About the Division

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

Accountant I

This is the entry-level classification in the Accountant Series. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV - Confidential.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, performs internal audits of County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

THE POSITION

Under general direction, the Senior Accountant performs and supervises professional accounting and auditing work of staff responsible for providing financial accounting and record-keeping in connection with general ledger, budget preparation, and budgetary control, purchasing activities, payroll; and performs a variety of professional accounting tasks relative to assigned area of responsibility.

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. The City delivers municipal services through seven departments:  the City Manager's office (including the City Clerk, Economic Development, and City Attorney), Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police, and Fire (via North County Fire Authority). THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. Department staff prepare the annual operating and capital budgets, coordinate the external audit process, etc. The ideal candidate will be contributing and joining a team of five team members. 

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Deputy Finance Director. Responsibilities may include direct and indirect supervision of technical and clerical personnel.

ESSENTIAL AND IMPORTANT DUTIES

AN EMPLOYEE IN THIS POSITION MAY BE CALLED UPON TO DO ANY OR ALL OF THE FOLLOWING ESSENTIAL DUTIES:

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.
• Participates in fiscal and accounting work in connection with budget preparation, purchasing activities, and payroll analysis.
• Processing and pre-auditing accounting documents and transactions in conformance with established procedures and controls.
• Prepares work papers, financial statements and various reports for internal accounting and for Federal, State and other outside agencies.
• Reviews, reconciles and audits accounting records of receipts, disbursements and encumbrances to ensure fiscal accuracy and control.
• Delegates, plans, directs, and assigns accounting work to lower-level staff. May be required to train, coach, monitor and evaluate staff performance.
• Assists with fiscal year-end closing, prepares bank reconciliation, and prepares quarterly and annual financial reports.
• Makes journal entries and keeps balance sheets on all transactions to ensure the maintenance of accurate accounting records.
• Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts, amendments and other documents to ensure grant compliance.
• Performs fixed assets accounting, monitors and maintains accurate and up-to-date records on City's fixed assets.
• Prepares investment activity summary and quarterly treasurer’s reports.
• Analyzes, recommends improvements, develops, and implements fiscal policies, procedures, and internal controls and re-aligns business practices with technology.

EMPLOYMENT STANDARDS

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education and Training:

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting or business administration or related field, and

Experience:

Four (4) years of recent, progressively responsible experience in the field of professional accounting and auditing. Supervisory experience is desirable.

Experience in a public agency or governmental accounting experience is highly desirable.

Certification:

Must possess a valid California Class C driver’s license and have a satisfactory driving record.

Knowledge of:

• Generally accepted accounting principles (GAAP) and basic principles, practices, and procedures of Accounting as applied to Governmental Accounting Standards (GASB).
• Principles, practices, methods, procedures, and techniques used in governmental accounting, financial administration, and budgeting.
• Application of data processing to accounting and financial management. Budget preparation and administration, auditing, preparation of financial statements, basic billing and collection procedures, grant and fund accounting, and record-keeping.
• Modern office practices, procedures, methods, and equipment, including computer systems and applicable software.
• Principles of supervision, training, and performance evaluation.
• Federal and State grant regulations and guidelines.

Skills:

• Operate standard office equipment, including a computer and a variety of word processing and software applications, including financial and accounting programs.
• Prepare, examine and verify financial documents, reports, and transactions
• Prepare a variety of financial statements, reports and analyses.

Abilities:

• Plan, assign, supervise and coordinate the work of accounting staff.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Read, interpret and record data accurately
• Analyze complex issues and prepare clear and comprehensive financial reports and statements.
• Interpret, explain, and apply applicable laws, codes, and regulations.

The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public. The Finance Department provides support services to the Town departments and citizens.  Support services include budgeting, accounting and financial reporting, treasury, and revenue management, purchasing and accounts payable, payroll, debt management, financial analysis, and other administrative functions.  Services provided to customers include water, sewer and storm drain utility billing and customer support, alarm billing, business licensing, Town main phone line reception and other services.

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019. The Fire Department is proud to serve the Cities of Belmont, Foster City and San Mateo as a Joint Powers Authority. The Department collectively has ten engines and two trucks operating out of nine fire stations.  There are 164 full-time employees assigned to one of the following divisions:  Administration, Community Risk Reduction, Training, Emergency Preparedness, Fire Operations and EMS.  The Department serves nearly 164,000 residents daily with a day-time population around 230,000.   Additionally, the department participates in a mutual aid program throughout the county, helping to serve a million people daily.
