The City of Brisbane is currently recruiting for a Communications & Digital Media Coordinator. Under the general supervision of the Communications Manager, organizes and implements communication actions, activities, and messaging in order to grow City-owned pages and leverage the power of social media; produces videos and readies them for sharing across all owned platforms, including the City’s website; maintains a content calendar to support strategic communications activities; and helps cultivate the City’s relationships with the residents of Brisbane.  A full classification description is available online at: www.brisbaneca.org/communications-coordinator.

 

POSITION:

This classification is distinguished from all other classes by its responsibility for the day-to-day operation of communications programs, and by its coordinating, supervisory, and administrative duties for the assigned program. The individual holding this position will work directly with Communications Manager to assist in the planning, development, implementation, and administration of the City's communication plan and communication strategies.

Examples of Duties (Illustrative Only):

• Creates, reviews, edits, and/or distributes innovative and diverse communications tools in print or digital form, which may include flyers, brochures, ads, newsletters, graphics, and videos to expand visibility and awareness of emerging issues, programs, priorities, and progress on community, City Council and organizational goals, initiatives, and accomplishments.
• Develops compelling stories, messages, and visuals through a variety of mediums including video that attract and engage a digital audience while following the City’s brand standards and communication style guidelines.
• Develops and executes editorial calendar for City-administered platforms and website.
• Customizes outreach content and medium to each population/initiative as appropriate to enhance civic engagement.
• Optimizes City-administered pages within each platform to increase the visibility of the City’s information and content.
• Provides visual enhancements of information and multimedia on the City’s website.
• Provides timely responses to residents’ and followers’ queries and comments.
• Monitors the City's social media performance; uses data to develop and optimize marketing communications strategies.
• Takes photos and videos for City-administered sites and publications; maintains archives.
• Assists with production of monthly print newsletter.
• Livestreams shorter City events.

 

QUALIFICATIONS:

Any combination of education, experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: Possession of a Bachelor's degree from an accredited college or university with major coursework in communications, marketing, journalism, web design, or a closely related field.

Experience: Minimum of three (3) years of increasingly responsible experience in multi-media/marketing communications or a related field; or equivalent technical training, education, and/or experience.  Required experience to include content creation such as blogging, writing, and/or video, and photography.  Practical experience in social media marketing or search engine optimization is desired.  Additional experience in a professional or support capacity in a government department may be substituted for the required education on a year-for-year basis.

Licenses: Possession of a valid class C California driver’s license and have a satisfactory driving record.

Knowledge of:

• Techniques of effective, transparent, and timely communication and outreach.
• Structure and content of the English language, including spelling, punctuation, grammar, and rules of composition.
• Writing for digital platforms including web and social media.
• Photography and video techniques.

Physical Demands: Must possess the mobility to work in a standard office setting and use standard office equipment, including a computer, and to travel to different sites or locations and move up to 20 pounds; vision to read printed materials and computer screen; and hearing and speech to communicate in person and over the telephone.

Work Location: The selected individual will be required to work onsite in the office with the possibility of hybrid telework once established in the position.

 

SALARY:

$34.37 – $36.08 – $37.89 – $39.78 – $41.77 per hour.  Appointments are generally made at the first step in this range.

 

BENEFITS:

This position is eligible for benefits under the General Employees Association Memorandum of Understanding.  Health benefits are offered through the CalPERS Health Program.  The City contributes to a flexible benefit plan towards the cost of several health plans offered, up to family coverage for Kaiser. City provides paid vision through VSP, dental through a self-insured reimbursement program, long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through MHN.  Retirement benefits are provided through CalPERS: 2%@60 for “Classic” members, 2%@62 for New (PEPRA) members (no participation in Social Security). The City will make a contribution of 1.5% to a Deferred Compensation 457 plan with additional matching available.  Flexible health reimbursement and dependent care spending accounts are also available.  Free commuter shuttle to and from BART and Caltrain.

Vacation: 80 hours annually

DESCRIPTION/RESPONSIBILITIES:

The City of San José - Mineta San José International Airport is currently recruiting for an Airport Operations Superintendent I/II.  Newly hired Superintendents can expect to be assigned to one of four sections of Airport Operations.  Current vacancies are in the Terminal Management and Landside sections.

 

Airport Operations Superintendent I/II may be assigned to or rotate between the Sections within the Airport Operations Division including Airside, Landside, Terminal / Customer Service, or Security Sections. Programs within these Sections over which the Airport Operations Superintendent I/II may have managerial responsibilities include airfield operations, Manager-On-Duty, noise monitoring, emergency planning, general aviation, public parking, airport shuttle and ground transportation, parking and curbside traffic control, terminal management, customer experience and services, security compliance, airport identification badging, and Airport Operations Center (AOC) functions.

 

This position may require the supervision of a large number of staff and requires an individual who can provide a high level of leadership and supervision.  Additionally, the position may interact regularly with Airport customers, contractors, tenants, government agencies, and other City departments.  Successful candidates must demonstrate excellent communication skills, program/project management capabilities, and the ability to handle confidential and sensitive information.

 

The Airport Operations Superintendent I/II positions typically work Monday through Friday day shifts, but may periodically work different shifts, covering twenty-four hours per day, seven days per week, including weekends and holidays, to ensure subordinate staff receive appropriate supervision.  The Airport Operations Superintendent I/II position also provides twenty-four hours per day, seven days per week, including weekends and holidays, stand-by support to vended services and the Manager-on-Duty position.

 

This position requires the ability to interpret complex regulations and a strong knowledge of various computer programs and software such as Microsoft Office as well as variety of proprietary computer systems, databases, and software.  A strong technical background or a demonstrated ability to learn new technology is preferred.  Previous, demonstrated work experience in Airport Operations at a Certificated Commercial Service Airport is highly desired.

The City/County Association of Governments of San Mateo County (C/CAG), a Joint Powers Authority, is seeking qualified applicants for the position of C/CAG Program Director.
 
Under the direction of the Executive Director, the C/CAG Program Director plans, organizes, directs, and coordinates activities and programs related to transportation and mobility, balanced growth, and climate resiliency for the County.

The ideal candidate will have five years of managerial experience ideally in the transportation or a related field, will have experience in city or regional planning, and will have familiarity with transportation policies.  The ideal candidate will also have experience with funding management and will have knowledge of governmental procurement principles and experience with contract negotiation, preparation, and administration. In addition, the ideal candidate will have knowledge of and experience with the state legislative process.

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County.  C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees.  C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager.
 
C/CAG was initially formed to address common issues among members, to adopt and implement state mandated countywide plans and programs including Congestion Management, Airport Land Use Compatibility, and integrated solid waste management.  Over time, it has evolved to address several additional issues that affect the quality of life of the community, including transportation planning and sustainable communities, stormwater runoff, transportation/housing linkage, and climate change. C/CAG provides a unique forum for the cities and the County to collaborate on common issues and develop cost-effective solutions.
 
C/CAG serves the people of San Mateo County by partnering with state, regional, and local agencies and by building relationships with community-based organizations, non-profits, and advocacy organizations to understand community needs and challenges.

Examples of Duties:

Duties may include, but are not limited to, the following:

• Provide technical support and recommendations to the C/CAG Board in the formulation and implementation of transportation policy, funding, programming, planning, and projects.
• Act as staff liaison to C/CAG committees as assigned by the Executive Director.
• Provide technical support and analysis to the C/CAG Board on transportation-related issues including housing and land use.
• Work on assignments that are highly complex and sensitive in nature, where substantial judgment and initiative is essential.
• Procure, manage, direct, and monitor consultant services, including contract negotiation and invoice processing.
• Monitor and ensure effective internal controls are in place for projects and programs to ensure compliance with all applicable federal, state, and local laws and regulations.
• Recruit, develop, supervise, and evaluate staff and ensure timeliness and quality of staff work products.
• Apply for and administer grants and manage grant-funded projects.
• Represent CCAG in federal, state, regional, and local transportation or housing-related task forces, work groups, and committees.
• Work in collaboration with C/CAG member agencies and partner agencies to ensure customer satisfaction, as well as, to represent C/CAG's best interests.
• Analyze transportation-related policies and proposed legislation, recommend positions to be taken by C/CAG and maintain liaison with officials in the legislative and other governmental offices to further C/CAG goals, objectives, and interests.
• Coordinate among C/CAG member agencies, the Metropolitan Transportation Commission (MTC), the Association of Bay Area Governments (ABAG), the California Department of Transportation (Caltrans), and the California Transportation Commission (CTC) regarding transportation projects, programming, and allocation of funds.
• Supporting major C/CAG projects and programs such as the C/CAG Smart Corridor, the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA), and other major transportation programs of countywide significance.    
• Assist or represent the C/CAG Executive Director on the Executive Council for the SMCEL JPA.
• Provide staffing support to SMCEL JPA including, but not limited to, contract and procurement.
• Develop recommendations to the SMCEL JPA Board, coordinate with SMCTA staff and SMCEL JPA Policy/Program Manager, negotiate and/or coordinate with BAIFA, BATA, CHP, and Caltrans for maintenance and operation of express lanes.
• Assist the Executive Director in strategic planning and organization management and participate as a member of the senior management team in the development and implementation of organization-wide policies and programs that will contribute to its overall success.
• Oversee and participate in selecting, training, motivating, and evaluating personnel and contractors and recommend and implement personnel actions, such as promotions, transfers, discharges, and disciplinary measures.
• Administer and manage C/CAG funding programs such as Measure M funds, OneBayArea Grant (OBAG), Transportation Development Act (TDA) Article 3, Transportation Fund for Clean Air (TFCA), Lifeline Transportation program, State Transportation Improvement Program (STIP), as well as other federal, state, and regional-funded programs such as those authorized by SB1 and RM3 as they relate to C/CAG.
• Maintain and track program and project budgets, review accounting/financial reports from C/CAG Fiscal Agent and reconcile differences, and act as a direct liaison for financial audits on responsible programs/projects.
• Develop and recommend strategies and priorities on transportation, movement of people and goods, traffic congestion relief, and associated strategies as they relate to housing and land use.
• Develop and implement plans and programs such as PDA Investment and Growth Strategy, Countywide Transportation Plan, Congestion Management Program, Countywide Pedestrian and Bicycle Plan, and transportation maps and coordinate between the region and San Mateo County on the development and implementation of Plan Bay Area and associated activities.
• Coordinate with Bay Area County Transportation Agencies (BACTA) and regional and state agencies on the development and implementation of policies, programming, and project delivery.
• Assist member agencies on the programming and delivery of federal and state-funded projects.
• Create goals and strategies that support C/CAG's vision and management philosophy.
• Plan, direct, manage, and support C/CAG-sponsored and C/CAG-supported projects and work with  involved agencies and consultants to ensure timely and cost-effective delivery of these projects.
• Coordinate with federal, state, regional, and local agencies to ensure compliance with pertinent administrative requirements.
• Perform related duties as assigned.

 

QUALFICIATIONS

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Recreation Division consists of seven program areas, including Aquatics, Classes, Cultural Arts, Childcare, Senior Services, Sports and Rentals. The Child Care Program Area includes three preschools for children 2.5 to 5 years; four licensed after school recreation programs for school-age children Kindergarten-12 years; two grant funded ASES programs (REAL Program) designed for academic support for school age children Kindergarten–12 years old; Summer, Spring and Winter camps for children kindergarten through 12 years old; TEEN camp in Summer; Full of Fun Camp and Nights of Fun.

THE POSITION  

The Preschool Teacher will direct, plan, develop, and implement an educational program that provides for the full intellectual and social development of each child.  This journey-level classification is distinguished from the next higher level in that this classification has sites and few administrative and coordinative responsibilities.

Incumbents daily have direct contact with the children and parents.  Incumbents must perform in accordance with specific instructions and are reviewed for compliance with State of California requirements.

Depending on the level of experience, the vacancy will be filled as either a Preschool Teacher I or Preschool Teacher II. 

DESCRIPTION/RESPONSIBILITIES:

The Public Works Department is currently recruiting for an overstrength Audiovisual Engineer. This position is currently approved through June 30, 2022, and is subject to extension.
The Audiovisual (AV) Engineer manages and performs technical engineering work in design, installation, maintenance and repair of AV systems at City owned facilities. This position will conduct the integration, operation, maintenance, and repair of AV systems for in-person and hybrid meetings, including but not limited to, City Council meetings, Council Committee meetings, Commissions, and Board meetings, as well as other events at City Hall and in other Citywide facilities.The AV Engineer will also assist the AV Program Manager in scoping and managing capital improvement projects at City Hall and within Citywide facilities, and may assist the Broadcast Program Manager as needed.  

Typical duties include, but are not limited to:
• Operate and manage professional audio, video, and networking equipment 
• Test equipment, tools, and materials used in the design, development, upgrading, installation, maintenance and repair of video and audio equipment, components, and systems
• Design and integrate hybrid analog/digital AV systems
• Determine from tests and inspections the sources of malfunctions and system limitations in complex video and audio equipment and systems and prescribe necessary repairs and/or enhancements
• Read and interpret AV system and networking equipment specifications
• Establish and maintain a work environment that is conducive to proactive planning, supports employee morale, and enhances productivity
• Prepare written reports and correspondence
• Prepare and maintain operating records
• Communicate and interact tactfully and effectively with City officials, employees, supervisors, employees from other City departments, contractors, vendors and the public.
