The City of Berkeley invites you to apply for the position of Assistant Fire Inspector in the Fire Department! In this role, you will have the opportunity to work in the Wildland Urban Interface (WUI) Division and help administer special projects aimed at assisting residents with defensible space, hazardous vegetation cleanup, and preparing for wildfire. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and one year of experience in fire, building, or code enforcement inspections in a paid professional, internship, or volunteer capacity. Municipal experience desirable.

Other desirable qualifications include: Completion of California State Fire Marshal's Fire Prevention 1A, 1B, and 1C courses; Fire Inspector 1A, 1B, 1C, and 1D; or International Code Council (ICC) Fire Inspector I; Associate’s degree in fire science, emergency management, fire protection engineering, environmental science, ecosystem management, public policy, public administration, or related field.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. Assigned duties in this classification are routine tasks requiring no experience or limited experience. Employees at this level perform a limited range of duties under immediate supervision in accordance with established guidelines and procedures and are not expected to perform with the same independence of supervision and judgment on matters related to Town guidelines and procedures as Level II/III.

Employees at this level receive immediate supervision from a manager designated by the City Manager and functional supervision from higher level Maintenance Workers. Incumbents may provide limited direction to less experienced employees in this classification or to seasonal workers.

THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

Chief Assistant City Attorney

Executive, Operational and Strategic Partnership

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

About the Position

The AB617 Staff Specialist in the Community Engagement Division will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. The responsibilities of the Staff Specialist may include, but are not limited to, being part of a team to co-develop a local community plan with environmental justice communities as part of the Air District's Community Health Protection Program(Assembly Bill 617). The person in this position may work on other Community Engagement and/or Environmental Justice projects, as assigned, such as Home Air Filtration Programs, community workshops and events, community grants, youth-oriented engagement projects, or other projects. The Staff Specialist will assist in coordinating efforts across inter-divisional teams and facilitate meetings with Air District staff and local community leaders and preparing meeting agendas.

This role also involves public speaking over virtual platforms as well as during in-person meetings. Staff Specialists often liaise with other divisions in the Air District to leverage data, resources, and other tools to support crafting and implementing strategies, developing power point presentations, and identifying new internal and external partners. The Staff Specialist may develop and implement public education workshops and is likely to work across inter-divisional teams. The Staff Specialist may write and design fact sheets, and/or draft FAQ and talking points for a variety of public and leadership meetings. The Staff Specialist may assist in drafting the scope of work for contracts along with tracking budgets for contracts. Typically, Staff Specialist duties also include drafting memos and PowerPoint presentations to executive staff and Board of Directors related to procurement, program budgets, and programmatic updates

Definition

Distinguishing Characteristics
Staff Specialist I is the entry level in this series. Initially under close supervision, incumbents learn District, state and federal procedures and policies while performing the more routine technical duties. As experience is gained, assignments become more diversified and are performed with less supervision. This class is alternately staffed with Staff Specialist II and incumbents may advance to the higher level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
Staff Specialist II is the journey level class of this series, fully-proficient to perform difficult and technical work. Incumbents are expected to exercise independent judgment.

This class is distinguished from Senior Staff Specialist in that the latter is responsible for more complex work and may perform lead duties.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

The position will be filled as a Maintenance Worker I/II based on the experience and qualifications of the candidate.

SALARY RANGE:
Maintenance Worker I/II – $3,350.50 to $4,485.52 per month (wages effective 7/1/2024 per MOU).

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

EXAMPLES OF ESSENTIAL DUTIES

• Perform a variety of maintenance work in the construction, maintenance and repair of streets, parks, sewers, storm drains, curbs, gutters, sidewalks, parking meters and other public facilities.
• Operate power‑driven equipment such as skip loaders, dump trucks, water trucks and fork lifts.
• Break out old concrete work such as curbs, sidewalks, and gutters.
• Cut and prepare streets for patches, spread premix and oil, and rake asphalt.
• Replace, repair, couple, test, and backfill sewer lines.
• Clean and maintain basic tools used on the job.
• Paint traffic directional markings, such as crosswalks and safety loading zones.
• Fabricate, install, repair and replace street signs.
• Operate heavy power‑driven equipment on a relief or training basis.
• Water, mow, weed, trim, renovate, and fertilize grass and other landscaped areas.
• Rake leaves, clean walks, fields, courts, and other facilities.
• Spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers.
• Plant, trim and/or remove trees, flowers, and shrubs. 
• Load trimmings on trucks for disposal.
• Pick up rubbish and litter materials and perform general grounds cleaning.
• Operate power mowers, edgers, sewer rodders, and other hand-operated and power tools in the performance of maintenance and repair activities.
• Drive vehicles as required and assist in routine care and upkeep of such vehicles.
• Assist in moving and installing park and recreational equipment.
• Install, maintain, and repair sewer system mains, sprinkler systems, pipes and facilities.
• Inspect, maintain, and repair parking meter devices.

EMPLOYMENT STANDARDS (position requirements at entry and throughout employment)

Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the job is qualifying. These employment standards would typically be achieved by possession of a high school diploma, or equivalent, and:

Maintenance Worker I: Possession of a valid California Class C driver license.  There is an employee weight limitation of 325 pounds to meet the legal limits for the safe use of certain equipment.

Maintenance Worker II: One year full-time performing the duties and activities expected of incumbents in the Maintenance Worker I classification. Possession of a valid California Class C driver license.  There is an employee weight limitation of 325 pounds to meet the legal limits for the safe use of certain equipment.
