About the Division
The Risk Management Division of the Finance Department offers unique career opportunities in public sector risk management and insurance programs. The Risk Management Division is responsible for procurement and oversight of the City’s property and casualty insurance programs. The Division also provides contractual risk management, property subrogation claims reporting and other key services to City Departments including enterprise departments such as the Airport Department and San José – Santa Clara Wastewater Facility. The work environment is dynamic and engaging, with Risk Management staff interfacing with nearly all City departments in the delivery of services.
Position and Duties
We are seeking candidates for the Overstrength Analyst I/II role, who are team players, have the ability to build and forge relationships, strong verbal and written communication skills, have an attention to detail, follow direction well, adapt swiftly to changes, strive for excellence, have a learning mindset, and take pride and ownership in their work.
The Analyst I/II reports directly to the Risk Manager. Under general supervision, this position is a key member of the Risk Management team responsible for specialized support to risk staff and management.
The typical duties of this Analyst position include, but are not limited to:
• Analyzes risks for various city procured contracts or special events and recommend appropriate contract insurance specifications. Consults with the Risk Manager about appropriate insurance language as needed.
• Reviews and approves certificates of insurance to ensure they are compliant with contract insurance specifications. Requests corrections from the City department’s contract manager and/or vendor as needed.
• Works with the Human Resources Department and the City’s insurance broker to place fiduciary liability insurance programs for the City’s defined contribution benefit plans. Acts as the Risk Management Division’s main point-of-contact for questions related to the fiduciary liability insurance programs.
• Updates and maintains the City’s property schedule to include updated values from property appraisals and information from the City’s Risk Manager or other City departments. Update the City of San Jose “Master” Property Statement of Values, as locations change and appraisals are received throughout the year. Update the property schedule when Risk Management is notified. Reach out to departments to verify information as needed.
• Accompanies the City’s property insurer on all inspections and valuations of City insured property. Assists the City’s Risk Manager in working with City stakeholders on addressing loss control recommendations that arise from the insurer inspections.
• Assists the City Risk Manager in ensuring that the City’s broker complies with servicing requirements.
• Prepares and distributes renewal applications and requests updates from appropriate City stakeholders in completing the City’s insurance renewal process. Assist with requesting and gathering annual renewal underwriting information. Analyzes stakeholder responses and addresses any material year-over-year changes in underwriting information provided by City stakeholders. Finalizes renewal applications for signature by the Director of Finance and provides final submission to the insurance broker.
• Handles administration including various reporting/coordination efforts on the Owner Controller Insurance Program (“OCIP”) placed by the City to support capital projects at the San José – Santa Clara Regional Wastewater Facility (“RWF”). Oversees workers’ compensation claims activity for the RWF OCIP.
• Manages the contracts/amendments process for Risk Management contracts, including coordinating reviews by City stakeholders like the City Attorney’s Office and City Budget Office and drafting memorandums for City Council or Advisory Committee action requests.
• Handles various general Risk Management department activities and administrative duties as assigned, which may include coordinating meetings, preparing presentations materials or other communications.
• Oversee Risk Management performance measures tracking and reporting for the Risk Management Division. Documents volume and timeliness of Risk Management responses to internal customers seeking assistance with the contractual risk management process.
• Attend meetings with the City Risk Manager
• Performs duties and assist with special projects or relevant work as required.
Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. The Analyst I salary range is $71,219.20 – 85,590.40 and the Analyst II salary range is $77,729.60 – 94,452.80. In addition to the starting salary, employees in the Analyst I/II classifications shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
COVID-19 Remote Work Information
Please be aware that as a result of the COVID-19 pandemic, the Analyst will be required to work at least 50% onsite until further notice. The Analyst will be assigned a laptop by the City with all software and software access required to perform the assigned duties. The Analyst will be required to have/provide their own internet connectivity and other requirements as specified in the City’s Remote Access Policy to be able to fully perform their responsibilities remotely in accordance with the City’s Policy Manual, Section 1.7.3 Remote Access, at https://www.sanjoseca.gov/your-government/city-manager/employee-relations/city-policy-manual.
Overstrength Information
The Overstrength Analyst I/II position is funded through June 30, 2022.An incumbent hired into this temporary position may be moved into a permanent position should a vacancy occur later in the fiscal year.

Selection Process
The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Job Specific Questions.
