PUBLIC WORKS MAINTENANCE MANAGER

The City of Foster City seeks a Public Works Maintenance Manager who will oversee one of the maintenance divisions of the Public Works Department.  This includes managing personnel and the operations of the division, including administration and budgetary responsibility specifically for the lagoon, levee, streets and lighting, maintenance and replacement, the water and wastewater systems, parks maintenance, and building and fleet maintenance.  This position will also be part of a team working on many complex engineering projects and to integrate new developments into the City’s comprehensive maintenance program.

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This is a full-time, middle management position that requires significant administrative, analytical, and technical skills.  Responsibilities include response to emergency conditions during non-business hours for repair, consultation, and direction, as needed.  This is a senior staff advisor to the Director with significant oversight of the maintenance functions of the different Public Works Divisions.

SUPERVISION EXERCISED AND RECEIVED:

General direction is provided by the Director of Public Works.  This position exercises direct supervision over maintenance superintendents and/or managers, as well as certain administrative support personnel.

IMPORTANT AND ESSENTIAL DUTIES:

• Plans, organizes, and manages the maintenance, operation, inspection, installation, and repair in assigned area of Public Works including:  Wastewater, Water, Streets / Lagoon systems, Parks Maintenance, and Building and Fleet Maintenance. 
• General and technical assignments in researching, analyzing, monitoring, and reporting in fiscal, personnel, and operational areas of projects and programs within the department.
• Organizes the approach and response to demands and needs of the operating divisions for construction, repair and maintenance of city public works systems, equipment, and facilities.
• Analyzes federal, state, and local regulations and assures regulatory compliance; ensures division compliance with city rules, regulations, ordinances, and policies; develops and implements goals, objectives, policies, and priorities.
• Plans, schedules, and assigns projects, and coordinates work schedules as appropriate.
• Coordinates staffing, training, performance standards and levels, and evaluates performance of maintenance division personnel.
• Cooperates with employee group representatives to address operational and personnel problems and develops and implements solutions.
• Ensures compliance with safety policies and safe improvement program budgets.
• Develops cost estimates, specifications, and recommendations on equipment purchases; assists in the preparation of the department budget. 
• Supports Capital Improvement Program (CIP) planning activities and project management.  Provides input into designs of projects, assists in ensuring that projects are completed on time and within budget.
• Participates in administering contracts.
• Prepares project status reports.
• Develops department policy, procedures and guidelines, and makes recommendations to the Director.
• Investigates and responds to citizen complaints, and personnel problems and issues.
• Represents the department and the Director, when necessary, to coordinate efforts with other departments, professional organizations, and outside agencies on public works projects and programs.

EDUCATION AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth grade supplemented by two years of college level coursework.  An AA degree is desirable.

Experience:  Six (6) years of increasingly responsible full-time paid experience in related maintenance management, construction, or engineering; including two (2) years in management/supervisory capacity. Experience beyond six years may be substituted for education on a basis of two (2) years of management experience in a municipal public works environment for each year of required education.

POSITION

This Administrative Assistant position will report directly to Police Department Command and will be expected to manage police specific projects related to legacy software/hardware systems (Axon Evidence.com and Body Worn Cameras, etc) and future technology research and procurement.  Additionally, this position will support Police Department involvement in City led initiatives by researching and compiling data from police specific databases.  While not a technology or IT specific position, there are police software/hardware systems that require frequent management and updates, which will require related knowledge.  This position will also require networking with other police department representatives to strengthen our interoperability through shared systems. 

DEFINITION

The San Mateo County Libraries seeks an experienced, reliable, and motivated Communications Specialist to join our Library Communications Team.

The successful candidate is an enthusiastic team player who is able to handle multiple projects simultaneously in a fast-paced environment. Reporting to the Communications Manager the Communication Specialist will plan, organize, and coordinate public and internal communications activities for San Mateo County Libraries. The Communication Specialist is expected to be a strategic thinker who develops and executes integrated communications, media and marketing plans for the library system- leveraging multi-communication channels (traditional and online), promotional materials such as, but not limited to, library signage/collateral, web content, press releases and fact sheets- with the goal of advancing outreach and library engagement to community stakeholders and library users.

Under the supervision of the Communications Manager, the Communications Specialist will provide support to the libraries by ensuring the system’s branding strategy and guidelines are adhered to across all libraries and divisions, and may occasionally serve as a media relations contact/spokesperson for the libraries. The individual selected for this position should possess excellent organizational skills, work well under pressure and be capable of performing under fast deadlines to support key messaging, design and branding needs.

Duties may include, but are not limited to, the following:

• Create, develop, distribute and maintain library print and digital assets (e.g., brochures, reports, website, social media, and website) via multiple channels.
• Support the management of all digital and print marketing channels (e.g. digital asset management system, website, blogs, newsletters, social media, flyer creation) to ensure brand consistency.
• Provide copywriting and editing support to the libraries’ print and digital platforms.

• Under the direction of the Communications Manager, research, design and draft press releases, media pitches and responses, content for library system initiatives, infographics, blogs, library signage, newsletters and internal messaging. 
• Support media relations by serving as a media contact, as needed. Research and draft talking points, occasionally answer reporter inquiries, create content for executive speeches, op-eds, etc.
• Arrange, coordinate and support library events and programs in a virtual and in-person setting.

The Town of Los Altos Hills is seeking either an Assistant or an Associate Planner, depending on qualifications, to join its outstanding team of community development professionals. Incorporated in 1956, Los Altos Hills is a residential community of nine square miles with a population of 8,334. Town Hall is located on a 2.2 acre campus that is within walking distance of downtown Los Altos. The current Town Hall opened in 2005. An extensive pathway system comprised of about 85 miles of trails and off-road paths connects most of the community and provides a nice environment for walking, running or cycling.

Assistant Qualifications:
• Bachelor’s degree from an accredited four year college or university, with major course work in urban planning, geography, architecture, environmental studies and/or related field.
• One to two years of professional experience in urban or environmental planning, preferably with a public agency or agencies. A Master’s degree can be substituted for one year of experience.

• Bachelor’s degree from an accredited four-year college or university, with major course work in urban planning, geography, architecture, environmental studies and/or related field (Master’s degree desirable).
• Three years of professional experience in urban or environmental planning, preferably with a public agency or agencies.

• Considerable experience dealing with diverse public and private interests in the planning and development process.

• Possession of a valid Class C California driver license.

THE OPPORTUNITY

Currently, the City Manager’s Office has an opening for a customer service oriented professional with excellent administrative skills to join our team as the Executive Assistant/Deputy City Clerk.

THE POSITION

The Executive Assistant/Deputy City Clerk, an at-will position under the direction of the City Manager, performs a variety of confidential and complex administrative responsibilities in support of the City Manager’s Office. This position also assists the City Clerk’s Office and acts as the City Clerk in their absence.

Duties may include, but are not limited to the following:

• Perform a wide variety of complex, responsible and confidential duties for the City Manager’s Office and the City Clerk.
• Serve as the first point of contact for the City Manager. Greet/acknowledge customers who contact the City Manager’s Office while assessing the nature and urgency of issues with appropriate responses.  
• Respond to sensitive requests for information and assistance including but not limited to Public Records Requests; resolve citizen concerns and complaints.
• Review and summarize miscellaneous reports and documents; research and compile background information; prepare presentations, responses to Council questions, Council weekly updates, and other documents.
• Function as the City Clerk in their absence and perform all statutory and other duties; attend Council meetings as required.
• Interpret City policies, procedures, laws and regulations in response to inquiries and complaints.
• Make travel arrangements, maintain appointment schedules and calendars and arrange meetings, conferences and civic functions for the City Manager. Supports City Clerk in same for City Council.
• Initiate and maintain a variety of files and records of information including but not limited to legal claims, litigation files, certificates of insurance, etc.
• Provide general administrative support including purchasing, personnel activities, and special project support.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for budget items; monitor and control expenditures.
• Research, compile and analyze data for special projects and various reports.
• Plan and coordinate the City’s involvement in special events and meetings, including but not limited to coordinating resources, information and set-up for promoting the City at the annual Fog Fest, Eco-Fest and Rockaway Tree Lighting events; City Council Goal Setting special meetings; etc. for the City Manager and City Clerk offices.
• Assist the City Manager in the role of Public Information Officer, functioning as a liaison between media and the City Manager’s Office.
• Manage social media content and inquiries for general City government / City Hall / City Manager’s Office. Create, assemble and publish content for the City Manager’s Office weekly e-newsletter. Manage additional forms of public outreach and messaging as guided by the City’s Communications Plan.

THE DEPARTMENT

The Public Works Maintenance department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Public Works, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Public Works Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

The City of South San Francisco has adopted Municipal Codes that can help aesthetically enhance our City as well as keep it safe. The Code Enforcement Division protects the quality of life, property values and the environment for the residents and businesses of South San Francisco. This is accomplished by developing and promoting safe and healthy neighborhoods through education and compliance of our codes, ordinances and permits in a proper and timely fashion within the limits of the law. 

THE POSITION

The Code Enforcement Officer is responsible for field investigation and enforcement of a wide variety of municipal codes and ordinances, as well as conducting uniform building-related code inspections.  Examples of some of the duties for this position are:

• Receives and investigates complaints of nuisances and alleged violations of various ordinances and building regulations.
• Obtains evidence of violations; prepares reports with recommendations; assists in the preparation of cases for Planning Commission, City Council, and court action.
• Makes periodic site inspections for conformity to approved plans as assigned.

Peninsula Clean Energy is a joint powers authority formed by the County of San Mateo and each of its 20 cities to offer greener electricity to its residents and businesses to meet local climate action goals. Peninsula Clean Energy operates as a Community Choice Energy program to provide clean energy for its member communities by purchasing electricity from clean generation sources (such as solar, wind and hydropower). The Peninsula Clean Energy Authority seeks qualified candidates for the multi-function role of Board Clerk/Executive Assistant/Office Manager. This is an exciting opportunity to become involved with Peninsula Clean Energy (PCE). This position will function as administrative support to the PCE Board of Directors, as executive support to the CEO, and as Office Manager for the two offices located at our headquarters in Redwood City

As Board Clerk, you would provide expert administrative support to the Board of Directors and PCE staff in the preparation and maintenance of public records and interaction with public officials. In addition, the Board Clerk will establish, set, maintain, present, and distribute agendas and Board meeting material and minutes, and respond to inquiries from Board members and the public. The Board Clerk will also coordinate Board-related meetings and maintain records of Board actions taken.
 
As Executive Assistant, you would help PCE’s CEO to coordinate and schedule multiple meetings, track requests for document review, and assist the CEO to prepare for various meetings.  In addition, the Executive Assistant will assist with the composition of resolutions, staff reports, Board summaries, and other official PCE documents.

As Office Manager, you would be responsible for managing various office needs including office supplies, mail, kitchen use and supplies, and office equipment maintenance and repair. In addition, the Office Manager coordinates office design and construction.
 
This position will often be the first point of public contact for PCE and will have frequent interaction with PCE officials, community members, and members of the public regarding official PCE Board of Directors issues, such as public meetings, agenda items, and general operations. The selected candidate must exercise initiative, discretion, and good judgment in the analysis and resolution of issues that require technical or specialized knowledge of the PCE organization along with its policies and procedures. 

Essential Duties and Responsibilities

• Prepare draft agendas from material submitted by staff; word process, organize and collate (if necessary) final agendas with supplemental material for distribution
• Review supporting documents for agenda items, screening for discrepancies, ensuring materials are relevant, accurate, and appropriately processed in accordance with legal requirements and PCE procedures
• Prepare and distribute meeting material for Regular Board meetings, Special Board meetings, and various Board Committee meetings, including posting to PCE website, distributing to PCE list-serve
• Record minutes at the Board of Directors meetings, including recording the essential content of discussion, motions and votes, transcribing notes and checking draft copies of minutes for grammatical usage, technical terminology, spelling, and sentence structure
• Answer public inquiries in person, by phone, and by email, and route inquiries as necessary to appropriate PCE staff
• Prepare resolutions and staff reports as necessary
• Interface with general counsel regarding meeting legal requirements including for public noticing and the Brown Act
• Post and update meeting materials and Board-approved documents on PCE's website as needed
• Take appropriate follow-up action on the Board's decisions, such as notifying interested parties on specific items
• Maintain records of Board actions, including but not limited to minutes and resolutions
• Provide PCE Board Directors, committees, and staff with logistical support for meetings, presentations, and events, including all logistical agency meeting and event coordination (such as location, room reservations, amenities, and materials)
• Ensure collection and filing of annual Form 700 submittals from PCE Board members as well as designated staff and consultants
• Provide planning and management support for PCE events
• Ensure maintenance of Board-related records according to PCE rules and policies, including Board meeting archive material and informational material
• Research, compile, and organize information and official records for use by Board members, PCE staff, and the public
• Provide direct support for CEO on administrative tasks and calendar scheduling
• Perform routine tasks including duplicating, photocopying, and assembling bulk mailing
• Maintain office supplies to meet the needs of PCE Board members and staff
• Coordinate office maintenance and upkeep including furniture, office equipment, janitorial coordination. Maintain kitchen supplies and office/building maintenance and construction, when needed

QUALIFICATIONS

The ideal candidate would have:

Experience/Education
Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to possession of an Associate of Arts degree in business administration or related field, and at least 5 (five) years of responsible clerical experience, which has included considerable exercise of initiative, attention to detail, and independent judgment.  Experience and proficiency using Microsoft Office (word, excel, powerpoint) and Adobe Acrobat. 

Knowledge of:

• Modern technology, systems, and software designed to assist in the computerized management of information
• Principles for dealing successfully with individuals of various ages, and members of various ethnic and socio-economic groups
• Data processing applications and systems, and the principles of modern office management
• Standard office administrative and secretarial practices and procedures, including business correspondence, correct English usage, grammar, spelling, vocabulary, and punctuation
• Records management principles and practices, and research methods and techniques

Ability to:

• Develop a thorough knowledge of the role, organization, policies, and procedures of the Board of Directors and PCE
• Learn the legal requirements governing the processing of documents related to Board actions
• Perform technical and responsible office administrative work independently
• Identify and secure confidential, highly sensitive records and written or verbally communicated information, and record such information accurately
• Retain and recall information to respond to inquiries, and efficiently search files and retrieve data as required

PHYSICAL AND WORKING CONDITIONS

TEMPORARY: Given the current COVID-19 pandemic, work will be performed in a remote, work-from-home environment until further notice.

ENVIRONMENT: Work is performed in a typical office setting with exposure to computer screens with moderate noise and will require some evening and weekend work. The noise level in the work environment is usually typical of an office environment and public events.

PHYSICAL: While performing the duties of this class, employees are regularly required to sit, walk, and stand; talk or hear, in person and by telephone; reach with hands and arms. Employees are occasionally required to walk, and stand for prolonged periods; stoop, bend, kneel and twist; and may lift up to 20 pounds.
