Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.
• Paint, sandblast, or otherwise remove graffiti from public properties; paint interiors/exteriors.
• Attend technical and safety on-the-job training sessions; carry out what is learned in the classroom/tailgate training on the job; fill out accident reports if involved in an accident.
• Operate and maintain a variety of hand and power tools used in landscaping, carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skiploaders, mowers, sandblasters, and trailers.
• Inspect irrigation systems; repair and renovate the systems by rebuilding and/or installing timers, clocks, wires, pipes, joints, valves, and heads.
• Control weeds throughout the City.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. This position has the opportunity to coordinate and facilitate strategic planning initiatives, including the City’s Age-Friendly Action Plan, and partner with internal Departments/programs and community organizations to provide services to the older adult community, and further strengthen community resilience.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must attend evening and weekend meetings as required.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.

• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.

• Serve as a member of a departmental team providing programs and services designed to improve the quality of life of City residents.

DEFINITION:

Under general direction of Recreation Supervisor and Recreation Program Coordinator, the Community and Recreation Program Specialist will assist in coordinating and implementing various community and recreation programs as well as assist with office duties, facility responsibilities, and perform related work as assigned.

CLASS CHARACTERISTICS

The Community and Recreation Program Specialist is an intermediate level position in the Community and Recreation Services and is responsible for the daily operations in the absence of the Recreation Supervisor and Recreation Program Coordinator. This position is responsible for the implementation of scheduled activities, provide customer service to participants and the public, and ensure strict adherence to standards to maintain program operations while creating a safe and secure environment. This position is distinguished from the Recreation Program Coordinator in that the latter is responsible for creating the recreation programs, while the Recreation Program Specialist is responsible for the implementation of the day-to-day operations of the recreation programs.

EXAMPLES OF DUTIES (illustrative only):

• Guide and motivate seasonal staff and volunteers to implement programs and activities and meet daily program needs.
• Assists with planning, scheduling, and implementing programs, trips, and activities at a multi-use recreational community center as well as offsite, while working with members and the public as well as special projects as needed.
• Ensures all applicable safety and security standards, City and department policies, procedures, and standards of conduct are known to the customers and participants of the facility and they are adhered to.
• Acts as a liaison with the City staff and departments, contractors, members and general public during programs or events and advises of potential problems.
• Accepts, processes, and distributes equipment and materials, including food and basic needs donations.
• Maintains strong customer relations between customers and public consistently.
• Ensures facilities and equipment are clean, safe and in good working condition.
