Distinguishing Characteristics:

The Maintenance Worker I - Underground Utilities is the entry level class in the Public Works Maintenance series that allows the incumbent to develop journey level knowledge and abilities. The Maintenance Worker II – Underground Utilities is the journey level class in the Public Works Maintenance series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class. Supervision Received/Exercised:

Maintenance Worker I-Underground Utilities Receives immediate supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Maintenance Worker II or a Lead Maintenance Worker. Incumbents in this class do not routinely exercise supervision.

Maintenance Worker II-Underground Utilities Receives general supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Lead Maintenance Worker. May exercise functional or technical supervision over lower level workers.

Essential Functions: (include but are not limited to the following)

• Performs a variety of maintenance, repair, construction and installation work related to sewers and storm drains and water production and treatment plant facilities, wells, reservoirs, and tanks.
• Performs sewer and storm drains maintenance including installing, repairing, and maintaining sewer lines; locates and repairs breaks in sewer mainlines; repairs or replaces valves as needed; hydro flushes and rods; cleans storm drains and ditches.
• Performs installation, maintenance and repair of the City’s water distribution system; inspects for and repairs leaks in meters and lines; operates pipe and leak detecting equipment; performs pump and motor repairs, overhauls, and installations; notifies customers of problems or disruptions of water service.
• Checks pump stations and records flows; flushes and flow tests hydrants; creates and maintains spreadsheets containing daily operation and maintenance data related to water related equipment, meters, water mains, services, and backflows.
• Reads meters on an assigned route and records readings; re-reads meters as necessary and investigates unusual readings and customer complaints; identifies and replaces faulty water meters when required.
• Digs, shovels, hauls, loads and unloads materials; installs shoring and trench plates.
• Monitors underground service alert (USA’s) and marks when necessary.
• Conducts traffic control during maintenance and construction projects; sets up traffic control signs and direct and control traffic around work sites; communicates with the public during flagging duties.
• Operates a variety of hand and power tools including jackhammers, asphalt and concrete saws, pipe threaders, cement mixers, and other hand and power tools; operates trucks, backhoes, and other construction vehicles and equipment; maintains, repairs, and cleans assigned vehicles and equipment; inspects tools and equipment for safety and mechanical defects.
• Assists with City sponsored functions and special events; Assists other Public Works maintenance units when required.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

DEFINITION:

Under general direction, plans, organizes, supervises, and directs the work of the Street and Sewer Division.  This position is responsible for program development, maintenance and repair of the streets, sidewalks, street lights, traffic signals, signage and striping, street sweeping, sanitary sewer and storm systems and all their structures. The incumbent ensures safe work practices, work quality, and accuracy, and serves as a technical resource for assigned work crews and the Deputy Director of Public Works Operations.  The Street and Sewer Division Manager will assume responsible charge of the department in the absence of the Deputy Director of Public Works Operations, and performs other related duties as required. 

DISTINGUISHING CHARACTERISTICS:

The Streets, Storm Drains, and Sewer Divisions Manager is a management class responsible for assigning and supervising the work of crews engaged in the maintenance, construction, and repair of City streets, sidewalks, street lights, traffic signals, signage & stripping, street sweeping, sanitary sewer and storm systems and all their appurtenances.  This classification is distinguished from the next higher classification of Deputy Director of Public Works Operations in that the latter has overall administrative responsibility for Public Works maintenance operations.

QUALIFICATIONS:

Education and Experience:

A typical way to obtain the necessary knowledge, skills and abilities is:

The equivalent of two years experience as a Street or Sewer Supervisor or similar related experience. An AA degree or completion of some college course work in supervision, management, or project management is desirable.

License/Certificate:

Possession of, or ability to obtain, a valid class C California driver’s license. Possession of CWEA Grade 1 certificate in Collection System Maintenance is required and a Grade 2 certificate is required within one year of appointment.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Plans, assigns, supervises, schedules and monitors the work of crews performing a variety of tasks related to the maintenance and repair of the streets, sidewalks, street lights, traffic signals, signage and striping, street sweeping, sanitary sewer and storm systems and all their appurtenances.

• Oversees and develops the preventive maintenance program of cleaning the sewer mains and laterals, as well as the storm mains, catch basins and pump stations.
• Examines and approves plans submitted for sanitary sewer and storm drainage to new buildings, remodels and capital improvement projects. Suggests improvements in division procedures and meets with citizens to discuss street and sewer services and resolves complaints.
• Directs the repair and installation of sewer mains, storm mains, and laterals.
• Prioritizes and schedules the repair of streets, sidewalks and curb and gutters, and street signing and painting. Supervises the training of employees and coordinates the worker safety program.
• Supervises and inspects work performed by contractors regarding sewer services, sewer and storm mains, and street resurfacing.
• Writes and administers contracts such as crack sealing, easement cleaning and spraying, CCTV inspection, sidewalk and parking structure cleaning.
• May be required to work during other than normal duty hours, including evenings, weekends, and holidays.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Safely and effectively operate heavy equipment and tools such as; backhoes, loaders, sewer rodders, trucks, street sweepers, hydro-jet/vacuum trucks, hydraulic equipment, locators, bob-cats, saws, grinders, pipe cutters, electric sewer snakes, etc. Operate and understand computerized telemetry systems. Safely and effectively operate a variety of maintenance equipment, tools, and materials. Operate an office computer including programs such as Word, Excel, PowerPoint and Access and utilize email and the Internet; input work order data in the database correctly. Operate computerized telemetry systems to respond to and acknowledge alarms.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot, and cold. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds is also required.

SUPERVISION RECEIVED/EXERCISED:

Receives general direction from the Deputy Director of Public Works Operations.  Exercises direct and indirect supervision over assigned staff.

SALARY AND HOURS:

$9,312.58 – $11,319.34 per month.  This is a full-time position working an alternative 9/80 work schedule; nine hours per day, four days per week plus one eight hour day once every two weeks.

• Performs a variety of maintenance and repair work on various City facilities and structures including streets, landscaped areas, recreation facilities, sewer, storm drains, traffic signals, and other public facilities.
• Operates construction and maintenance equipment and power tools such as a dump truck, front-end loader, backhoe, tractor, overlay machine, jetter, compressor, jackhammer, paint sprayer, and concrete saw; maintains hand tools and assigned equipment; performs preventive maintenance on equipment.
• Conducts traffic control when working in high traffic areas of the City; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and controls traffic around work sites.

The Department of Public Works is seeking well-qualified candidates for the position of Utility Worker II.
 
Utility Workers perform a variety of manual tasks such as building and grounds maintenance; minor equipment repair; transportation of materials, supplies, or patients; and operation of the laundry services in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers.  Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing inmates, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials or patients; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Recreation Division consists of seven program areas, including Aquatics, Classes, Cultural Arts, Childcare, Senior Services, Sports and Rentals. The Child Care Program Area includes three preschools for children 2.5 to 5 years; four licensed after school recreation programs for school-age children Kindergarten-12 years; two grant funded ASES programs (REAL Program) designed for academic support for school age children Kindergarten–12 years old; Summer, Spring and Winter camps for children kindergarten through 12 years old; TEEN camp in Summer; Full of Fun Camp and Nights of Fun.

THE POSITION  

The Preschool Teacher will direct, plan, develop, and implement an educational program that provides for the full intellectual and social development of each child.  This journey-level classification is distinguished from the next higher level in that this classification has sites and few administrative and coordinative responsibilities.

Incumbents daily have direct contact with the children and parents.  Incumbents must perform in accordance with specific instructions and are reviewed for compliance with State of California requirements.

Depending on the level of experience, the vacancy will be filled as either a Preschool Teacher I or Preschool Teacher II.

THE JOB and THE IDEAL CANDIDATE

This electric operations unit is responsible for the construction, operations, and maintenance of the overhead and underground distribution system, distribution substations, street lighting, traffic signals, communication, electric metering, system protection and SCADA systems. These operations ensure performance, quality, cost, and safety standards are met, and that we deliver safe and reliable services to our utility customers.

This position manages the implementation of daily operations and programs and works with engineering in the development of systems improvements to ensure operating viewpoints and requirements are considered. This position oversees budgets, and staff, consultants, and contractors, and resolves complex customer service issues. The Electric Operations Manager will ensure compliance with regulations, laws and codes, and develop and implement policies and procedures. The Manager will exercise a high level of technical expertise, be a key part of the leadership team, and prepare written and oral reports for management, boards and commissions, and City Council.

IDEAL QUALIFICATIONS

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:
• Bachelor's degree and seven years of directly related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Distinguishing Characteristics: The Plant Operator III is the advanced journey level class responsible for the full range of treatment plant responsibilities and for the performance of the most complex and difficult assignments within the series. Incumbents in this classification provide training to less experienced staff. This classification is distinguished from the next higher classification of Chief Utility Operator in that the latter is responsible for the overall operation and supervision of the wastewater treatment program.

The Chief Plant Operator – Wastewater Treatment is a supervisory level class within Public Works responsible for assigning and supervising the day-to-day operation, development, repair, and maintenance of the City’s wastewater treatment facilities, and incumbents are expected to perform the full scope of assigned duties. This classification is distinguished from the next higher classification of Utilities Operations Manager in that the latter is responsible for the overall management and administration of the Utilities Division.

Examples of Duties: (include but are not limited to the following)

Operates , monitors and maintains all plant equipment and components, including but not limited to pumps, valves, gearboxes, fans, blowers, aerators, flow controls; reads and interprets meters, gauges and charts; maintains and upgrades mechanical and electrical systems.

Conducts regular on-site inspections of plant and system operations making appropriate adjustment to process controls ensuring that operational problems are identified and corrected; ensures that plants are operating within safety standards established by federal, state and local laws, ordinances and regulations.

Performs basic and skilled water and wastewater pollution control and laboratory testing and analysis; takes samples and coordinates detailed testing with outside laboratories; adheres to quality assurance programs for laboratory analysis and instrumentation; prepares and updates reports, including records and logs in compliance with state and federal mandates for reporting.

Performs maintenance and construction work as directed on the water and wastewater treatment system and related facilities; maintains plant facilities and grounds in a safe, clean and orderly condition; loads and unloads equipment and materials.
