grant administration, and/or compliance monitoring for grant programs.

THE POSITION
The PSE – Public Works Maintenance Worker I/II position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, culverts and other related structures, and in various traffic control maintenance and repair activities or in the various solid waste site activities of the Public Works Agency. This position may operate a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks. The PSE – Public Works Maintenance Worker I is the entry/journey-level class series, and is distinguished from the next higher classification of PSE - Public Works Maintenance Worker II in that the latter is the entry/journey-level responsible to perform a wider range of duties in the assigned maintenance area and is required to have a Class B driver’s license with appropriate endorsements. This position is at-Will, Temporary and scheduled for up to forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:            I/II - Some experience in the construction trades or road maintenance is desirable.

Training:        I/II - Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

DEFINITION

Building Maintenance Worker:
Under general supervision, to perform a variety of semi skilled and skilled tasks of routine difficulty in the care and maintenance of City buildings.

Typical Duties:
Performs a variety of maintenance tasks, including, but not limited to, performing carpentry and plumbing work; maintaining the chemical balance in the swimming pool; maintaining pool filtration and heating equipment as well as boilers and HVAC equipment; responding to maintenance work orders submitted by City Departments; troubleshooting electrical problems and performing routine repairs; drives and operates pickup trucks, forklifts, scissor lifts and boom lifts; uses a variety of tools such as power saws, hand saws, drills, pliers, wrenches, hammers, screwdrivers, ladders and other tools and equipment;  may assist in directing scheduled work of outside contractors; may supervise temporary workers; and performs other related work as required.

Ability to:
Perform all assigned duties in the areas of building maintenance, custodial work & pool maintenance; perform tasks requiring normal physical dexterity; follow oral and written instructions; read, write & understand English; keep simple records & prepare routine reports; perform basic arithmetic calculations; make simple measurements; read & interpret blueprints & sketches; operate mobile radio communications equipment; climb ladders and perform work at considerable heights; lift weights of 20 – 100 pounds;  complete assignments with limited direct supervision; troubleshoot electrical, plumbing, pool and HVAC problems; deal effectively with public and work flexible work schedule which may include evenings, weekends and holidays.

Knowledge of:
Safe electrical, plumbing and carpentry practices; safe use of hand and power tools; HVAC principles and equipment; simple preventive maintenance procedures; pumps and pump mechanisms; safety practices and precautions to be used in work; equipment operation safety; materials, tools, equipment, supplies & procedures used in custodial and building maintenance work.

Minimum Qualifications:
Education and Experience: Equivalent to completion of the twelfth grade.  Two years of directly related experience in building maintenance work.

Possession of:  Valid California Driver's License.

DEFINITION:

Performs a variety of routine, heavy, unskilled, semiskilled and skilled manual tasks by operating light and heavy equipment in the Maintenance Department. Usually works on a crew, but may work alone on special assignments.

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I: Under general supervision, the Maintenance Worker I (MWI) performs a variety of semi-skilled and skilled manual tasks with a crew in one of the following: sewer, street,or park maintenance.  This is the entry-level class in the Maintenance Worker series.  This class is distinguished from the Maintenance Worker II (MWII) by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of discretion and judgment on matters related to established procedures and guidelines as required of the MWII level. Must be able to perform heavy physical labor.

Maintenance Worker II: This is the full journey-level class within the Maintenance Worker series. This class is distinguished from MWI by the assignment of a full range of duties. Employees at the MWII level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.

The City may hire employees into the MW I or the MW II classification.

EXAMPLES OF TYPICAL JOB FUNCTIONS: The following statements are intended as general illustrations of the work in the Maintenance Worker series. 

1. Inspect city owned buildings, park grounds, streets, sewers, structures, medians, and related facilities for safety, appearance, and vandalism.
2. Clean and clear park grounds, structures, streets and sewers of debris and hazardous conditions; maintain city facilities, streets and sewers; prepare indoor and outdoor facilities and streets for special events.
3. Plant and maintain trees, shrubs, and plants; clear sites of weeds.
4. Assist in the maintenance, construction, and repair of parks, streets, and city facilities as necessary.
5. Operates trucks. Operates power equipment including, backhoes, tractors, rollers, compressors, jackhammers, mowers, edger, sprayers, saws and chipper. Cleans and performs minor repairs on assigned equipment.
6. Handle complaints and answer questions from the public.
7. Perform general painting, plumbing, and carpentry work as needed.
8. Make minor adjustments on service equipment; maintain tools and equipment in working order.
9. Perform duties related to pesticide control.
10. Lift and moves heavy objects.
11. Perform other duties as assigned.

QUALIFICATIONS:

KNOWLEDGE OF: Uses and purposes of various hand tools employed in basic laboring; safety precautions and practices necessary in working with hand tools and heavy equipment; the operation and maintenance of a variety of light and heavy equipment. Ability to perform the specific the division duties as outlined below.

Maintenance Worker I

Streets:

• Basic knowledge of street maintenance duties such as concrete and asphalt repair, sweeping, painting, crack sealing, signing and storm water system inspection and cleaning.
• Ability to perform general manual labor duties related to street maintenance.
• Knowledge of safe use of streets related tools and machinery.

Parks:

• Knowledge of sweeping, trash pick-up, trash removal and hauling, leaf removal, pruning, tree trimming, and other routine park maintenance work.
• Ability to perform general manual labor duties related to landscape maintenance.
• Knowledge of the safe use of parks related tools and machinery.                                            

Sewers:

• Basic knowledge of installing, maintaining, repairing, and servicing sewage facilities.
• Knowledge of the safe use of sewer related tools and machinery.

EXPERIENCE AND EDUCATION:

• Minimum of one year of experience in construction or maintenance work
• Must possess a valid California driver’s license and have a satisfactory driving record
• High school diploma or GED equivalent

FLEXIBLE STAFFING

A MWI who has passed probation and worked for the City for two continuous years in the MWI position with satisfactory annual performance evaluations may move to the MWII class – regardless of openings in the classification – if he or she obtains a Class B California Driver’s License and at least one of the following:

• Qualified Applicator Certification
• CWEA Grade 1
• OSHA Electrical Certification

A MWI that moves to the MWII classification will be placed at Step A of the MWII salary schedule or the MWII step immediately above their current MWIsalary step, whichever is greater.

After being elevated to the MWII classification, the employee will be in probationary status.  After completion of probation, an employee must maintain the certification that served as the prerequisite to moving to the MWII classification, and must satisfy all other requirements of the MWII classification.

Maintenance Worker II

In addition to the minimum qualifications for Maintenance Worker I:

Streets:

• Ability to properly provide Maintenance Workers I instruction on the correct use of materials and equipment related to street maintenance.
• Ability to perform complex street maintenance duties and provide technical assistance to crews.
• Ability to work with contractors in the field providing contract services for street projects and maintenance.

Parks:

• Ability to repair mobile and fixed equipment such as playground apparatus, picnic tables, movers, and other items as well as the knowledge of installation and care of turf, shrubs, trees, and other vegetation.
• Knowledge of the installation, repair, and revisions of irrigation systems.
• Knowledge of the proper sweeping, trash pick-up, trash removal and hauling, leaf removal, pruning, tree trimming, spraying, and other routine maintenance work.                  

Sewers:

• Knowledge of the correct use of materials and equipment related to sewer maintenance.
• Ability to provide information for SSO reporting if an SSO occurs.   
• Ability to investigate sewer-related complaints.
• Ability to properly provide instructions and training to Maintenance Worker I in proper execution of sewer related work. 

EXPERIENCE AND EDUCATION:

• Three years of experience in construction or maintenance work.
• Must possess and maintain a Class B California driver’s license and have a satisfactory driving record
• High school diploma or GED equivalent

ABILITY TO: Perform routine maintenance activities related to park, street or facility maintenance; understand and follow oral and written instructions; establish and maintain effective working relationships with those contacted in the course of work; work with the variety of tools related to maintenance; learn to operate a variety of maintenance equipment; and perform heavy manual labor.; work indoors or outdoors under adverse weather conditions.

PHYSICAL REQUIREMENTS AND GENERAL WORKING CONDITIONS:

While performing maintenance activities, the Maintenance Worker I/II is required to stand; walk; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach; climb or balance; stoop, kneel, crouch or crawl; lift and/or move 80 lbs. Heavy physical indoor or outdoor work is required during the course of a normal maintenance work day. Work in inclement weather is also required. Work on holidays, weekends, and nights may be required.
