DEFINITION

Provide analytical, coordination and operational support within the Development Services Department; primarily responsible for transportation planning functions. Provides secondary support to economic development and special events programs. 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.
• Assist in the implementation of other programs and projects within the functional areas of the team (e.g., Street Smarts, Traffix, SWAT, etc.).
• Serve as project manager on assigned transportation programs and related projects, which includes background research, environmental review, preparation of public notices and staff reports, coordination of meetings and hearings, and oversight of implementation.
• Represent Danville on assigned regional transportation forums, including committees and subcommittees of the Contra Costa Transportation Authority and Tri-valley Transportation Council.
• Attend regional transportation meetings and ensure the Town’s positions are represented; advocate when directed and appropriate; participate on various local interagency and interdepartmental boards and committees; facilitate committee meetings as assigned.
• Perform funding/grant development and administration, including conducting research, identifying regional, state, and federal funding sources, writing proposals, preparing grant applications, and programming and administering awarded grant funds.
• Provide support to other departments, boards and commissions, and the general public.
• Conduct special research projects, including gathering, compiling and analyzing information; provide alternatives and make recommendations on courses of action; give presentations on findings.
• Assist in the development and maintenance of program budgets, monitor expenditures and revenues to ensure availability of funds, initiate invoices, and facilitate collection of funds.
• Administer Danville’s public electric vehicle charging program.

QUALIFICATIONS

Knowledge of:

• Modern principles and practices of transportation and urban planning.
• Project management skills; experience with development of transportation program development and coordinating the planning and design of transportation projects.
• Federal, state, and local transportation grant applications and administration.
• Methods and techniques of effective report preparation and presentation.
• Techniques for effectively representing the Town with the public, community groups, business community, and other professional and regulatory agencies.

Ability to:

• Interpret and explain transportation programs; identify and respond to issues and concerns of the general public, Town Council, and other boards and commissions.
• Provide exceptional customer service and maintain effective relationships with co-workers, management, elected officials, and the general public.
• Read and understand technical drawings and specifications and conduct an analysis of transportation and planning related documents.
• Conduct research, evaluate alternatives, and make recommendations.
• Prepare and present clear and logical reports and studies.
• Prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet deadlines.
• Use tact, initiative, prudence, and independent judgment with general policy, procedural, and legal guidelines.
• Establish, maintain, and foster positive and effective working relationships.
• Work a varied schedule of hours, which may include evenings and/or weekends.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. THE POSITION

Under supervision, a Building Inspector I performs detailed inspection of structures for conformance to codes, ordinances, approved plans, calculations, and specification; and other duties as assigned.

Field Inspection Functions

Performs building, fire, electrical, plumbing and mechanical inspections of all structures during construction to ensure conformance to City/State codes, ordinances, approved plans, calculations, and specifications, using appropriate safety precautions; checks for setbacks and conformance to zoning regulations; checks signs and fences; investigates complaints; interprets codes, reports violations and hazardous conditions and orders corrections; notifies builders of required changes and makes re- inspections; performs fire prevention inspections and investigations of new and existing structures; and advises the public regarding construction practices and principles.

Administrative Functions

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system.

*DUTIES EXPECTED TO BE PERFORMED BY THE TRANSIT PLANNER ASSOCIATE

The City of Berkeley invites you to apply for the position of Recreation Activity Leader in the Parks, Recreation and Waterfront Department! In this role, you will organize, coordinate and lead a wide variety of indoor and outdoor recreation activities at City parks, playgrounds and recreation centers.

Current vacancies are seasonal positions for Summer 2024 (May to August). Recreation Activity Leaders may be assigned to: Tots, Pre-K, or Teen programs, playground programs, Berkeley Day Camp or specialty camps, or youth sports. You will also have the opportunity to work special events.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this classification is:
Equivalent to graduation from high school and either:

1) Two (2) years of progressively responsible experience leading a variety of athletic and recreation activities;
OR
2) Completion of major college coursework leading to a degree in recreation, physical education, group work or a closely related field may be substituted for the above experience on a year-for-year basis;
OR
3) Extensive training and/or experience in a specialized field of endeavor such as dance, ceramics, photography or nature study which has occurred over a period of several years and has resulted in an acceptable level of expertise and the ability to impart knowledge of this field to others.

Under general supervision of the Program Coordinator, staff is responsible for planning and implementing daily age-appropriate activities including crafts, games, songs, drama, storytelling, and supervised play.
