Provides employability services to eligible applicants of local social service agencies; applies program regulations and procedures; assesses employment potential and barriers that interfere with securing employment; identifies needs for social and health services and makes referrals; collaborates with partner agencies and employers; uses an automated system to maintain and monitor participants' records and generate reports; may determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; and performs related work as required.

Working under close supervision, Employment & Training Worker I is the entry/trainee level in the Employment & Training Worker series. Employees in this class receive in-service training in the performance of routine duties related to the provision of employment services. As requisite skills and knowledge are developed, greater independence and the full scope of responsibility are exercised. Employees are expected to promote to Employment & Training Worker II after one year of satisfactory performance at the trainee level.

• Utilizing Motivational Interviewing techniques, interviews and evaluates eligible program participants' employability to assist participants in achieving self-sufficient employment.Administers and interprets vocational measurement tests.
• Assesses clients' employment and education history; identifies employment related skills, abilities and barriers; develops goals and plans to improve skills and abilities and overcome barriers; provides career guidance and employment and training counseling; provides labor market information related to local employment possibilities; and as appropriate, refers clients to employment related educational and training opportunities.
• Refers clients to other staff members or to community resources for direct and intensive services and specialized counseling as necessary; advocates on clients behalf for most appropriate services including enabling services.
• Assists applicants and recipients in utilizing available resources.
• Makes home visits in connection with casework assignments.
• Provides community outreach for various agency programs.
• Conducts orientation workshops and one-on-one training for new and returning program participants.
• Reads, comprehends and applies complex regulations, rules, policies and procedures including the federal Work Participation Rate.
• Participates in development and implementation of program strategies to increase the federal Work Participation Rate.
• Explains relevant program regulations, rules, and policies to clients and the general public.
• Presents information on available programs to community organizations, the general public, and employers during job fairs, community partner presentations, and one-on-one.
• Conducts ongoing research to identify labor market information and employment and training opportunities for program participants; and establishes and maintains contacts with regional employers and training providers.
• Completes and processes disbursement of funds, documents for clients' authorized supportive services, i.e., childcare and transportation.
• Places clients into appropriate paid and/or non-paid work training assignments and monitors performance and progress.
• Completes and processes documents, correspondence, and reports for authorized supportive services, manually or using an automated system.
• Operates a personal computer, including software programs and an automated system, to enter and retrieve data, manage individual client cases and overall caseload, compile statistical reports, and perform other assigned duties.
• Maintains regular contact with clients to monitor each client's completion of tasks and progress toward attaining goals that will lead to securing employment, and compliance with program requirements.
• Documents evidence of individual clients' compliance or non-compliance with program rules and regulations, and follows procedures related to the imposition of sanctions.
• Performs a variety of clerical duties related to organizing, prioritizing and scheduling assignments; meeting deadlines; completing forms, reports and other documents; maintaining automated and manual files and logs; managing client cases; and fulfilling other responsibilities as required.
• Establishes and maintains cooperative, effective working relationships with program participants; department employees; regional employers, educational facilities, trainers and all others who are program stakeholders and supporters.
• May assess family situation to determine if Family Stabilization services are appropriate.
• May develop Family Stabilization service plan with family and service providers.
• Performs related duties as assigned.

Positions also responsible for determining the eligibility for public assistance programs perform the following additional duties:

• Analyzes financial information and eligibility information to determine initial or continuing eligibility for multiple aid programs.
• Enters and retrieves numerical and narrative data and issues benefits from an automated computer system.
• Assists clients in accessing community services.
• Organizes caseload so that necessary case records and documents are processed and updated within specific time limits established by regulation and local policy.

The City of Thousand Oaks has an excellent opportunity for a Combination Building Inspector I/II/Senior!

This position(s) may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour), Combination Building Inspector II ($39.7935 - $53.3271 per hour), or Senior Combination Building Inspector ($43.9679 - $58.9212 per hour), depending on candidate experience and qualifications.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

PRIMARY RESPONSIBILITIES

• Performs the more skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, energy, accessibility, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures
• Reads and interprets plans and specifications for inspection on commercial and residential buildings and related construction on commercial and residential buildings and related construction involving installation, repair, replacement and alterations for compliance with codes and regulations
• Performs the more skilled building inspections on commercial sites before construction to determine validity of permits and compliance with regulations
• Participates in the development of policies and procedures; recommends programs and projects to Building Inspections personnel

• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations

SENIOR RESPONSIBILITIES

• Trains assigned employees in their areas of work including building inspection methods, procedures, and techniques; serves as a resource for staff to ensure consistency and effectiveness in enforcing building codes and carrying out policy
• Leads, plans, trains, and reviews the work of staff responsible for performing skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures
• Provides leadership and works with staff to ensure a high-performance and customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Assists other building inspection staff, departments, and divisions with questions, inspections, and compliance issues.
• Assists in the preparation of legal documents such as warrants for inspection, citation briefs, and demolition or repair orders; tracks extended cases through the court system and coordinates action with the City Attorney’s office.
• Keeps informed of changes and new legislation pertaining to building codes and regulations that affect the work of the department, and ensures that appropriate staff is informed and current.
• Participates in the development of policies and procedures; recommends programs and projects to higher-level Building Inspections personnel.
• Performs counter plan checks and reviews field revisions and/or as-built plans as necessary; ensures compliance with City, state, and federal construction, maintenance, use, health, safety, electrical, mechanical, and plumbing laws, codes, and standards.

Talent Development

• Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
• Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
• Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
• Increase organization utilization and integration of the employee Learning Management System.
• Coach and support supervisors and managers in employee learning, talent development, and performance management.
• Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.

Risk & OH&S

• Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
• Collaborate with cross-functional teams to proactively manage and reduce risk.
• Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
• Oversee claims data, loss experience, and OH&S performance.
• Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
• Manage the risk and OH&S function budgets and programs.
