Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires that the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant Manager, Information Services or others as assigned. Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

MINIMUM QUALIFICATIONS

Level III:
Education and/or Experience
A bachelor’s degree from an accredited four-year college or university in Computer Science, Management Information Systems, Engineering, or a related field and five or more years of related experience and/or training, or an equivalent combination of education and experience.

Level IV: 
Education and/or Experience 
A bachelor’s degree from an accredited four-year college or university in Computer Science, Management Information Systems, Engineering, or a related field and eight or more years of related experience and/or training, or an equivalent combination of education and experience.

Join us as a Community Service Officer (CSO) in the Berkeley Police Department! MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

THE POSITION

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).
