BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Clean and inspect facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including parks and public buildings, performing basic repairs, inspections and landscaping.
• Load and unload supplies and materials.
• Assist with various areas of public works such as minor asphalt repairs, brush removal, facility repairs, stewardship of protected species, etc.
• Perform related duties as assigned.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Parks, and Facilities divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Position 

Under direct supervision of the Natural Resources Specialist and general supervision of the Parks Supervisor and/or Parks Program Manager, the Natural Resources Aide performs a variety of tasks and maintenance activities, including the removal of invasive plants, installation of native plants, trail repair, erosion control, and other related duties as assigned.

This entry-level classification will perform maintenance and labor tasks in support of habitat management and restoration activities under the Sign Hill Habitat Restoration Project. Work may be performed independently or as a member of a crew. Depending upon assignment, work is performed under close to general supervision. Work is reviewed while in progress and by the results achieved. Incumbents may provide limited work direction to temporary or volunteer workers.

Public Works Inspector 

Salary Range: $95,030 - $128,289

The Town of Los Altos Hills is currently seeking a qualified Public Works Inspector to join our dedicated team. This position offers a unique opportunity to contribute to developing and maintaining public infrastructure, ensuring that projects align with the Town's standards and regulations.

About the Position

The Public Works Inspector, reporting to the Public Works Director/City Engineer or a designated Manager/Engineer, is a non-exempt, hourly position responsible for supervising other inspectors as needed. This role is open for recruitment or may be flexibly staffed through promotion. The incumbent performs a range of journey-level to advanced public works inspection duties, focusing on municipal construction projects and private development, particularly concerning sanitary sewer systems, storm infrastructure, and street construction. Responsibilities include issuing and inspecting encroachment permits and sewer connection permits in compliance with Town Ordinances and applicable federal and state regulations. The position involves both office and fieldwork, addressing community requests and concerns related to these projects.

Key Responsibilities

The duties of the Public Works Inspector may include, but are not limited to, the following:

• Inspect Town projects and private developments at various stages to ensure conformance with plans, specifications, and applicable regulations as approved by the Town.
• For Town capital or maintenance projects, check project plans and specifications for constructability, accuracy, suitability, and completeness and make recommendations to Public Works engineers.
• Assist with the Public Works engineers in preparing plans, specifications, and cost estimates for various capital improvement and maintenance projects.
• Participate in collecting field surveys and mapping data. Assist Public Works engineers in collecting/verifying field data and quantifying estimations for projects.
• In systematic and organized ways, prepare/document and maintain daily inspection reports, progress reports, project schedules, progress payments, change orders, claims, and other written documentation; maintain photographic documentation of various phases of construction; document and report on field changes; and collect certified payrolls.
• Validate monthly progress payments from contractors.  Record the amounts and type of materials used and work performed to prepare necessary reports for progress payments.
• Document deficiencies and deviations from plans and specifications, consult with engineers or supervisors, and direct the means and timing of compliance with contractor personnel. 
• Review and facilitate Public Works permit applications; consult and coordinate with Public Works engineers for approval of applications/permits; provide assistance and guidance to applicants; assess fees and issue Public Works permits including encroachment and sewer connection permits; facilitate pre-construction meetings; provide timely inspections services; and closeout of permits.
• Review plans and specifications of assigned projects, consult with engineers, and attend pre-job conferences.  
• With guidance from the Public Works Director/City Engineer or direct supervisor, meet and confer with developers, contractors, engineers, and the general public relative to Town policies, regulations and procedures, and coordinate discrepancies/problem situations with a wide variety of stakeholders.
• Inspect materials used for conformity to specifications.  
• Coordinate the review of contractor’s submittals for construction projects; confer with contractors and developers regarding conformance to standards, plans, specifications, and codes; consult with the Public Works engineers; and evaluate alternatives. 
• Consult with engineering and other department staff regarding field issues and deviations from the approved plans and specifications or permit requirements. 
• Conduct preconstruction meetings and project site inspections to document existing conditions. 
• Assist in providing responses to Contractor Request for Information (RFI) or questions from developers.
• Review the contractor’s construction schedule for compliance with Town or project requirements. 
• Monitor and enforce traffic control plans as approved by a traffic engineer and per Town requirements. 
• Conduct weekly project meetings with contractors and stakeholders. 
• Schedule quality assurance materials testing to verify compliance including source inspections and materials acceptance; review test reports; and compare Certificates of Compliance or source release tags with the applicable materials at the project site. 
• Prepare initial punch list and consolidate comments into final punch list and perform final project inspection.
• Perform various duties related to assigned projects, including coordination with other Town departments and utility/external agencies.  
• Respond to inquiries and complaints by researching information, inspecting areas of concern, advising contractors and residents of problems, and recommending corrective actions.
• Research information on construction projects, document findings and related subjects and prepare reports and correspondence to communicate findings/recommendations to management.
• Conduct inspections for erosion and sediment control measures, Municipal Regional Stormwater Permit, and other NPDES-related inspections.  
• Monitor and enforce contractor’s compliance with the Stormwater Pollution Prevention Plan (SWPPP) and Municipal Regional Stormwater Permit (MRP) provisions. 
• Schedule and participate in utility coordination meetings with utility agencies. 
• Daily monitoring of the Underground Service Alert (USA) request system and marking of Town utilities. 
• As approved by the Public Works Director/City Engineer, prepare and issue “stop work” notices for work being done without permits, unsafe working conditions, and noncompliance with permit requirements.
• Act as liaison between the Town, contractors, other agencies, and residents affected by projects; maintain communication among the parties; respond to and resolve issues and complaints or refer them to the proper office for resolution; and prepare work orders in response to complaints. 
• Investigate field problems and public works service requests affecting property owners, contractors, and maintenance operations and resolve issues to achieve satisfactory results.
• Coordinate public works activities with other Town departments and with outside agencies.

• Apply and enforce relevant codes, ordinances, rules, and regulations; and, as assigned, oversee regulatory agency permits and requirements.

• Coordinate/manage the annual townwide survey of Town trees performed by consulting arborist. 
• As directed, inspect the conditions of town assets such as streets, sanitary sewers, storm infrastructure, pathways, street trees, and facilities.
• Regularly inspect deficiencies and maintenance/safety issues around the Town and create work orders as necessary.’ Provide excellent customer service to citizens, staff, and outside organizations.  Follow up on complaints and inquiries and provide responses and solutions in a timely manner.
• Attend work-related training for public work job function requirements.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform various work tasks. 
• Establish, maintain, and foster positive and effective working relationships with those contacted during work.
• Perform other inspector-related duties as assigned.

Minimum Qualifications

The successful candidate for the Public Works Inspector position must possess the following knowledge, skills, and abilities:

Knowledge of:

• Materials, methods, principles, and practices used in public works construction, including streets, pavement, pathways, sanitary sewer, storm drains, and related appurtenances. 
• Principles and practices of construction inspection related to streets, sanitary sewers, storm infrastructure, pathways, and grading.
• Technical principles and practices of construction activities and land survey. 
• Basic practices of construction contract administration in a public agency setting. 
• Applicable Federal, State, and local laws, codes, and regulations, including administrative and department policies and procedures. 
• Technical principles and practices of construction design, specification, and cost estimate preparation. 
• Defects and faults in construction. 
• Materials sampling, testing, and estimating procedures. 
• Mathematical principles. 
• Principles and procedures of record keeping. 
• Municipality permitting process.

Experience and Training Guidelines
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered. A typical path to qualifying for the Public Works Inspector position includes:

• Completion of the twelfth grade or possession of a high school equivalency.
• At least two years of full-time experience in public works inspection or maintenance.

Licenses and Certifications

• Possession of a valid California Class C driver's license and a satisfactory driving record is required for initial and continued employment.
• The APWA Public Infrastructure Inspector Certification is highly desirable but not required.

Working Conditions

This position requires both fieldwork and office duties. The Public Works Inspector will frequently travel from site to site for inspections and work in an office environment utilizing computers and other business equipment. The role involves working independently in the field, sometimes alone, at various project sites.

Physical Demand

The candidate must have the physical ability to:

• Travel to and work at various sites within and outside the Town.
• Sit, stand, walk, stoop, crawl, crouch, and climb for extended periods.
• Navigate steep or rough terrain and work outdoors in various weather conditions.
• Lift and carry materials weighing up to 50 pounds.
• Work in a standard office setting and shall use standard office equipment, including computers, tablets, and phones.
• Work extended hours and off-hour shifts or attend events as required.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

Minimum Qualifications: 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of three (3) years of responsible civil engineering experience performing duties comparable to an Assistant Civil Engineer. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months. 

The ideal Associate Engineer candidate will possess the following:    

• Possession of a Master’s degree is desirable. 

• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.

Senior Civil Engineer: 

The Senior Civil Engineer performs is responsible for managing a wide range of Public Works projects and initiatives, as well as the potential to supervise and oversee professional, journey-level, and technical staff and consultants. The Senior Civil Engineer for will report directly to the Principal Civil Engineer of the Capital Improvement Program (CIP).  The Engineering Team work under the general direction of the City Engineer/Deputy Public Works Director.    

The Senior Civil Engineer for CIP will manage projects in a broad range of disciplines including water, sewer, storm drain, pavement, transportation, and facilities.   The City’s CIP budget for fiscal year 2024-2025totals $142 million and consists of approximately 96 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment.  The Senior Engineer will be entering into a cohesive, collaborative and supportive Engineering Section team.    

The ideal Senior Civil Engineer candidate will possess the following:    

• Possession of a Master’s degree in civil engineering or a closely related field. 

• Possession of Professional Traffic Engineer Registration in the State of California highly desirable.  

• Municipal professional engineering and supervisory experience highly desirable.  

Minimum Requirements 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of four (4) years of increasingly responsible experience performing program management or project coordination; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above.  

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months.

DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. Oversee an expanded focus on complex financial analysis, legal research, drafting of regulatory documents and ongoing creation of new programs in response to new affordable housing challenges. Oversight includes development analysis and presentation of policy alternatives, preparation of annual schedules, implementation, creation of a environment for staff, preparation of timely employee evaluations, drafting and review of staff reports, maintenance of excellent relations with County and other agency staff, local nonprofit organizations, City staff, and the real estate community, and participation in the management of the department. MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

Ability to: Communicate competently both orally and in writing; prepare cogent analyses and concise written reports for presentation to City Council and the Redevelopment Agency; maintain effective working relationship with Council, Agency, City and other agency staff, and the public; and provide clear supervision, direction, and feedback to staff. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: A Bachelor of Art or Science degree from a four-year college or university, in
Public Administration, Business Administration, Economics, Planning or related field. A
Master's Degree is desirable.

Experience: Five years of increasingly responsible experience with community
development programs, one year of which must have been served as full-time supervisor. Experience with affordable housing development and finance is highly desirable. Experience in municipal government is desirable. Experience with microcomputers desirable.

License: Possession of a valid Class C California Driver's License.

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.
2. Facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
3. Assists in evaluation efforts to determine the effectiveness of services provided.
4. Educates employees, supervisors and managers regarding EAP service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program.
5. Provides trauma response, crisis intervention and mediation/conflict resolution services as requested.
6. Collects client and program data for tracking, conducts analysis, and prepares related records and reports as requested.
7. May include additional duties as assigned.

General

The Manager, Engineering, Facilities, and Stations reports to the Deputy Director, Infrastructure Engineering is responsible for managing engineering functions related to Caltrain facilities and stations, including design reviews, and inspections of facilities, and stations for the Peninsula Corridor Joint Powers Board (Caltrain).

• Provide engineering direction and oversight for facilities, and stations improvement projects through planning, design, and construction.
• Develop and manage maintenance programs for facilities, and stations.
• Ensure conformance with engineering standards and regulatory requirements for facilities, and stations.
• Supervise staff, hire, mentor and ensure EEO policies and procedures and followed. Participate in selection of staff. Coordinate staff training and professional

• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design.
• Provide engineering support and technical input to the Planning department to develop project scopes.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Coordinate with other agencies such as: California Public Utilities Commission, the Federal Railroad Administration, Union Pacific Railroad and other interested parties.
• Maintain and develop engineering standards.
• Act as Caltrain engineering lead on matters related to facilities and stations capital improvements project.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide on-call, 24/7 engineering support.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in civil or structural engineering.
• Five (5) years of relevant experience or demonstrated equivalency of experience of design and engineering in a railroad, engineering firm, or public works agency with a minimum of two experience managing professional staff.
• Two (2) years of experience managing or directly supervising staff.
