PUBLIC WORKS MAINTENANCE MANAGER

The City of Foster City seeks a Public Works Maintenance Manager who will oversee one of the maintenance divisions of the Public Works Department.  This includes managing personnel and the operations of the division, including administration and budgetary responsibility specifically for the lagoon, levee, streets and lighting, maintenance and replacement, the water and wastewater systems, parks maintenance, and building and fleet maintenance.  This position will also be part of a team working on many complex engineering projects and to integrate new developments into the City’s comprehensive maintenance program.

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This is a full-time, middle management position that requires significant administrative, analytical, and technical skills.  Responsibilities include response to emergency conditions during non-business hours for repair, consultation, and direction, as needed.  This is a senior staff advisor to the Director with significant oversight of the maintenance functions of the different Public Works Divisions.

SUPERVISION EXERCISED AND RECEIVED:

General direction is provided by the Director of Public Works.  This position exercises direct supervision over maintenance superintendents and/or managers, as well as certain administrative support personnel.

IMPORTANT AND ESSENTIAL DUTIES:

• Plans, organizes, and manages the maintenance, operation, inspection, installation, and repair in assigned area of Public Works including:  Wastewater, Water, Streets / Lagoon systems, Parks Maintenance, and Building and Fleet Maintenance. 
• General and technical assignments in researching, analyzing, monitoring, and reporting in fiscal, personnel, and operational areas of projects and programs within the department.
• Organizes the approach and response to demands and needs of the operating divisions for construction, repair and maintenance of city public works systems, equipment, and facilities.
• Analyzes federal, state, and local regulations and assures regulatory compliance; ensures division compliance with city rules, regulations, ordinances, and policies; develops and implements goals, objectives, policies, and priorities.
• Plans, schedules, and assigns projects, and coordinates work schedules as appropriate.
• Coordinates staffing, training, performance standards and levels, and evaluates performance of maintenance division personnel.
• Cooperates with employee group representatives to address operational and personnel problems and develops and implements solutions.
• Ensures compliance with safety policies and safe improvement program budgets.
• Develops cost estimates, specifications, and recommendations on equipment purchases; assists in the preparation of the department budget. 
• Supports Capital Improvement Program (CIP) planning activities and project management.  Provides input into designs of projects, assists in ensuring that projects are completed on time and within budget.
• Participates in administering contracts.
• Prepares project status reports.
• Develops department policy, procedures and guidelines, and makes recommendations to the Director.
• Investigates and responds to citizen complaints, and personnel problems and issues.
• Represents the department and the Director, when necessary, to coordinate efforts with other departments, professional organizations, and outside agencies on public works projects and programs.

EDUCATION AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth grade supplemented by two years of college level coursework.  An AA degree is desirable.

Experience:  Six (6) years of increasingly responsible full-time paid experience in related maintenance management, construction, or engineering; including two (2) years in management/supervisory capacity. Experience beyond six years may be substituted for education on a basis of two (2) years of management experience in a municipal public works environment for each year of required education.

The San Mateo County Libraries seeks an experienced, reliable, and motivated Communications Specialist to join our Library Communications Team.

The successful candidate is an enthusiastic team player who is able to handle multiple projects simultaneously in a fast-paced environment. Reporting to the Communications Manager the Communication Specialist will plan, organize, and coordinate public and internal communications activities for San Mateo County Libraries. The Communication Specialist is expected to be a strategic thinker who develops and executes integrated communications, media and marketing plans for the library system- leveraging multi-communication channels (traditional and online), promotional materials such as, but not limited to, library signage/collateral, web content, press releases and fact sheets- with the goal of advancing outreach and library engagement to community stakeholders and library users.

Under the supervision of the Communications Manager, the Communications Specialist will provide support to the libraries by ensuring the system’s branding strategy and guidelines are adhered to across all libraries and divisions, and may occasionally serve as a media relations contact/spokesperson for the libraries. The individual selected for this position should possess excellent organizational skills, work well under pressure and be capable of performing under fast deadlines to support key messaging, design and branding needs.

Duties may include, but are not limited to, the following:

• Create, develop, distribute and maintain library print and digital assets (e.g., brochures, reports, website, social media, and website) via multiple channels.
• Support the management of all digital and print marketing channels (e.g. digital asset management system, website, blogs, newsletters, social media, flyer creation) to ensure brand consistency.
• Provide copywriting and editing support to the libraries’ print and digital platforms.  
• Develop and implement communication/marketing strategies that include design work, patron messaging, and social media content creation. Adhere to the company’s style guide, ensuring that libraries produce high-quality designed collateral and error-free copy. 
• Under the direction of the Communications Manager, research, design and draft press releases, media pitches and responses, content for library system initiatives, infographics, blogs, library signage, newsletters and internal messaging. 
• Support media relations by serving as a media contact, as needed. Research and draft talking points, occasionally answer reporter inquiries, create content for executive speeches, op-eds, etc.
• Arrange, coordinate and support library events and programs in a virtual and in-person setting. 
• Support and evaluate results of communication campaigns with the team.
   

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Bachelor's degree from an accredited college or university with a major in mass media communication, marketing, public relations, journalism, business or public administration or a closely related field; AND four years of professional experience with responsibility for public relations, media relations, communications, marketing or a closely related field and directly involved in the preparation and dissemination of information to the general public and press.

THE DEPARTMENT:

The Fire Department operates five (5) fire stations throughout the City which are staffed 24-hours per day, plus an Emergency Operations Center and Fire Training Tower. Two fire stations have paramedic ambulances. The City of South San Francisco is the only Fire Department in San Mateo County providing its own paramedic transport services. The Paramedic ambulances respond to medical emergencies, as well as structure fires and other hazardous incidents. The department cross-staffs a Type I/Heavy Urban Search and Rescue, an OES Type VI Engine, and a Rescue Boat.  The City is replacing and expanding two (2) of the existing fire stations, modernizing and relocating the facilities to better serve the public.

MISSION STATEMENT

The South San Francisco Fire Department exists to protect the members of our residential and business communities, our neighbors and visitors, their property, and environment.  We will work to prevent injury and damage through education, fire prevention and to respond to the impact of fire, medical emergencies, natural and human-caused disasters, and release of hazardous materials. 

THE POSITION

An eligible employment list will be created for the position of Paramedic/Firefighter and will be used to fill current and future vacancies. This classification encompasses the full range of firefighter duties and Paramedic Ambulance Transport Services. Incumbents currently work a 2/4 work schedule with a 24-day work cycle (2/24 hour shifts with 4 days off). Training is provided to protect life, property, and the environment from the risks of fire, explosion, and hazardous materials. 

THE DUTIES

Incumbents perform paramedic ambulance transport services, engage in medical aid, firefighting, and all other suppression and prevention activities to protect life and property; drive, operate, and maintain fire apparatus and equipment; assist and participate in training, inspections, and related fire prevention and public education activities.
