The City of Menlo Park is seeking a Public Works Supervisor - Trees in the Maintenance Division of the Public Works department. The Maintenance Division provides many of the basic services that affect the daily lives of everyone who lives, works, visits and commutes within the City. The Maintenance Division provides support to all City departments and provides service 24 hours a day, 365 days a year to address emergencies during non-working hours. The Maintenance Division is located in the City's Corporation Yard.

Under general direction, assists the City Arborist with overseeing the City’s tree maintenance, planting, inventory, risk management, and emergency response programs. Makes assessments of work needs and responds to citizens requesting city tree inspections and service. Directs the work of tree crews involved in the planting, pruning, and removal of city street, park, median, and plaza trees. Inspects quality and quantity of work and act as the City’s liaison between work crews and the public. Maintains accurate records of work and schedules and ensure compliance with specifications and regulatory requirements. Assists in the enforcement of the City’s Heritage Tree Ordinance.

A position in this class is characterized by having a substantial background in arboriculture in order to make sound technical tree-care related decisions and strong communication skills in order to interact effectively with the public, work crews, and other City staff. This classification is distinguished from the City Arborist role in that the Public Works Supervisor – Trees directly oversees the implementation of the city’s tree programs on the ground and supervises employees and contractors assigned to that program. The City Arborist role, on the other hand, involves responsibilities such as overall program management, budgetary management, review of development projects and heritage tree protection plans, and the authority to issue heritage tree permits. The Public Works Supervisor – Trees role is distinguished from all other City maintenance classes through the specialized arboriculture knowledge required and its responsibility for all phases of work performed by tree maintenance crews.

About the Position
 
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.
  
 Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Emissions modeling of toxic air contaminants including Health Risk Assessments
• Verification of emissions inventories
• Data/database development and management 
• Technical support for rules and regulations

Engineering Services Division (ES) - Permits

The Senior Construction Inspector(s) assigned to Permits in the Engineering Services Division is responsible for coordinating, supervising, and performing materials sampling and testing of various construction materials to ensure compliance with City and State Standards and Specifications. Under the supervision of Principal Construction Inspectors, the candidate will perform the key responsibilities listed below.

 

Key responsibilities include, but are not limited to the following:

• Reviews plans and specifications and submittals for conformance to established standards for major construction projects.
• Reviews plans, drawings, and blueprints for completeness and accuracy and assures implementation of plan.

• Investigate and respond to construction inquires/complaints from other departments or the public.
• Reviews plans and specifications to determine proper testing requirements and standards.

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Overview:

ABOUT THE POSITION

The City of Redwood City’s Engineering and Transportation Department invites you to apply for the position of Part-Time Contract Senior Transportation Planner.  The current opening is a contract position for a two-year term with a focus on managing multi-use trail projects including planning, feasibility studies, environmental coordination, and engineering design. The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

 

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.

 

Examples of Important and Essential Duties- the duties described below are provided as examples and are not to be considered as exclusive or all-inclusive:

• Recommends and assists in development and implementation of departmental policies, goals, and objectives.  
• Plans, directs, and coordinates engineering work programs and activities within the Public Works Department, directly and through subordinate levels of supervision.
• Manages the City’s Capital Improvement Program and Projects; supervises, coordinates, and reviews all public works engineering activities, including engineering design, inspection, and survey; contract administration, and construction management for projects planned and approved by City Council; Deputy Director of Public Works prepares plans, specifications, and estimates. Deputy Director of Public Works – City Engineer has overall responsibility for the city’s CIP.  
• Supervises staff assigned, including scheduling, assigning, prioritizing, and reviewing work; training and evaluating staff; approving time off; and developing effective recommendations on all employee actions.  
• Assigns work and exercises general supervision of office and field staff in order to effectively utilize their services and accomplish objectives.  
• Oversees consultants and professionals hired by the City for the purposes of designing and completing public works construction projects and studies.  
• Establishes criteria for design, construction, and inspection of public works projects.  
• Oversees the inspection of public works construction by contractors for established plans and specifications.  
• Supervises and participates in the development and administration of the department’s capital and operating budgets; directs the forecast of additional funds needed for construction, staffing, equipment, materials, and supplies; monitors and approves expenditures.  
• Prepares work programs and special engineering studies.  
• Reviews and prepares specifications and obtains bids for construction and maintenance projects; accepts or rejects such specifications and bids; verifies computations, plans, specifications, and estimates for public works facility’s projects; reviews and signs engineering drawings and land record maps.  
• Evaluates and applies for grants; provides for administration and oversight of reporting requirements.
• Conducts negotiations on engineering matters and accepts or rejects change order requests related to contracts; addresses contractor claims.
• Manages administrative matters; prepares and oversees budgets and monitors monthly expenditures; manages requests for additional funding.
• Prepares fee assessments and agenda reports.
• Develops record maintenance systems, procedures, and training necessary for maintaining effective liaison with other City departments.  
• Serves as department head in the absence of the director, including attending and participating in City Council, community and board and commission meetings.
• Responds to questions and requests from the general public, including conducting correspondence and attending meetings.
