The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

The Aging and Adult Services Division of San Mateo County Health is seeking a Deputy Public Guardian Conservatorship Investigator III (DPG). The position is on the Probate Conservatorship Investigation team and is the intake section of the San Mateo County Public Guardian program.

The team receives referrals from all sources, for individuals who are no longer able to make decisions for themselves due to a disabling condition other than mental health. The probate conservatorship investigators conduct a very involved inquiry into the individual's past and present life to prove to the court that there are no other alternatives to conservatorship that will allow the individual to continue to live independently in the community. Conservatorship is a very invasive process as it removes most of an individual's rights. Therefore, it is as a last resort that a petition for conservatorship is filed with the Superior Court.

The current vacancy is in the Aging and Adult Services Division located in San Mateo, but will drive to visit clients at various locations, attend meetings, and perform various duties of the position. This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

DPG's have responsibility for managing estates and providing casework services. They administer complex property and litigation cases, prepare complex court reports and testify in Court as needed and may develop comprehensive care plans. DPG III's also provide lead direction and training to other deputies, serve as liaisons with specific County and State department and community agencies, handle those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

Through a grant obtained by the Burlingame School District, the Parks and Recreation Department is partnering to offer an afterschool program on each of the 6 elementary schools and to 6th grade students at BIS.  BPRD is looking for individuals who have a passion to work with youth. 

This position will be afterschool hours until 6:30pm, Monday through Friday. 

This is a temporary, part-time position and shifts may vary depending on the program and type of Recreation Leader (not to exceed 1,000 hours per fiscal year)

About the Position:

The position is under the direct supervision of the Recreation Department. 

Responsibilities

• Serve as a mentor and role model for participants, creating a positive and inclusive community on campus.

 Typical duties may include, but are not limited to the following:  

• Pick up students from Enrichment classes
• Provide activities until 6pm

Knowledge of:

Philosophy, methods and techniques used in planning and leading recreation programs as well as knowledge of safety, recreation equipment and materials.

Ability to:

Plan, organize, and lead a variety of recreational activities. Communicate effectively both verbally and in writing.  Ability to assimilate and understand information in a manner consistent with the essential job functions. The ability to relate effectively with the public.

Education and Training:

• Experience in recreational activities, effective communication and interaction skills with youth, and ability to collaborate with staff. Must be at least 15 years old.
• Recreation leader 1 and 2: Students under the age of 18 are required to obtain a work permit from their school. All staff 18+ are required to pass a fingerprint check submitted to the Department of Justice. 
• Sr. Recreation Leader: Sufficient education and experience to satisfactorily perform the duties of the classification.

License:  

• Valid California Class C driver’s license with satisfactory driving record.

Mandatory paid training dates:

• Complete Mandated Reporter Training (will be provided by City)
• Complete First Aid and CPR/AED Training (will be provided by City)

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Process Improvement Manager that plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level; analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among County departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

There is currently one regular vacancy in the Public Health, Policy and Planning Division, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics, and will exercise direct and general supervision over assigned professional, technical, and office support staff.

Primary responsibilities will include, but are not limited to, the following:

• Quality assurance and improvement: build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement: facilitate, document, track, organize, and measure progress, e.g., conduct improvement work within daily huddles.
• Project management: lead projects and provide ad hoc support of projects.
• Knowledge management: inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building: support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of staff: supervise and influence when appropriate on projects.
• Contract and MOU support: assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support: oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation: maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization: coordinate staff engagement, training, feedback to ensure successful system changes, facilitate leadership development and decision making, contribute to agendas, take meeting minutes, track on-going project work in support of meeting goals.

Ideal candidate will possess:

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with: County of San Mateo; Public Health; healthcare clinics; vulnerable population care management including people experiencing homelessness; and HIV, Sexually Transmitted Infections (STIs), and other Communicable Diseases.
• Data skills including requirements gathering; ad hoc report building; data and dashboard management.
• Knowledge of and/or experience with information technology systems including Power Business Intelligence (BI); advanced Excel; eClinical Works (eCW); ARIES; Microsoft SharePoint; Epic; Workday reporting.
• Experience with change management, leadership development, and team culture-building.
• Demonstrated ability to be organized, diligent, perseverant, self-starter, independent learner, tenacious, self-reflective.
• Ability to establish and maintain effective working relationships with those encountered on the job and with political astuteness.
• Excellent written and verbal communication skills.

Qualifications

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years of increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

Licenses and Certifications :

• Some positions may require a valid California driver's license.

Responsibilities

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate organic and/or mental disorders in children and in interpersonal/ family dysfunctions related to child and adult patients/clients.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients toward the goal of achieving more adequate, satisfying and productive adjustments in the community and provide case management services as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Perform suicide/risk assessments.
• Conduct home visits and/or field-based services.
• Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise graduate interns.
• Provide outreach counseling and refer clients to appropriate mental health program service resources.
• Collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Provide consultation and education services.
• Ability to participate in an on-call rotation and responding to after-hours calls (Youth Services Center).
• Ability to participate in an on-call rotation and responding to after-hours calls from Psychiatric Emergency Services (Youth Case Management).
• Perform related duties as assigned.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.
