About the Division

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. The Big Lift, a collective impact initiative that seeks to increase kindergarten readiness and improve third grade reading proficiency in San Mateo County, is recruiting to fill one Intern Fellow II vacancy.
 
The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

Provides employability services to eligible applicants of local social service agencies; applies program regulations and procedures; assesses employment potential and barriers that interfere with securing employment; identifies needs for social and health services and makes referrals; collaborates with partner agencies and employers; uses an automated system to maintain and monitor participants' records and generate reports; may determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; and performs related work as required.

Working under close supervision, Employment & Training Worker I is the entry/trainee level in the Employment & Training Worker series. Employees in this class receive in-service training in the performance of routine duties related to the provision of employment services. As requisite skills and knowledge are developed, greater independence and the full scope of responsibility are exercised. Employees are expected to promote to Employment & Training Worker II after one year of satisfactory performance at the trainee level.

• Documents evidence of individual clients' compliance or non-compliance with program rules and regulations, and follows procedures related to the imposition of sanctions.
• Performs a variety of clerical duties related to organizing, prioritizing and scheduling assignments; meeting deadlines; completing forms, reports and other documents; maintaining automated and manual files and logs; managing client cases; and fulfilling other responsibilities as required.
• Establishes and maintains cooperative, effective working relationships with program participants; department employees; regional employers, educational facilities, trainers and all others who are program stakeholders and supporters.
• May assess family situation to determine if Family Stabilization services are appropriate.
• May develop Family Stabilization service plan with family and service providers.
• Performs related duties as assigned.

Positions also responsible for determining the eligibility for public assistance programs perform the following additional duties:

• Analyzes financial information and eligibility information to determine initial or continuing eligibility for multiple aid programs.
• Enters and retrieves numerical and narrative data and issues benefits from an automated computer system.
• Assists clients in accessing community services.
• Organizes caseload so that necessary case records and documents are processed and updated within specific time limits established by regulation and local policy.

The Aging and Adult Services Division of San Mateo County Health is seeking a Deputy Public Guardian Conservatorship Investigator III (DPG). The position is on the Probate Conservatorship Investigation team and is the intake section of the San Mateo County Public Guardian program.

The team receives referrals from all sources, for individuals who are no longer able to make decisions for themselves due to a disabling condition other than mental health. The probate conservatorship investigators conduct a very involved inquiry into the individual's past and present life to prove to the court that there are no other alternatives to conservatorship that will allow the individual to continue to live independently in the community. Conservatorship is a very invasive process as it removes most of an individual's rights. Therefore, it is as a last resort that a petition for conservatorship is filed with the Superior Court.

The current vacancy is in the Aging and Adult Services Division located in San Mateo, but will drive to visit clients at various locations, attend meetings, and perform various duties of the position. This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

DPG's have responsibility for managing estates and providing casework services. They administer complex property and litigation cases, prepare complex court reports and testify in Court as needed and may develop comprehensive care plans. DPG III's also provide lead direction and training to other deputies, serve as liaisons with specific County and State department and community agencies, handle those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services.

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years experience coordinating the care and managing the income and assets of frail elderly and gravely disabled persons.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides professional mental health outpatient evaluation, consultation, and treatment services to individuals and groups.
• Performs client intake procedures.
• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists clients with the resolution of problems.
• Observes clients on-site at schools, etc., as necessary; conducts home visits as necessary. Consults with psychiatrist and other clinical staff about treatment planning for clients.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.
• Performs performance outcome measures and completes related administrative work.
   

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to hire multiple temporary/part-time positions.  Candidates who do not currently meet the minimum qualifications for the Park Maintenance Worker I position may be considered for an Intern position instead.

Temporary/part-time employees work no more than 130 hours per month and 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License

FOR ALL POSITIONS.

WORK HOURS

Work hours vary by assignment and may be required to work evenings, weekends and/or holidays.  Position typically works 25-30 hours per week.   

SALARY - Based on experience and years of service

Park Maintenance Worker I
$21.96 - $28.03 per hour

Intern
$16.50 - $20.50 per hour
