We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

• Plans, organizes, supervises, and evaluates the work of assigned plan check staff; develops, implements, and monitors work plans to achieve goals and objectives; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Plans, organizes, directs, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City’s Personnel Rules and Regulations.
• Participates in the selection of plan check staff; provides or coordinates staff training; works with employees to correct deficiencies.
• Establishes schedules and methods for providing plan check services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives and values.
• Participates in the development of the assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends budgetary adjustments as necessary.
• Performs the more difficult and complex engineering tasks related to plan checking; reviews complex and difficult construction plans including those for single- and multiple-family dwellings, residential additions, alterations, and repairs, commercial and industrial structures and buildings as well as additions, alterations and repairs, and other projects.
• Reviews and verifies engineering calculations and architectural plans, grading plans, soil engineering recommendations, and related items to ensure compliance with applicable codes and ordinances as well as seismic design provisions; indicates corrections for both plans and calculations; communicates in writing with engineers, architects, and others regarding plan review findings and proposed corrections.
• Reviews and evaluates the most difficult and complex proposed building plans and specifications to insure that proposed construction complies with building, fire, environmental, flood hazard, design, energy, grading, trades, and related codes.
• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.
• Performs document research and filing; enters data; prepares and maintains records and produces correspondence and documentation as necessary.
• Performs field inspections and site visits as necessary; visits building and construction sites to make determinations on code compliance, answer inquiries related to plans, and to resolve problems.
• Establishes and maintains emergency operation processes and procedures.
• Maintains current knowledge of new trends and innovations related to area of assignment including new and revised codes as well as new materials and products; attends and participates in job related seminars and professional group meetings

Public Works Inspector

The Town of Los Altos Hills is currently seeking a qualified Public Works Inspector to join our dedicated team. This position offers a unique opportunity to contribute to developing and maintaining public infrastructure, ensuring that projects align with the Town's standards and regulations.

About the Position

The Public Works Inspector, reporting to the Public Works Director/City Engineer or a designated Manager/Engineer, is a non-exempt, hourly position responsible for supervising other inspectors as needed. This role is open for recruitment or may be flexibly staffed through promotion. The incumbent performs a range of journey-level to advanced public works inspection duties, focusing on municipal construction projects and private development, particularly concerning sanitary sewer systems, storm infrastructure, and street construction. Responsibilities include issuing and inspecting encroachment permits and sewer connection permits in compliance with Town Ordinances and applicable federal and state regulations. The position involves both office and fieldwork, addressing community requests and concerns related to these projects.

Key Responsibilities

The duties of the Public Works Inspector may include, but are not limited to, the following:

• Inspect Town projects and private developments at various stages to ensure conformance with plans, specifications, and applicable regulations as approved by the Town.
• For Town capital or maintenance projects, check project plans and specifications for constructability, accuracy, suitability, and completeness and make recommendations to Public Works engineers.
• Assist with the Public Works engineers in preparing plans, specifications, and cost estimates for various capital improvement and maintenance projects.
• Participate in collecting field surveys and mapping data. Assist Public Works engineers in collecting/verifying field data and quantifying estimations for projects.
• In systematic and organized ways, prepare/document and maintain daily inspection reports, progress reports, project schedules, progress payments, change orders, claims, and other written documentation; maintain photographic documentation of various phases of construction; document and report on field changes; and collect certified payrolls.
• Validate monthly progress payments from contractors.  Record the amounts and type of materials used and work performed to prepare necessary reports for progress payments.
• Document deficiencies and deviations from plans and specifications, consult with engineers or supervisors, and direct the means and timing of compliance with contractor personnel. 
• Review and facilitate Public Works permit applications; consult and coordinate with Public Works engineers for approval of applications/permits; provide assistance and guidance to applicants; assess fees and issue Public Works permits including encroachment and sewer connection permits; facilitate pre-construction meetings; provide timely inspections services; and closeout of permits.
• Review plans and specifications of assigned projects, consult with engineers, and attend pre-job conferences.  
• With guidance from the Public Works Director/City Engineer or direct supervisor, meet and confer with developers, contractors, engineers, and the general public relative to Town policies, regulations and procedures, and coordinate discrepancies/problem situations with a wide variety of stakeholders.
• Inspect materials used for conformity to specifications.  
• Coordinate the review of contractor’s submittals for construction projects; confer with contractors and developers regarding conformance to standards, plans, specifications, and codes; consult with the Public Works engineers; and evaluate alternatives. 
• Consult with engineering and other department staff regarding field issues and deviations from the approved plans and specifications or permit requirements. 
• Conduct preconstruction meetings and project site inspections to document existing conditions. 
• Assist in providing responses to Contractor Request for Information (RFI) or questions from developers.
• Review the contractor’s construction schedule for compliance with Town or project requirements. 
• Monitor and enforce traffic control plans as approved by a traffic engineer and per Town requirements. 
• Conduct weekly project meetings with contractors and stakeholders. 
• Schedule quality assurance materials testing to verify compliance including source inspections and materials acceptance; review test reports; and compare Certificates of Compliance or source release tags with the applicable materials at the project site. 
• Prepare initial punch list and consolidate comments into final punch list and perform final project inspection.
• Perform various duties related to assigned projects, including coordination with other Town departments and utility/external agencies.  
• Respond to inquiries and complaints by researching information, inspecting areas of concern, advising contractors and residents of problems, and recommending corrective actions.
• Research information on construction projects, document findings and related subjects and prepare reports and correspondence to communicate findings/recommendations to management.
• Conduct inspections for erosion and sediment control measures, Municipal Regional Stormwater Permit, and other NPDES-related inspections.  
• Monitor and enforce contractor’s compliance with the Stormwater Pollution Prevention Plan (SWPPP) and Municipal Regional Stormwater Permit (MRP) provisions. 
• Schedule and participate in utility coordination meetings with utility agencies. 
• Daily monitoring of the Underground Service Alert (USA) request system and marking of Town utilities. 
• As approved by the Public Works Director/City Engineer, prepare and issue “stop work” notices for work being done without permits, unsafe working conditions, and noncompliance with permit requirements.
• Act as liaison between the Town, contractors, other agencies, and residents affected by projects; maintain communication among the parties; respond to and resolve issues and complaints or refer them to the proper office for resolution; and prepare work orders in response to complaints. 
• Investigate field problems and public works service requests affecting property owners, contractors, and maintenance operations and resolve issues to achieve satisfactory results.
• Coordinate public works activities with other Town departments and with outside agencies.

• Apply and enforce relevant codes, ordinances, rules, and regulations; and, as assigned, oversee regulatory agency permits and requirements.

• Coordinate/manage the annual townwide survey of Town trees performed by consulting arborist. 
• As directed, inspect the conditions of town assets such as streets, sanitary sewers, storm infrastructure, pathways, street trees, and facilities.
• Regularly inspect deficiencies and maintenance/safety issues around the Town and create work orders as necessary.’ Provide excellent customer service to citizens, staff, and outside organizations.  Follow up on complaints and inquiries and provide responses and solutions in a timely manner.
• Attend work-related training for public work job function requirements.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform various work tasks. 
• Establish, maintain, and foster positive and effective working relationships with those contacted during work.
• Perform other inspector-related duties as assigned.

Minimum Qualifications

The successful candidate for the Public Works Inspector position must possess the following knowledge, skills, and abilities:

Knowledge of:

• Materials, methods, principles, and practices used in public works construction, including streets, pavement, pathways, sanitary sewer, storm drains, and related appurtenances. 
• Principles and practices of construction inspection related to streets, sanitary sewers, storm infrastructure, pathways, and grading.
• Technical principles and practices of construction activities and land survey. 
• Basic practices of construction contract administration in a public agency setting. 
• Applicable Federal, State, and local laws, codes, and regulations, including administrative and department policies and procedures.

Experience and Training Guidelines
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered. A typical path to qualifying for the Public Works Inspector position includes:

• Completion of the twelfth grade or possession of a high school equivalency.
• At least two years of full-time experience in public works inspection or maintenance.

Licenses and Certifications

• Possession of a valid California Class C driver's license and a satisfactory driving record is required for initial and continued employment.
• The APWA Public Infrastructure Inspector Certification is highly desirable but not required.

Working Conditions

This position requires both fieldwork and office duties. The Public Works Inspector will frequently travel from site to site for inspections and work in an office environment utilizing computers and other business equipment. The role involves working independently in the field, sometimes alone, at various project sites.

Physical Demand

The candidate must have the physical ability to:

• Travel to and work at various sites within and outside the Town.
• Sit, stand, walk, stoop, crawl, crouch, and climb for extended periods.
• Navigate steep or rough terrain and work outdoors in various weather conditions.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.

• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

Minimum Qualifications: 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of three (3) years of responsible civil engineering experience performing duties comparable to an Assistant Civil Engineer. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months. 

The ideal Associate Engineer candidate will possess the following:    

• Possession of a Master’s degree is desirable. 

• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.   

• Municipal or related consultant experience highly desirable.  

Senior Civil Engineer: 

The Senior Civil Engineer performs is responsible for managing a wide range of Public Works projects and initiatives, as well as the potential to supervise and oversee professional, journey-level, and technical staff and consultants. The Senior Civil Engineer for will report directly to the Principal Civil Engineer of the Capital Improvement Program (CIP).  The Engineering Team work under the general direction of the City Engineer/Deputy Public Works Director.    

The Senior Civil Engineer for CIP will manage projects in a broad range of disciplines including water, sewer, storm drain, pavement, transportation, and facilities.   The City’s CIP budget for fiscal year 2024-2025totals $142 million and consists of approximately 96 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment.  The Senior Engineer will be entering into a cohesive, collaborative and supportive Engineering Section team.    

The ideal Senior Civil Engineer candidate will possess the following:    

• Possession of a Master’s degree in civil engineering or a closely related field. 

• Possession of Professional Traffic Engineer Registration in the State of California highly desirable.  

• Municipal professional engineering and supervisory experience highly desirable.  

Minimum Requirements 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of four (4) years of increasingly responsible experience performing program management or project coordination; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above.  

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months.

Experience: Three years of increasingly responsible technical engineering experience at a level comparable to an Engineering Technician with the City

General

The Manager, Engineering, Facilities, and Stations reports to the Deputy Director, Infrastructure Engineering is responsible for managing engineering functions related to Caltrain facilities and stations, including design reviews, and inspections of facilities, and stations for the Peninsula Corridor Joint Powers Board (Caltrain).

• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design.
• Provide engineering support and technical input to the Planning department to develop project scopes.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Coordinate with other agencies such as: California Public Utilities Commission, the Federal Railroad Administration, Union Pacific Railroad and other interested parties.
• Maintain and develop engineering standards.
• Act as Caltrain engineering lead on matters related to facilities and stations capital improvements project.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide on-call, 24/7 engineering support.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in civil or structural engineering.
• Five (5) years of relevant experience or demonstrated equivalency of experience of design and engineering in a railroad, engineering firm, or public works agency with a minimum of two experience managing professional staff.
• Two (2) years of experience managing or directly supervising staff.

The Manager, Rail Vehicle Engineering reports to the Deputy Director Rail Systems Engineering. The manager is responsible for ensuring the design and maintenance integrity of rail cars and maintenance vehicles, vehicle systems, subsystems, and support equipment for the PCJPB Caltrain.

Essential Functions & Duties

ESSENTIAL FUNCTIONS:

• Responsible for design and maintenance integrity. Evaluates the performance of transit rail car and maintenance vehicle systems, subsystems, and components; oversees investigation into malfunctions and failures. Required to make recommendations for remedial action.
• Direct and participate in the development and revision of vehicle maintenance and testing programs and procedures.
• Lead in the design authority for development and procurement of equipment and services related to rail cars and maintenance vehicles.
• Ensure that the requirements for new rail cars, maintenance vehicles, and their related systems, subsystems, and support equipment are included in Caltrain’s specifications.
• Supervise staff.  Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff.  Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Develop technical specifications and designs for new vehicles and/or replacement equipment; research industry standards and incorporate into specifications as applicable.
• Review equipment condition and reliability and recommend systems or subsystems for replacement or rehabilitation under the Capital Improvement Program. Perform life cycle cost analysis to determine the effectiveness of current systems and equipment in meeting service requirements.
• Perform engineering and technical evaluation of new vehicles and new, modified, or existing equipment to ensure conformity with Caltrain’s installation, performance, and maintenance standards. Analyze the above-mentioned modifications for potential effects in rail car/track equipment cost, time requirements, and reliability.
• Analyze vehicle equipment failures; develop, implement, and document resulting changes to maintenance procedures and equipment design.
• Evaluate technical proposals, cost estimates, specifications, and designs for compliance with Caltrain’s operational needs.
• Review contractor submittals, evaluate test procedures, maintenance manuals, and inspection schedules for new equipment and recommend improvements to enhance reliability objectives.
• Develop effective standards for vehicle, equipment, and system testing; perform testing in coordination with maintenance and/or engineering personnel.
• Prepare technical reports relating to design, compatibility, maintenance, and testing requirements of rail car/track equipment systems and subsystems.
• Develop implementation schedules and coordinate installation and monitor progress to ensure adherence to schedule and budget.
• Perform engineering and design work to assist with maintaining engineering documentation for the Configuration Control Management process. Ensure configuration control for technical documentation, maintenance manuals, and drawings.
• Stay abreast of new developments in the field of rail transit vehicle engineering.
• Respond to incidents, conduct incident investigations, and prepare formal reports of findings.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in mechanical, electrical, or a related engineering field.
• In lieu of a bachelor’s degree plus five years of full-time work experience, a high school diploma and nine (9) years of experience performing vehicle engineering tasks (i.e., troubleshooting, vehicle/sub-system testing, component/sub-system design, development, and review of technical documentation) may be considered.
• Two (2) years of progressively responsible engineering experience performing rail/maintenance of way vehicle engineering tasks (i.e., troubleshooting, vehicle/sub-system testing, component/sub-system design, development, and review of technical documentation).

• Experience in developing equipment specifications is desired.
