The City of Salinas is looking for an excellent leader and strategist to help develop services that teach, stir curiosity, build community and nurture lifelong learning for our customers. The Senior Librarian will be responsible for delivering classes and programming that supports early learning, STEAM education and much more.

Summary of Duties: The Senior Librarian performs advanced and professional programming, supervision, leadership, delivery of services, and strategic planning within the Department. Plans and implements programs, mentors and coaches staff, manages logistics of services, and represents the library in various community partnerships.

Distinguishing Characteristics: This is the advanced journey level position in the librarian series and is distinguished from lower level professional library classes by experience, supervision of specialized library programs, and by the performance of more complex and challenging assignments. Receives direction from the Library and Community Services Director or his/her designee, and exercises general supervision of subordinate library professional, technical and clerical staff, and volunteers.

Essential Job Functions

1. Mentors, coaches, supervises, and evaluates library staff and volunteers; sets work priorities, provides yearly evaluations, promotes excellent customer service, coordinates all work to meet administrative goals, and empowers staff and volunteers.
2. Identifies, assesses, and initiates programs to meet the needs of the community; plans, develops, and oversees programs; ensures programs receive resources, proper budgets, professional feedback, and excellent evaluation to ensure their continued success
3. Selects materials for inclusion in special program collections
4. Researches and addresses the barriers to efficient delivery of services and programs; manages logistics, delivers supplies, and maintains regular communication with staff to facilitate quality, well-planned, and expertly implemented programs
5. Assists in developing library policies and procedures in area of assignment
6. Establishes, builds, and cultivates community-wide partnerships and relationships; works with the media and contributes to public relations efforts; attends meetings and promotes collaborative planning; identifies goals, objectives, and methods and works with organizations to cohesively create enriching and educational programs and services
7. Communicates regularly with peers, administration, and community members; identifies areas of need, resolves potential conflicts, summarizes information gathered, and documents meeting discussions and action items
8. Participates in the creation, development, and prioritization of the Library Services budget; identifies grant opportunities; oversees and manages grant proposals; creates documents, gathers statistics, collects information, and compiles data
9. Supports the development and implementation of the Library Services Strategic Plan; collaborates with colleagues to create and implement vision, strategies and goals; provides direction, generates creative solutions, and allocates resources to ensure the goals and objectives are being met
10. Provides and promotes excellent customer service and community programs; participates in community activities and serves as a representative for the Library
11. Performs other duties as assigned

Education: Bachelor's Degree from an accredited college or university.  Master's Degree in Library and Information Science from a school accredited by the American Library Association (ALA) is preferred.

Experience: Five year's increasingly responsible professional library experience including two years of supervisory experience. Or a Master's degree in Library and Information Science from a school accredited by the ALA and three years of increasingly responsible professional library experience, including one year of supervisory experience.

Licenses and Certifications:  A valid State of California Class C Driver's License

Physical Demands and Working Conditions:  Subject will be sitting in an office environment for extended periods of time with frequent standing at the counter. Mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, and make valid judgments. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to thirty pounds.  Travel for trainings, meetings, and visits to various facilities may occur. May be required to work  evenings and weekends.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The City of Salinas is accepting applications for Legal Secretary. Experience with civil litigation is highly desirable. The ideal candidate will have the ability to support all aspects of civil litigation defense and have knowledge of and experience serving and e-filing documents in the various state and federal courts.

Summary of Duties: Under limited supervision, the Legal Secretary performs a wide variety of confidential, complex, and responsible clerical, secretarial, and administrative duties and tasks for the City Attorney's Office.

Distinguishing Characteristics: This is a journey level class within the City Attorney's Office. The incumbent performs standard legal administrative, clerical, and secretarial tasks within a defined set of standards and procedures. Receives general supervision from the City Attorney and will receive direct supervision from other attorneys within the office.

Essential Job Functions

1. Performs a wide variety of responsible and confidential secretarial duties for the City Attorney, office attorneys, and staff
2. Collects, drafts, and inputs a variety of materials, including general correspondence, documents, and memoranda; prepares and processes correspondence and legal documents requiring knowledge of legal format, terminology, and procedures
3. Establishes, monitors, and maintain various files, documents, and memoranda on cases; ensures information and evidence is tracked, cataloged, and applied properly

8. Prepares, processes, and maintains all department payroll and personnel records, including leave requests and other payroll-related forms
9. Prepares and processes personnel actions and hiring requisitions; issues requisitions to purchase supplies and law books
10. Performs general and confidential support services for the office including making appointments, arranging meetings, drafting, filing, and maintaining related documents

Bilingual in English and Spanish is preferred, but not required.

Licenses and Certifications: A California State Driver's License.

THE POSITION

The Human Resources Department is accepting applications for the temporary and part-time position of Library Page in the Parks, Recreation, and Libraries Department. DEFINITION

To perform a variety of duties related to performing routine, repetitive and manual work in connection with the use and maintenance of library resources.

The City of Salinas is accepting applications for Youth Program Assistant. These are temporary assignments with varied schedules that may work at any branch. Temporary employees may not exceed a maximum of 25 work hours per week or 1,000 work hours per fiscal year (fiscal year runs from July 1 – June 30).
 
Summary of Duties: Under general supervision performs routine duties to assist in community outreach programs and educational activities for youth and young adults.

Library Supervisor III (Eligibility List)

The Library Supervisor III is the most senior supervisory classification and oversees more complex library operations.  This recruitment will be used to establish an eligibility list for current and future Library Supervisor III openings that occur within the next 12 months.  We currently have Library Supervisor III openings.

Basic Function:
Plans, organizes, and supervises the operations of a medium to large branch library, a Central library division, or a major system function, such as collection management; ensures that the library provides community-focused services through outreach and partnerships; provides supervision and leadership to unit or branch staff.

Education and Experience Requirements
• Master’s Degree in Library and Information Science from an ALA accredited college or university
• Three (3) full-time  years’ experience as a professional librarian with two (2) of the years in a supervisory capacity
• Experience providing programs to youth and fluency in a foreign language is desirable
