The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

 

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

 

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Your work will empower our team to make informed decisions that will benefit communities, meet our requirements, and advance our mission.

 

Minimum Qualifications

Education & Experience

A typical way to obtain the knowledge and skills is:

Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Some positions may require more specialized education, training, and experience. A graduate degree may substitute up to two years of the required experience. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Training or experience working with and for the public and community groups to advance equity and environmental justice. Competency in managing time and responsibilities with little oversight and working efficiently. Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

DEFINITION

Perform a wide range of administrative and office support activities for the Recreation, Arts and Community Services Department, its Director and/or managers and supervisors to facilitate the efficient operation of the organization.  The incumbent should be organized, detail oriented, accurate and adept with various computer software.  Perform routine correspondence, field public inquiries, maintain departmental files consistent with the Town’s records retention policy; schedule appointments and meetings, procure supplies, assist with data entry and provide support related to the review, production, and distribution of staff reports.

Knowledge of:

DEFINITION

Develop, organize, and implement delivery of recreation and social services to the citizens of Danville in accordance with program objectives set forth by the Recreation, Arts and Community Services Department. Perform professional duties in Community Centers, Village Theatre and Art Gallery, and/or Teen Centers, as assigned.

Program Coordinator will be responsible for implementing a variety of recreational, social and educational programs and services for youth, ages preschool through high school.  Work closely with the Town's Police Services Department, School District, community and human services agencies.  Motivate and facilitate various youth groups.

 

Specific to Sports & Fitness and Facility Management

Responsible for the development and implementation of sports programming, including aquatics, and organizing a variety of recreational sports leagues for youth and adults.  Work closely with the school district.  Supervises seasonal Aquatics program to include staff training and in-services. Requires a basic understanding of sports terminology, concepts, and rules. Responsible for sports & fitness fee classes offered in the Danville Activity Guide.  Support facility management through facility rentals.

 

QUALIFICATIONS

A Bachelor's degree in recreation administration, public administration, or closely related field.

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. First Aid and CPR certification is required but may be obtained during probationary period.

General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

 

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. • Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

The Department of Transportation (DOT) is seeking to fill 16 full-time Maintenance Assistant positions.

The Maintenance Assistant total salary range is $24.74 to $31.56 hourly or $51,459.20 to $65,644.80 annually . The actual salary shall be determined by the final candidates' qualifications and experience.

The Infrastructure Maintenance Division of DOT is looking to fill 16 full-time vacant positions. These positions perform work in the maintenance and repair of concrete, pavement, sewers, landscaping, traffic signs, and traffic markings. Duties include digging holes, trenches, and ditches. They also operate a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

Tri-City Mental Health Authority is looking for to fill one (1) vacancy for the Behavioral Health Specialist (BHS) for the FSP C/TAY Department. The BHS will provides a variety of rehabilitative support services to clients to
facilitate behavior modification, skill building, and self-care and safety in individual and/or group settings. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

 

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

 

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

 

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

 

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

 

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.
