The Position: Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for performing a variety of semi-skilled and skilled duties involved in the maintenance, repair, and construction of public works systems including streets, sidewalks, street lights, traffic signals, collection systems, and assessment districts; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks.

Community

Suisun City is located midway between San Francisco and Sacramento in south central Solano County.  The City, which was among the first to incorporate in California, developed around a waterfront that has direct access to San Francisco Bay and the Pacific Ocean.  Although the City is largely developed, several large parcels exist and a large annexation is on the horizon that signals ongoing development activity will continue to be in the City’s future.

The Position

There are currently several full-time positions available.  The primary job responsibility of the Public Works Maintenance Worker I is to join our team of field employees who work daily to maintain, repair, and construct the physical systems of that serve the community, including parks, recreation equipment, streets, traffic signals, landscaped areas, sewer & storm drain collection systems, and other public facilities. We’re looking for creative problem-solvers to perform high-quality skilled work with a variety of tools and equipment types under the direction and guidance of more experienced lead workers and managers in both individual and team projects.

Essential Job Functions

• Performs a variety of maintenance and repair work on various City facilities and structures including streets, landscaped areas, recreation facilities, sewer, storm drains, traffic signals, and other public facilities.
• Operates construction and maintenance equipment and power tools such as a dump truck, front-end loader, backhoe, tractor, overlay machine, jetter, compressor, jackhammer, paint sprayer, and concrete saw; maintains hand tools and assigned equipment; performs preventive maintenance on equipment.
• Conducts traffic control when working in high traffic areas of the City; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and controls traffic around work sites.

• Maintains assessment districts and landscaped areas including parkways, open space areas, and medians; performs weed abatement and pesticide applications; installs and maintains irrigation systems to ensure proper operating efficiency; maintains, trims, and removes trees.
• Utilizes proper safety precautions related to all work performed.
• Clears, maintains, and disposes of trash in public areas; oversees the work of contract staff; performs special projects as required.
• Provides courteous customer service; responds to questions and inquiries from the general public regarding various maintenance projects; resolves customer problems or complaints.

The Department of Public Works is seeking qualified candidates for the position of Wastewater Collection Worker I/II. 

Under general supervision, Wastewater Collection Workers perform a variety of semi-skilled and manual tasks in the operation and maintenance of sanitary sewer and storm drain systems and operate a variety of light construction equipment and wastewater system equipment.
 
In addition to possessing the knowledge, skills, and abilities expected of a Wastewater Collection Worker, the ideal candidate for this physically demanding position can work independently, take directions well, provide excellent customer service, utilize safety practices, and contribute as a team player.
 
The Department of Public Works is currently looking to fill three regular/permanent vacancies.

Wastewater Collection Worker I is the entry-level class in this series.  Initially, under close supervision, incumbents perform the more routine and less complex duties while receiving on-the-job training and gaining practical experience.  As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with Wastewater Collection Worker II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualification of the higher-level class. The annual salary range is $69,680 - $87,069

Wastewater Collection Worker II is the experienced journey level class in this series.  Under general supervision, incumbents independently perform the full range of duties.  The positions are characterized by the presence of fairly-clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Incumbents at this level should demonstrate a thorough knowledge of operations and procedures, the ability to independently accomplish day-to-day tasks under normal conditions, and the ability to instruct others.  The annual salary range is $79,290 - $99,029.

Examples of DutiesDuties may include, but are not limited to, the following: 

• Perform field inspections of sanitary sewer lines. 
• Read and interpret sanitary sewer system and drainage system maps. 
• Calculate volume, weights and measures. 
• Work with basic arithmetic computations. 
• Read and interpret engineering and construction plans and specifications. 
• Perform closed-circuit television inspections of sanitary sewer lines. 
• Rod (using truck-mounted and hand-rodding equipment) and flush sanitary sewer and  system lines as part of the preventative maintenance activities or to remove obstructions.

• Be certified for confine space entry to inspect, repair, raise, adjust, and construct manholes. 
• Make minor repairs to pumps and other equipment. 
• Drive, operate, and monitor wastewater collection system and road maintenance equipment, including but not limited to ½ and 1-ton trucks, haul behind compressor, and walk-behind rollers. 
• Report maintenance issues of wastewater collection system and road maintenance and construction equipment.
• Respond effectively and appropriately to sanitary sewer overflows and backups. 
• Monitor tools and equipment to ensure they are maintained in good working order and inform supervisor when maintenance or replacement is required. 
• Operate light equipment used in trenching and pipe repair and replacement work including small tractors, light trucks, pumps, generators, compressors, forks, shoring equipment, and other tools. 
• Read domestic, commercial, and industrial water meters; compute water consumption since the previous reading. 
• Prepare clear and comprehensive reports such as, leaks in sewer mains, laterals, and manholes; courteously and effectively communicate to customers of lateral problems that require attention or repair. Receive, record, and respond to complaints; answer questions regarding complaints. 
• Required to participate  in an "on-call" rotation s once sufficiently trained and to be available to assist in emergencies outside of normal working hours. 
• Practice safety relating to public works projects.

QUALIFICATIONS

Licensure/Certification:
Wastewater Collection Worker I: 

• Possession of a class C California driver license or equivalent, AND
• The ability to obtain a Class B California driver license with both air brake and tank endorsements, AND 
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program, within 18 months from the date of hire
   

Wastewater Collection Worker II:

• Possession of a class B California driver license with BOTH air brake and tank endorsements, AND
• Possession of a Grade II Collection System Maintenance Certification through the California Water Environment Association's (CWEA) Technical Certification Program

Education and Experience: 

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

 
Knowledge of: 

• Methods, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems. 
• Operating light and medium duty trucks and road construction equipment and monitoring and reporting maintenance issues. 
• The proper use of hand tools including shovels, rakes, hoes, sewer maintenance tools, etc. 
• The proper use of power tools and light equipment including power saws, drills, air-powered tools, portable and stationary pumps, generators, compressors, vibratory rollers, motorized tampers, etc.

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Preschool Teacher will direct, plan, develop, and implement an educational program that provides for the full intellectual and social development of each child.  This journey-level classification is distinguished from the next higher level in that this classification has sites and few administrative and coordinative responsibilities.

The City of San Rafael Fire Department is seeking to fill the position of Wildfire Mitigation and Emergency Preparedness Specialist.  Fixed-term appointments may be made for up to a three-year period. Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position.  This position has limited benefits available. 

Under supervision, the Wildfire Mitigation and Emergency Preparedness Specialist will support the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals; work to improve community disaster preparedness through outreach, education, and engagement; support the San Rafael Community Emergency Response Team (CERT) program; support Firewise communities, and Neighborhood Response Groups (NRG’s); support Emergency Operation Center (EOC) functions); and augment designated fire prevention and emergency management staff on strategic projects and programs.       

Essential Duties and Responsibilities:

• Draft policies and procedures, plans, and ordinances related to wildfire prevention and emergency services.
• Deliver training and provide subject matter expertise on fuel reduction measures in alignment with environmentally sound/safe practices and existing ordinances.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving emergency and non-emergency settings.
• Support and coordinate San Rafael CERT and San Rafael-hosted CERT trainings.
• Support emergency alerting and notifications, including educational endeavors and outreach, and database management.
• Support, coordinate, and conduct disaster preparedness and mitigation through public outreach and training opportunities.

THE POSITION:

The Library and Recreation Department (Recreation Division) is seeking a full-time Program Coordinator.  The Program Coordinator performs planning, coordination, and supervision of recreation programs, events and activities, including planning, scheduling and implementing recreational activities in a specific program area; recruits, coordinates and supervises the activities of regular, temporary and volunteer staff; prepares program budgets and monitors expenditures; administers the rental, scheduling, use and maintenance of major recreation facilities; and performs related work as required.  The Program Coordinator is expected to exercise judgment and initiative in their management of an assigned center or specialized program which include youth programs, aquatics, sports, and seniors.  Program Coordinators are assigned to one or more of the above divisions in the Community Services Department.  The basic job duties of a Program Coordinator are similar in nature yet vary according to the assigned division.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Duties are illustrative and not all inclusive and may vary with individual assignment.)   

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities such as athletic leagues, aquatics programs, special events and day and summer camps.
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

• Good customer service techniques.
• Principles and techniques of directing group, social and recreational activities.
• Principles and practices of managing recreational programs for community parks, community centers, youth and senior centers, aquatic centers and/or athletic facilities.
• Recreation site management, including operations and maintenance.
• Techniques of effective supervision; and
• Financial record keeping practices as applied to recreation programs.

• Coordinating and scheduling the work of temporary and volunteer staff.
• Coordinating and scheduling programs, events, and activities.
• Inventorying and ordering supplies, equipment and materials.
• Interpreting and enforcing policies and procedures.
• Maintaining files and monitoring and tracking fees and payments.
• Developing interpersonal relationships with a variety of users and sponsors.
• Using computers and related software.
• Communication to interact effectively with co-workers, supervisors, subordinates, volunteers, and the general public sufficient to convey information and to receive work direction.

EDUCATION and/or EXPERIENCE: 

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years full-time or its equivalent experience; OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above.

CERTIFICATES, LICENSES, REGISTRATIONS:

• Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record..

Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, and to attend meetings at various sites within and away from the City, and have availability to work off-hours shifts or events as required; strength to lift and carry materials weighing to 40 pounds; mobility lead groups in activities involving steep or rough terrain; ability to work outdoors in a variety of weather and temperature conditions; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
