The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Typical duties include, but are not limited to:

• Assist in providing support for community events that will include assistance with public engagement, planning, and outreach.
• Assist with preparing public meeting agenda packages and materials.
• Maintain files and filing systems in accordance with departmental policies and procedures.
• Provides support with calculating, preparing, issuing and/or submitting bills invoices, and other payment records for services.
• Provides general administrative support to the City Manager’s Office that may include drafting and maintaining departmental records, tracking and filing Town contracts.

The position will occasionally back up the City Clerk at evening meetings.

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Participate as a member of the community-based network of Human Services Agencies.

What You'll Do

The Senior Program Assistant performs a variety of complex clerical and technical functions in support of programs at the assigned facility.  Depending upon assignment, duties may include, but are not limited to, the following:

• Coordinate a variety of tasks associated with the delivery of services under programs at the assigned facility.
• Coordinate facility booking, scheduling and rental processes.
• Assist in providing for the safety, maintenance and security of program participants, staff, equipment and facilities.
• Act as liaison with program and managerial staff, community groups and program participants.
• Directly participate in, and monitor the work of staff assigned to, the program registration process.
• Process transactions in support of department programs which entail: substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.
• Provide information and assistance regarding department programs, policies and procedures to the general public, City personnel, vendors and contractors.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

CLASS CHARACTERISTICS

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

Qualifications

Education/Experience: A typical way to obtain the knowledge and abilities would be: a bachelor’s degree with emphasis in recreation or a closely related field; and two years of group recreational activity leadership experience including supervisory, public relations or marketing skills; or an equivalent combination of education and experience.

As assigned to Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years of experience working with individuals with developmental disabili­ties, prefer­ably with ABA (Applied Behavior Analysis); and the ability to learn/imple­ment applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Ability to speak Spanish is desirable.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Supervisory Responsibilities: Typically supervises part-time employees in the recreation department, including performance evaluations. The number of part-time employees supervised varies depending on unit assignment.

While performing the duties of this job, the employee works in a community center or office environment subject to frequent public contact and interruption and to intermittent exposure to individuals acting in a disagreeable fashion. The noise level is usually moderate. The employ­ee frequently works in outdoor weather conditions exposed to extreme heat or cold; and where the noise level may be loud. Exposure to hazardous conditions in the environment will vary depending on unit assigned. The employee may work nights and weekends.

If assigned to the Sports/Aquatics or Therapeutics Unit, the employee is regularly exposed to wet or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; and risk of electrical shock.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand, walk and sit; use hands to finger, handle or feel and reach with hands and arms. The employee is occasionally required to climb or balance; and stoop, kneel, crouch or crawl. The employee is frequently required to lift, push, or pull up to 25 pounds and occasionally up to 50 pounds. The physical demands will vary depending on unit assign­ment. The vision requirements include close and distance vision.

Based on the information provided in the application documents, those candidates with the most desirable qualifications will be invited to continue in the selection process.  Not all applicants meeting the minimum qualifications are guaranteed advancement through any subsequent phase of the examination.  Be sure to include all pertinent information regarding your education and experience.  Fill out the application completely; blank spaces may cause rejection; do not refer to resume.  Falsification or omission of material fact is cause for rejection, removal from the eligibility list, or dismissal.  Resumes will not be accepted in lieu of a completed application.  Cover letters and resumes are encouraged and must be submitted online as attachments with the fully completed application. Examination:  Candidate selection will be based on competitive examinations.  Test content will be related to the job.  A driver license will be requested for identification and admission to the testing area.  If there is more than one part to an examination, candidates must pass each part.  Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.
