PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

Under direct supervision, Wastewater Collection Systems Workers perform a variety of routine to skilled work in the construction, modification, maintenance, and repair of City infrastructure, including wastewater collection, stormwater and drainage, and related systems. The successful candidate will use and operate a variety of manual and power tools and light to heavy power-driven equipment to perform skilled and specialized work on drainage, collection, and related systems, and appurtenances, and performs related work as required. Park Ranger I

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

• Interprets and explains park policies, rules and regulations to the public; answers inquiries and complaints concerning park conditions, operations and maintenance.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Language Ability:
Ability to read, analyze and interpret common professional and technical journals and legal documents. Ability to respond to common inquiries or complaints from visitors. Ability to write routine reports and present information to the public.

Math Ability:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions and deal with abstract and concrete variables.

Certificates and Licenses:

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.

• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

The Air District is currently accepting applications for the position of Staff Specialist I/II in the Community Engagement Office. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.

• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.

EXAM PROCESS

The exam process will include, but is not limited to:

• Written Exam: POST PELLETB
• Performance Exam: Physical Abilities Test (PAT)

The written exam and performance exam will be administered on the same day. See the job announcement for upcoming City of Berkeley exam dates. 

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

PAL (Police Activities League) Program Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director.
