About the Position:  The ideal candidate has solid public sector finance, budget, policy, purchasing, project tracking, and asset management experience; possesses excellent judgment, curiosity, and proactive problem solving skills; and has the ability to successfully coordinate and accomplish professional-level administrative and program work. This position provides administrative, budgetary, and work-flow support to the Land and Facilities Services Department projects and programs; analyzes programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and evaluations for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records, including tracking of departmental project status; fosters cooperative working relationships among District departments and acts as liaison with various community, public, and regulatory agencies. Coordinates and performs professional-level administrative and programmatic work in such areas as, purchasing, database management, contract administration, public information, and program evaluation.  Plans, organizes, and reviews the work of contractors and assigned staff performing operational activities within the Land and Facilities Services Department including coordination of the procurement of capital equipment, maintenance of radio communication systems, and fleet management. 

Work Environment: This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration or a related field, and three (3) years of professional analytical experience, or two (2) years of experience equivalent to Management Analyst I at the District.  Public sector experience is preferred.

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Development Analyst series and is distinguished from the I level by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

The City of Lathrop is a full-service city with police services provided through contractual agreement and fire service  provided by a separate special district. In addition to the standard city departments and functions, Lathrop has an active Development Team that deals with many of the growth related issues.

The Organization

The City of Lathrop incorporated in 1989 and operates in a Council-Manager form of government. The Lathrop City Council is comprised of five members, including the directly elected Mayor and four Councilmembers. This vibrant organization enjoys a strong, collaborative, and open setting.  Lathrop has developed a long-range strategy to ensure a strong financial position for short and long-term stability.

The Position

The Utility and Street Maintenance Superintendent is a management level position in the Public Works Department that reports to the Assistant Public Works Director, or designee.  The individual is responsible for direct and indirect supervision of the utility and maintenance staff.  Areas of responsibility include building maintenance, street maintenance, infrastructure, water distribution and wastewater collection systems. 

Essential Functions

• Responsible for planning, organizing, and coordinating, the work activities of operations staff; responsible for the construction, maintenance, repair and/or operation of streets, storm drains, streetlights and signals, sidewalks, and the water distribution and wastewater collection systems;
• Develops policies & procedures and makes recommendations for projects and programs; develops and maintains short and long-range maintenance schedules for assigned areas of responsibility; 
• Participates in the selection, training and evaluation of assigned personnel; initiates disciplinary procedures as is appropriate;
• Prepares technical and/or analytical reports on operations as necessary; participates in budget preparation; administers and monitors approved budgets; reviews and monitors purchase orders; participates in the equipment procurement process; monitors and controls supplies and equipment;
• Assists in the preparation of the Department's Capital Improvement Program; develops and completes annual street slurry seal and street maintenance programs; develops and implements annual curb, gutter, and sidewalk replacement program;
• Responds to the more difficult questions and concerns from the general public, contractors, vendors, and outside agencies; provides information as appropriate and resolves public service or operational complaints;
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Minimum Qualifications

Any combination of education and experience that has provided the knowledge, skills and abilities necessary to perform the functions of a Utility and Maintenance Superintendent.  A typical way of obtaining the required qualifications is to possess the equivalent of:

• Possess the equivalent of four years of increasingly responsible experience in public works, parks or facilities maintenance, construction, and/or contract administration, including three years as a lead worker or supervisor of maintenance activity, and a bachelor’s degree with major coursework in Civil Engineering, Business Administration, Construction Management, or related field.

In addition to the minimum qualifications, the ideal candidate will possess the following skills:

• Annual Refresher - CA Title 22 Hazardous Waste Generator Training (4 hour), Site Specific Emergency Response Contingency Plan Action Guide Training (2 hour), HAZCOM Training (2 hour), HAZWOPER Refresher Training (8 hour).
• Refresher - DOT Hazmat Shipper Function Specific Training (4 hour) required every 3 years.

THE POSITION

The City of Dublin is presently seeking an Intern for the Economic Development and Special Projects Divisions within the City Manager’s Office to provide a variety of support to challenging and rewarding city programs.  Specific focus areas will include economic development, marketing, research, community outreach, emergency management and event planning. The Intern will have networking opportunities both within the City and with other agencies.  The intern can expect to learn valuable professional skills such as project management, organization, communication methods, community organizing, and others. 

The position offers an opportunity for the Intern to interact with high level Staff with and to make department/public presentations.  The Intern will be assigned a mentor, and on a monthly basis, may attend special events/functions with guest speakers. This internship will provide an opportunity to become acquainted with the City and gain an overall view of municipal government through the opportunity to work with multiple city departments and outside agencies. 

EXAMPLES OF DUTIES

• Create a GIS layer and map of office and industrial sites in the city.
• Calculate square footage of office, commercial and retail space in the downtown and other areas.
• Researching and compiling information as it relates to demographic data, workforce data, business data, Dublin’s industry data, etc.
• Complete Civic Plus training and update and edit Economic Development webpages.
• Helping to design a disaster preparedness program, to include flyers, program guides, training materials, the compilation and tracking of results across the city, and assisting in the preparation of reports on the program.
• Contacting community members who have demonstrated volunteer and community-mindedness in the past to solicit neighborhood volunteers for the new disaster preparedness program.
• Scheduling and coordinating workshops for the training of disaster service volunteers.
• Additional specific learning objectives may be tailored to the interests of the student.

The City of Dublin is located in eastern Alameda County, approximately 35 miles southeast of San Francisco.  The City was incorporated in 1982 with a population of 63,421 within 14.59 square miles.  Dublin’s strategic “crossroad” location at the intersection of Interstate 580 and 680 has made the City freeway close and conveniently accessible to the Bay Area with two BART stations.
