The Judicial Council of California is accepting applications for the position of Engineer for the Facilities Services office.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. Incumbent will assist facility management staff in the more complex facility maintenance engineering activities including1) development and control of operating and maintenance procedures, 2) analysis of design maintainability and operability, and 3) other related technical support.

Incumbent will work directly with regulatory agencies such as Division of the State Architect (DSA), Board of State and Community Corrections (BSCC), Division of Occupational Health and Safety (Cal/OSHA), and local city and county Departments of Public Works (DPW) to explain the Judicial Council’s approach to code compliance in designs for new capital projects, facility modification projects, and correction of code violations in existing court facilities. The mechanical professional engineer (PE) license in the state of California is required to provide credible authority as the incumbent negotiates with the regulatory agencies and to validate incumbent’s decisions that may affect the safety of court facility occupants.

May oversee contractors and subcontractors during design and construction and may perform evaluations of “as built” conditions to assure compliance with plans, specifications, regulations, and applicable standards.

THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program
• Research, collect, and analyze data and prepare draft reports related to the City’s BMR Program
• Create and manage workflows and administrative procedures for annual compliance monitoring of the City’s BMR portfolio
• Conduct BMR unit transactions, including BMR sales and re-sales, refinances and loan payoffs, and leasing of BMR/affordable housing rental units, in collaboration with City’s contracted BMR real estate agent and/or property managers of BMR/affordable housing properties
• Provide technical assistance on BMR program issues to Housing Division management and to property managers and tenants/owners of BMR housing

The City of San Bruno is seeking one Senior Civil Engineer and one Associate Civil Engineer within the Engineering Section of the Public Works Department.   

 

The Senior Civil Engineer will plan, organize, direct and supervise the work of staff involved in complex, professional engineering work in support of a wide range of complex Public Works projects and initiatives; direct the work of subordinate professional, sub- or paraprofessional, journey-level class and technical engineering staff; assist in the administration and supervision of the Engineering Section.

 

Senior Civil Engineer duties and responsibilities:

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for Public Works; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff assigned to Public Works.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. 
• Act as project manager for major capital improvements projects, which includes contract administration; project schedule coordination; manage the work of consultants and staff; coordinate the work of consultants, utilities, staff, other public agencies, elected officials, and the public; communicate with the consultants, staff, public, other agencies, and elected officials; ensure quality control of the project, including conducting field inspections; prepare and present a variety of reports and studies. 
• Plan, coordinate, and supervise responsible engineering work in connection with municipal Public Works projects; manage the design and preparation of plans, specifications, and cost estimates for the construction of streets, storm drains, signals, parks, sanitary sewer system, building and other improvements; make feasibility and economic studies of alternative plans.
• Supervise, plan, organize, and direct the activities of an assigned staff; assign, review and evaluate the work of assigned staff for accuracy, suitability, and completeness.
• Supervise staff reviewing a wide variety of engineering projects, including planning and studies; conduct surveys; investigate complaints; and present written and oral reports to elected and appointed officials. 
• Assist in evaluating the need for, and developing plans and schedules for long-range engineering and public works projects. 
• Participate in the development of capital improvement projects for compliance with City specifications; resolves disputes between the City and developers, contractors, engineers and the general public relative to City policies, specifications, regulations, procedures and extra work.
• Decide on design procedures and interpret the application of design criteria; check plans and specification for accuracy of design and completeness.
• Interpret and apply relevant codes, ordinances, rules and regulations.
• Direct and manage the inspection of public works and land development projects for conformance to established plans and specifications. 
• Provide continuing technical assistance to staff; supervises and participates in the work of lower-level engineering staff in preparation of project plans, agreements, specifications, cost estimates and contract administration for capital projects.
• Assist in the preparation, coordination and control of the operating and capital improvement budgets; assist in evaluating the need for and developing plans and schedules for long-range Public Works projects. 
• Coordinate projects with other departments, divisions, sections, or teams, consultants, developers and/or property owners; give presentations to elected and appointed officials; respond to citizen inquiries and complaints and takes appropriate action.
• Track new or pending regulatory requirements that affect the Public Works Department and provides support to meet these requirements (e.g., nonpoint and point discharge, drinking water quality, water conservation, air, and groundwater contamination).
• Monitor inter-governmental actions affecting Public Works.

 

The Associate Civil Engineer will perform complex engineering work in the provision of office and engineering support and field engineering support for environmental, water, sewer, street, and other Public Works projects and programs ensuring technical competence and compliance with all current codes and criteria as required; will
to serve as a Project Manager in the Engineering Section.

 

Associate Civil Engineer duties and responsibilities:

• Review private project development plans for compliance with codes, regulations, standards, and compliance with approved City master plans.
• Evaluate transportation, traffic and other public works related impacts related to private projects.
• Make recommendations for conditions of approval. 
• Provides technical engineering information to other City staff, agencies, engineers, consultants, contractors and the public. 
• Serve as technical lead for design efforts, projects, and engineering review. 
• Serve as engineer of record for designs.
• Coordinate and/or undertake the development of the City Transportation Improvement Program (T.I.P.), Comprehensive Plan, Comprehensive Water Plan, the Capital Improvement Program (C.I.P.), Pavement Management System and other programs involving the municipal infrastructure.
• Determine and apply applicable codes, regulations, and requirements for assigned projects.
• Develop project scope and selection criteria and manage consultant selection process if one is utilized.
• Coordinate the preparation of, or develops, engineering plans, specifications, and estimates for complex public works projects.

• Coordinate required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. 

• Provide project management for the construction of the municipal public works projects. 

• Inspect and oversee assigned projects to ensure contractor compliance with contract documents, schedules, and budget parameters for the project. 

• Assure accurate as-built records of projects, and coordinates warranty and training issues for a smooth transition to the operation and maintenance programs.
• Coordinate the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, databases and comprehensive plans.
• Manage the engineering library and infrastructure records. 
• Maintain and update city subdivision and public works standards.
• Respond to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluate issues and options regarding municipal public works and makes recommendations.
• Issue and administer utility permits, street use permits, franchise utility permits, etc.
• Maintain regular contact with consulting engineers, construction project engineers, city, County, State and Federal agencies, professional and technical groups ante the general public regarding division activities and services. 
• Prepare and administers grant applications.
• Prepare traffic, utility and other studies and reports.
• Write memoranda, prepares reports, and make presentations to Planning Commission, Complete Streets Committee, City Council and other bodies as necessary.
• Perform and assist in survey work. 
• Provide engineering support for other city departments.
• Coordinate sidewalk inspection, maintenance and enforcement. 
• Monitor inter-governmental actions affecting public works.
• Assist in the training of other city personnel in public works design and construction techniques.
• May serve on and/or provide technical and support staff assistance to various City commissions and task forces.

The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

• Manage general engineering and architecture functions, making key decisions regarding design documents, technical specifications, cost estimates, and schedules. 
• Accountable for strategic decisions and oversight of infrastructure projects’ scope, schedule, budget, and product quality throughout the project lifecycle while ensuring compliance with safety standards and industry best practices. 
• Make critical, time-sensitive decisions on construction-related issues to prevent delays and avoid costly change orders. 
• Administration: Select, manage, and hold accountable vendors, contractors, and professional services, including ensuring DBE, SBE, and labor compliance policies are followed.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

EDUCATION/EXPERIENCE

• Junior Engineer is the entry level engineer classification. The position requires a BS degree in Civil Engineering and does not require any formal work experience or engineering certification.
   
• Assistant Engineer is the initial classification in the engineering job class series requiring EIT and two years of Junior Engineer level experience (a master’s degree shall count for 1 year of post degree engineering experience).

 

LICENSES

• Assistant Engineer requires an Engineer in Training (EIT) certification.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

DEFINITION

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.

• Review of design documents related to wastewater processes and equipment selections.
• Review of capital improvement project (CIP) design memos, plans, and specifications. 
• Collaborate with operations staff to evaluate performance of unit processes at the plant by analyzing data and monitoring trends.
• Assist in-house projects relating to process improvement and maintenance.

Engineer I

• Bachelor's degree from an accredited college or university in civil engineering, mechanical engineering, chemical engineering, or a related field; AND

POSITION

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

The City of Sunnyvale is seeking an effective and skilled communicator, and highly motivated problem solver for the position of Principal Transportation Engineer/Planner.  This management position reports directly to the Transportation and Traffic Manager in the Public Works Department and will be responsible for:  assisting with planning, organizing and coordinating the activities of the Division of Transportation and Traffic; and perform professional traffic engineering, transportation planning, designing, and project management.

 

This position will supervise a small team within the Division to accomplish specific tasks and high-level, community-oriented projects. Current projects include: East Channel Trail study; Mary Avenue Overcrossing over highways 101 and 237; Bernardo Avenue railroad undercrossing; Sunnyvale Avenue and Mary Avenue railroad grade separations, liaison with the County for the Lawrence Grade Separation project; and coordinating with VTA as part of the delivering Measure B transportation projects. The position will manage multiple consultant contracts and will be expected to coordinate and work closely with other staff within the Division and with staff within other departments such as Public Works, Community Development, Environmental Services, and Public Safety, and represent the City with outside agencies such as the Valley Transportation Authority, Caltrain, High Speed Rail, Caltrans, MTC, County of Santa Clara, and adjacent cities.

 

The position will focus on advancing the projects mentioned above, assist with oversight of the design and traffic signal operations, implementation of Intelligent Transportation Systems (ITS); assist with the coordination of Division of Transportation and Traffic activities with other divisions and departments; oversee and assist with oversight of the grant application preparation, reporting, and management for transportation projects; assist with planning and coordinating division workload and budgets; creating and sustaining cooperative and collaborative working relationships across the City, with the development community, and residents; attend and present at public meetings/City Commissions; and provide assistance with highly complex traffic engineering work.
