DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. Under general direction, the Senior Accountant performs and supervises professional accounting and auditing work of staff responsible for providing financial accounting and record-keeping in connection with general ledger, budget preparation, and budgetary control, purchasing activities, payroll; and performs a variety of professional accounting tasks relative to assigned area of responsibility.

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. The City delivers municipal services through seven departments:  the City Manager's office (including the City Clerk, Economic Development, and City Attorney), Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police, and Fire (via North County Fire Authority). THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. ESSENTIAL AND IMPORTANT DUTIES

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.
• Participates in fiscal and accounting work in connection with budget preparation, purchasing activities, and payroll analysis.
• Processing and pre-auditing accounting documents and transactions in conformance with established procedures and controls.

Certification:

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.
• Proof of negative TB skin test.

Supervisory Responsibilities: The position has no supervisory responsibilities. This position may direct the activities of contract workers during peak periods and volunteer staff.

Examination:
Candidate selection will be based on competitive examinations. Test content will be related to the job. A driver license will be requested for identification and admission to the testing area. If there is more than one part to an examination, candidates must pass each part. Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

SENIOR ACCOUNTING TECHNICIAN:

The Community: 

The Town of Hillsborough (pop. 11,574) is a residential community located in San Mateo County, midway between San Francisco and San Jose.  

Incorporated in 1910, the Town provides a full range of essential municipal services including police and fire protection, land use planning, building permitting and inspection, maintenance of roads, and water, sewer, and storm drainage infrastructures. The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Town’s staff of 99 FTEs support the residents through the five departments: City Manager’s Office, Finance, Police, Building & Planning, and Public Works. 

The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public.
