The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale’s residents and businesses, including initiatives to achieve the City’s sustainability and zero waste objectives. We are currently recruiting for the following Environmental Program Specialist positions:

Regulatory Programs Division: Implement Watershed stewardship programs focused on pollution prevention practices for stormwater and wastewater management.

*Regulatory Programs Division: Implement Sustainability programs (e.g. building or transportation electrification) including policy development, program design and implementation, and community engagement.

*Solid Waste Division: Implement Zero Waste programs including SB1383 compliance, waste management technical assistance, outreach and enforcement for multi-family dwelling and commercial businesses.

*Water and Sewer Division: Implement Water Conservation programs to support “Water Conservation as a Way of Life.”

*These are new positions included in the recommended budget for FY 2024-25, which will be considered by the Sunnyvale City Council on June 18, 2024.

DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

Ability to:       Safely diagnose and repair mechanical and electrical defects; read, understand and work from blueprints, diagrams and installation sketches; understand and follow written and oral directions; prepare reports and keep accurate records; learn and efficiently use the Department's computerized maintenance information system; instruct others in maintenance and repair of the Department's equipment and facilities; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious odors, gases, contact with water and/or wastewater, and risk of bodily injury; maintain different tools and equipment in the fresh water and wastewater systems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.
 

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

• Monitoring and inspection of propulsion and auxiliary machinery and other supporting systems (i.e., electrical, plumbing, electronics, hydraulics and HVAC in a commercial application.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent. 

Experience: One year of experience in general maintenance or construction. 

Licenses, Certificates, Registration: 

• Possession of a valid California Class "C" Driver’s License and maintain license and a good driving record.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;

• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

EDUCATION AND TRAINING GUIDELINES

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public

• Prepares, develops, coordinates and implements contracts related to environmental programs and other work programs as directed

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field. 

License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The annual salary range for this position is $17.75 - $24.85.  This position will be filled at or near the bottom of the salary range.

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level. 

Minimum Experience Requirements:

No experience is required.

License/Certifications:

Possession of a valid California Class C driver’s license is required.

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Other Requirements:

Ability to work odd and irregular hours including weekends and holidays.

KNOWLEDGE, SKILLS, AND ABILITIES: 

Some knowledge of: the purposes, use, and maintenance of simple hand tools; construction and maintenance methods and materials. Good ability to: learn to use simple hand tools; follow oral and written instructions; and perform heavy physical labor.

Works under the direct supervision of an assigned supervisor.
