The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. • Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

The California Children's Services (CCS) Medical Therapy Unit (MTU) is seeking a Full-Time Physical Therapist to provide a full range of physical therapy treatments/services to children with physical disabilities from birth to 21 years at special education sites. The children have chronic neuromuscular conditions, such as cerebral palsy, spina bifida, traumatic brain injury and muscular dystrophy. The incumbents will be working on an interdisciplinary team with parents and other professionals. This is a unique opportunity to work in a friendly and cooperative team environment based at Medical Therapy Units in San Mateo and San Bruno.
 
The ideal candidate has graduated from an accredited physical therapy curriculum and has at least one year of experience working in pediatrics, with neurological and orthopedic conditions. The ideal candidate is licensed as a Physical Therapist by the Physical Therapy Board of California; has experience working with children of all ages; and is able to use an electronic medical record system. Physical therapists without pediatric experience and/or new graduates are encouraged to apply. Recreation Supervisor (Aquatics and Fitness)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

Responsibilities of the Recreation Services Supervisor include, but are not limited to:

•    Managing and supervising assigned operations to achieve goals within available resources; planning and organizing workloads and staff assignments; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs and implements changes as needed.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.

The salary range for Staff Specialist is approximately $76,330.80 - $92,820.00 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.

This is a class-based recruitment. Candidates who meet the minimum qualifications for Staff Specialist will be added to the active Qualified Candidate Group and contacted when a department-specific vacancy becomes available. Staff Specialists perform paraprofessional administrative work of considerable complexity in various areas of public administration. An employee in this class performs a variety of administrative assignments related to the execution of administrative detail and assisting in departmental administrative service areas. A Staff Specialist may act as a lead to lower-level clerical classifications but is primarily an individual contributor with a high level of expertise in generalized office administration.
Typical duties and results may include:

• • Create surveys and compile data for general or departmental use; perform statistical and clerical work by creating, analyzing and preparing reports, and abstract written materials.
  • Participate in budget preparation and review by assembling and analyzing data of operating departments, such as staffing and equipment requests.
  • Provide assistance with personnel functions such as position control, interviewing, benefits, handling routine grievances, disciplinary actions, classification matters, claims, employee relations, and interpretation of personnel rules and procedures.
  • Supervise the maintenance of files and records, including automated recordkeeping systems; developing filing systems and procedures for file use; and ensure irretrievability of filed information.
  • Performs other related duties as required.

FACILITIES ATTENDANT

(Two positions available)  

Part-Time/Temporary – No Benefits Available

(Maximum hours worked per fiscal year not to exceed 1,000 hours)

$17.50 - $27.15 per hour, depending on experience

The City of San Rafael Library and Recreation Department is now accepting applications for the position of Facilities Attendant (two part-time/temporary positions available).  This position provides customer service to renters and program participants while assisting with the supervision of front counter/reception area, set up and breakdown equipment for scheduled activities, custodial and cleaning including but not limited to emptying trash, vacuuming, cleaning windows, cleaning restrooms, etc.; opening and securing facility before and after building use and interacting with instructors, clients, and the general public.  Bilingual in Spanish is desired. 

Qualifications:

• Ability to provide good customer service to instructors, clients, and the general public.
• Ability to use a variety of cleaning equipment and materials.
• Ability to communicate effectively orally and in writing in English.
• Ability to follow written and oral directions.
• Ability to work cooperatively with others.
• Ability to work evenings, weekends and some holidays.
• Ability to regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.
