The Public Works Department is recruiting for an Operations & Maintenance Superintendent, who, under general direction from the Operations & Maintenance Manager, will oversee the operations and maintenance activities of the Facilities, Streets, Parks, and Vehicle Maintenance divisions. This position will manage budgets of the respective divisions, supervise and guide division supervisors, and advance technical knowledge and skills to affect the research, analysis, planning, and implementation of operations functions.

THE IDEAL CANDIDATE will have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of public works operations and maintenance. They will also have a strong sense of customer service and the ability to help find solutions to complex service issues. UPCOMING PROJECTS & INITIATIVES:

• Public Works will be implementing computerized asset and maintenance management software that will require significant change management within operations and maintenance. The superintendent will play a key role in the implementation and change management of this technology.
• It is a goal to implement safety and developmental programs that engage, educate and train staff for their current and future roles. The superintendent will assist with the development and management of these programs.
• Improving service delivery is a constant challenge. The superintendent will assist with finding creative ways to improve service delivery that benefits internal and external stakeholders.

THE POSITION:

This position is part of the Represented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

This position performs the following essential job duties (including but not limited to):

• Provide leadership, direction, and supervision to operations and maintenance staff, including assigning tasks, monitoring performance, and providing feedback and coaching.
• Foster a positive and productive work environment that encourages teamwork, collaboration, and professional growth.
• Develop and implement operational plans, policies, and procedures to ensure the efficient delivery of services.
• Coordinate with other City departments and external agencies to prioritize and schedule operations activities, including street maintenance, park maintenance/landscaping, facility upkeep/repair, fleet maintenance/replacement, and utility services.
• Oversee the planning and execution of maintenance activities for city infrastructure assets, including streets, sidewalks, parks, buildings, vehicles, and utilities.
• Coordinate with contractors, vendors, and service providers to ensure timely and cost-effective completion of maintenance projects.
• Monitor the condition of infrastructure assets and develop strategies for preventative maintenance and repairs.
• Maintain accurate records and inventory of city-owned infrastructure assets, including condition assessments, maintenance history, and replacement schedules.
• Develop and implement asset management strategies to optimize the lifecycle of infrastructure assets and maximize return on investment.
• Prepare reports and presentations on asset performance, budget projections, and recommendations for capital improvements.
• Ensure compliance with federal, state, and local regulations, codes, and standards governing public works operations and maintenance activities.
• Coordinate safety program for department staff ensuring proper training and protocol.
• Obtain necessary permits, licenses, and approvals for maintenance projects and activities, and ensure timely renewal and compliance with regulatory requirements.
• Respond to inquiries, complaints, and requests for information from the public, elected officials, and regulatory agencies regarding operations and maintenance issues.
• Performs related duties as required

• Work on an on-call basis during emergencies. 
• Direct, perform inspections, and supervise work outdoors in inclement weather, underground, and in unpleasant or potentially hazardous conditions. 
• Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
• Work safely in potentially hazardous conditions.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Graduation from high school or G.E.D. equivalent, supplemented with training/education in supervisory principles.
• Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Valid California Driver’s License

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Property Manager I/II position is in the Finance and Administration Division at San José Mineta International Airport and reports to a Senior Property Manager in one of three groups including Airlines, Concessions, or Commercial Properties. -Periodically inspects all leased and rented Airport property to ensure compliance with the terms and conditions of the agreement.
- Answers inquiries from the public and interested parties regarding the leasing and rental of Airport properties; disseminates information as required.

The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Property Manager I salary range is $84,084.00 - $102,276.72 annually.
The Property Manager II salary range is $102,276.72 - $124,400.64 annually.

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

HR -

• Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

• Creates learning and development programs and initiatives that provide internal development opportunities for employees.

• Oversees employee disciplinary meetings, terminations, and investigations.

• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

• Perform related duties as assigned.

CC-

• Appointed by the City Council.

• Receives general direction from the City Manager on an as need basis.

This vital role supports our mission to maintain public safety and maintaining evidence, as well as enforcement of parking rules and regulations

This is a journey-level non-sworn classification in the Police Department that performs the full range of duties related property and evidence as well as assists the patrol officers with minor evidence collection, reporting writing and responding to related calls for service as needed to effectively provide police services. Incumbents are expected to work independently and exercise judgment and initiative.
