The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.

Public Works Inspector 

Salary Range: $95,030 - $128,289

The Town of Los Altos Hills is currently seeking a qualified Public Works Inspector to join our dedicated team. This position offers a unique opportunity to contribute to developing and maintaining public infrastructure, ensuring that projects align with the Town's standards and regulations.

About the Position

The Public Works Inspector, reporting to the Public Works Director/City Engineer or a designated Manager/Engineer, is a non-exempt, hourly position responsible for supervising other inspectors as needed. This role is open for recruitment or may be flexibly staffed through promotion. The incumbent performs a range of journey-level to advanced public works inspection duties, focusing on municipal construction projects and private development, particularly concerning sanitary sewer systems, storm infrastructure, and street construction. Responsibilities include issuing and inspecting encroachment permits and sewer connection permits in compliance with Town Ordinances and applicable federal and state regulations. The position involves both office and fieldwork, addressing community requests and concerns related to these projects.

Key Responsibilities

The duties of the Public Works Inspector may include, but are not limited to, the following:

• Inspect Town projects and private developments at various stages to ensure conformance with plans, specifications, and applicable regulations as approved by the Town.
• For Town capital or maintenance projects, check project plans and specifications for constructability, accuracy, suitability, and completeness and make recommendations to Public Works engineers.
• Assist with the Public Works engineers in preparing plans, specifications, and cost estimates for various capital improvement and maintenance projects.
• Participate in collecting field surveys and mapping data. Assist Public Works engineers in collecting/verifying field data and quantifying estimations for projects.
• In systematic and organized ways, prepare/document and maintain daily inspection reports, progress reports, project schedules, progress payments, change orders, claims, and other written documentation; maintain photographic documentation of various phases of construction; document and report on field changes; and collect certified payrolls.
• Validate monthly progress payments from contractors.  Record the amounts and type of materials used and work performed to prepare necessary reports for progress payments.
• Document deficiencies and deviations from plans and specifications, consult with engineers or supervisors, and direct the means and timing of compliance with contractor personnel. 
• Review and facilitate Public Works permit applications; consult and coordinate with Public Works engineers for approval of applications/permits; provide assistance and guidance to applicants; assess fees and issue Public Works permits including encroachment and sewer connection permits; facilitate pre-construction meetings; provide timely inspections services; and closeout of permits.
• Review plans and specifications of assigned projects, consult with engineers, and attend pre-job conferences.  
• With guidance from the Public Works Director/City Engineer or direct supervisor, meet and confer with developers, contractors, engineers, and the general public relative to Town policies, regulations and procedures, and coordinate discrepancies/problem situations with a wide variety of stakeholders.
• Inspect materials used for conformity to specifications.  
• Coordinate the review of contractor’s submittals for construction projects; confer with contractors and developers regarding conformance to standards, plans, specifications, and codes; consult with the Public Works engineers; and evaluate alternatives. 
• Consult with engineering and other department staff regarding field issues and deviations from the approved plans and specifications or permit requirements. 
• Conduct preconstruction meetings and project site inspections to document existing conditions. 
• Assist in providing responses to Contractor Request for Information (RFI) or questions from developers.
• Review the contractor’s construction schedule for compliance with Town or project requirements. 
• Monitor and enforce traffic control plans as approved by a traffic engineer and per Town requirements. 
• Conduct weekly project meetings with contractors and stakeholders. 
• Schedule quality assurance materials testing to verify compliance including source inspections and materials acceptance; review test reports; and compare Certificates of Compliance or source release tags with the applicable materials at the project site. 
• Prepare initial punch list and consolidate comments into final punch list and perform final project inspection.
• Perform various duties related to assigned projects, including coordination with other Town departments and utility/external agencies.  
• Respond to inquiries and complaints by researching information, inspecting areas of concern, advising contractors and residents of problems, and recommending corrective actions.
• Research information on construction projects, document findings and related subjects and prepare reports and correspondence to communicate findings/recommendations to management.
• Conduct inspections for erosion and sediment control measures, Municipal Regional Stormwater Permit, and other NPDES-related inspections.  
• Monitor and enforce contractor’s compliance with the Stormwater Pollution Prevention Plan (SWPPP) and Municipal Regional Stormwater Permit (MRP) provisions. 
• Schedule and participate in utility coordination meetings with utility agencies. 
• Daily monitoring of the Underground Service Alert (USA) request system and marking of Town utilities. 
• As approved by the Public Works Director/City Engineer, prepare and issue “stop work” notices for work being done without permits, unsafe working conditions, and noncompliance with permit requirements.
• Act as liaison between the Town, contractors, other agencies, and residents affected by projects; maintain communication among the parties; respond to and resolve issues and complaints or refer them to the proper office for resolution; and prepare work orders in response to complaints. 
• Investigate field problems and public works service requests affecting property owners, contractors, and maintenance operations and resolve issues to achieve satisfactory results.
• Coordinate public works activities with other Town departments and with outside agencies.

• Apply and enforce relevant codes, ordinances, rules, and regulations; and, as assigned, oversee regulatory agency permits and requirements.

• Coordinate/manage the annual townwide survey of Town trees performed by consulting arborist. 
• As directed, inspect the conditions of town assets such as streets, sanitary sewers, storm infrastructure, pathways, street trees, and facilities.
• Regularly inspect deficiencies and maintenance/safety issues around the Town and create work orders as necessary.’ Provide excellent customer service to citizens, staff, and outside organizations.  Follow up on complaints and inquiries and provide responses and solutions in a timely manner.
• Attend work-related training for public work job function requirements.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform various work tasks. 
• Establish, maintain, and foster positive and effective working relationships with those contacted during work.
• Perform other inspector-related duties as assigned.

Minimum Qualifications

The successful candidate for the Public Works Inspector position must possess the following knowledge, skills, and abilities:

• Materials, methods, principles, and practices used in public works construction, including streets, pavement, pathways, sanitary sewer, storm drains, and related appurtenances. 
• Principles and practices of construction inspection related to streets, sanitary sewers, storm infrastructure, pathways, and grading.

• Basic practices of construction contract administration in a public agency setting. 
• Applicable Federal, State, and local laws, codes, and regulations, including administrative and department policies and procedures.

Experience and Training Guidelines
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered. A typical path to qualifying for the Public Works Inspector position includes:

• Completion of the twelfth grade or possession of a high school equivalency.
• At least two years of full-time experience in public works inspection or maintenance.

Licenses and Certifications

• Possession of a valid California Class C driver's license and a satisfactory driving record is required for initial and continued employment.
• The APWA Public Infrastructure Inspector Certification is highly desirable but not required.

Working Conditions

This position requires both fieldwork and office duties. The Public Works Inspector will frequently travel from site to site for inspections and work in an office environment utilizing computers and other business equipment. The role involves working independently in the field, sometimes alone, at various project sites.

Physical Demand

The candidate must have the physical ability to:

• Travel to and work at various sites within and outside the Town.
• Sit, stand, walk, stoop, crawl, crouch, and climb for extended periods.
• Navigate steep or rough terrain and work outdoors in various weather conditions.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.
2. Facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
3. Assists in evaluation efforts to determine the effectiveness of services provided.
4. Educates employees, supervisors and managers regarding EAP service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program.

Foster City is looking for a fast learner with some planning or building experience to fill the position of Building Permit Technician. This is an entry-level position that can serve as the first step in establishing a career in Planning or Building services. Foster City offers a unique experience to utilize customer service and people skills while deepening your technical knowledge in the building permit process. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician Certification is highly desirable.

Experience: Two (2) years experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. 

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• ICBO Permit Technician Certification is required within the first full year of employment with the City in this position

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digesters, centrifuge, chlorinators and valves to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and control panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases, and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records and shift logs; assists in the training of other plant operators, makes operating decisions in the absence of supervisory personnel; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electrical motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in the water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant, make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Two years experience in water quality control plant operations. Specialized training may be substituted for 6 months experience.

DEFINITION

Under general supervision, operates and maintains equipment and facilities of the water quality control system, and performs other related work as required.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digester, centrifuge chlorinators to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and controls panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electric motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant; make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.
